Older Adult Driver Education Older adults, like everyone else, value their independence. In the United States, there are many areas where that independence is tied into the ability to drive. For many families, there comes a time when an older family member's driving becomes an issue. There are many reasons why a person's driving skills might decline. Diminished eyesight, slowed reflexes and reaction times, shorter attention span, lack of concentration, medications - these and many more may contribute to family concerns about the safety of an older driver and the safety of the community. For families, it can be very difficult to discuss this issue since the underlying theme is independence and self-sufficiency. Caregivers don't want to upset the family member. Many don't want the inevitable conflict that will come of the discussion. And, who in the family wants to be the "bad guy"?

Second, for crashes in which a child's driver survived, driver alcohol use might have been underreported because alcohol testing is more complete among fatalities (5). Finally, information about restraint use is obtained from police crash reports, which might overreport restraint use (6). Drunk driving is a crime. More importantly, it is not a victimless crime. Nearly 17,000 Americans are killed and more than 700,000 are injured each year in alcohol related traffic crashes.

Research Update Child Passengers Killed in Alcohol-Related Crashes Usually Riding with a Drinking Driver Quinlan KP, Brewer RD, Sleet DA, Dellinger AM. Characteristics of child passenger deaths and injuries involving drinking drivers. Journal of the American Medical Association 2000;(283)17:2249-52. A CDC study published in the May 3, 2000 issue of the Journal of the American Medical Association indicates that of the 5,555 child passengers younger than 15-years-old killed in drinking driver-related crashes during 1985-1996, 64% (3,556) were riding in the vehicle with the drinking driver. The drinking driver was typically old enough to be the age of the child's parent or caregiver. Analyzing national crash data from the Fatality Analysis Reporting System maintained by the National Highway Traffic Safety Administration, CDC researchers found that fatality rates for child passengers killed while being transported by a drinking driver declined from 1985 through 1990 but remained virtually unchanged from 1991 through 1996. The study also found that as the blood alcohol concentration of the child's driver increased, child restraint use decreased.

There is much evidence to show that encouraging safer motor vehicle use can help improve safety for road users.
  • Automotive markets with high levels of safety belt and child restraint use have lower fatality rates than countries with lower restraint use rates. Countries with strong anti-drunken driving laws experience lower incidence of alcohol-involved driving fatalities. Programs that enable young drivers to learn to drive over time, under graduated licensing laws, are proven to reduce the disproportionate fatality involvement of inexperienced drivers. Guidelines to help reduce distractions for drivers are intended to help reduce the incidence of crashes by helping drivers maintain their focus on the driving task.
We fully support such initiatives and support programs that encourage safe driving behaviors.
Child restraint and safety belt use
Together with the UAW in 2001, we recommitted our support of SKBU by agreeing to fund child safety seat donations for low-income families and at-risk children and establishing 30 new permanent child safety seat inspection stations. In April 2002, with the UAW, we donated 30 Chevrolet Express vans to local SAFE KIDS Coalitions across the nation. These new Chevrolet Express vans joined the 51 Chevrolet Venture vans donated in 1999 to establish the nation's first-ever fleet of mobile car seat check-up vans one for each state and the District of Columbia. The fleet of SKBU Venture and Express vans are fully equipped with everything needed to hold a travelling child safety seat check-up event, including tents, traffic safety cones, and signage.

March 2003 Introduction This is a version of an article prepared for the University of California Berkeley Traffic Safety Center Newsletter. The article discusses current trends and issues related to impaired driving prevention. Background Despite progress during the past two decades in reducing alcohol-related crashes and fatalities, impaired driving remains a traffic safety priority in California and nationally. In 2000, alcohol-related traffic fatalities rose for the first time since 1995, according to the AAA Foundation for Traffic Safety. The National Highway Traffic Safety Administration (NHTSA) reports that in 2001, 41% of all highway deaths-a total of 17,448 deaths-involved alcohol; this was a slight increase from 2000. "Largely the perception has been that this is a problem that's been solved, but it's still a problem. It's no different than any other issue - you have to still keep at it," said Pam Beer, a consultant to the Governors Highway Safety Association, which received a grant from NHTSA to conduct a nationwide review of comprehensive, community-based programs to reduce impaired driving. "Public attention on drunk driving is not what it was we're competing with AIDS, national security, anthrax and that's competing for police and media and public attention," noted NHTSA Regional Program Manager Paul Snodgrass. Along with public attention, driving under the influence (DUI) arrests have also decreased over the past two decades, which many suggest may be linked in part to the increase in deaths. Approximately 1.5 million American drivers per year are now arrested for DUIs, compared to nearly 1.8 million arrests in the 1980s, according to the Bureau of Justice Statistics.
