Driver education for beginners might be a convenient way to learn basic driving skills, but it does not produce drivers less likely to be in crashes. This is not a matter of opinion. The best scientific evaluations of driver education all over the world come to this conclusion. The most recent review finds “little evidence that pre-license training per se reduces crash rates in the short or longer term.” Studies also have found an association between driver education and earlier licensure, which enhances mobility at the expense of safety. Moreover, research indicates that courses teaching advanced driving maneuvers — such as skid control — lead to more rather than fewer crashes by inspiring overconfidence and risk taking. There is no mystery about why driver education fails to reduce crashes. Peer, parental, personal and other social influences that shape driving styles and crash involvement — which are largely beyond the reach of instructors — can readily overwhelm safety messages. As early as the 1970s, researcher Pat Waller noted the unrealistic expectations we have of driver education teachers, compared with teachers of other subjects. During February and March, the division will be preparing for possible revisions to Oregon Administrative Rules governing driver training. Oregonians may make suggestions and provide comments in person, by mail or by e-mail.

Based on input gathered from the public, the driver training industry, educators and others, the Oregon Transportation Safety Committee will consider making changes to the rules that govern driver education. Potential changes that might be considered include:

What's the only thing wrong with talking and driving? Everything. More TCC Tips Old age and treachery beat youth and inexperience on the road as well as off. To keep your teen from getting ahead of themselves, consider some of these safety tips gleaned from the experience of one who's been there and done that: Start teaching early . Don't wait until your son or daughter is 15 to begin thinking about imparting wisdom about the rules of the road. As soon as they are old enough to understand, point things out to them while you're out for a drive, such as the meaning of traffic signs, who goes first at a four-way, how to merge safely into traffic and so on. When you witness another driver making a mistake, tell your kids what the other driver was doing wrong and what he should have done instead. For example, when someone runs a red light or fails to yield to faster-moving traffic, point it out and take the time to explain why these things are not merely rude, but also dangerous and could lead to an accident. Provide a good example . Children are highly imitative and will take their cues from what they see you do behind the wheel. If you're the kind of driver who tailgates, weaves in and out of traffic and throws "the finger" (or worse) at your fellow motorists, you can bet your kids will follow that example when they get their turn behind the wheel - irrespective of what they're taught by anyone else. Conversely, if you behave like an adult behind the wheel and convey the idea that driving is serious business not to be taken lightly, it's a good bet your progeny will, too. Show consideration for other drivers; maintain an appropriate following distance between your vehicle and the one ahead. Let others merge ahead of you when they signal instead of jamming down the gas pedal to cut them off. It won't be necessary to browbeat your kids when they reach driving age; they'll already have a good sense of what's right and what not to do.

PART 1060 COMMERCIAL DRIVER TRAINING SCHOOLS
SECTION 1060.180 TEEN ACCREDITATION
Section 1060.180  Teen Accreditation a)         Accreditation of the School – Each commercial driver training school that desires to offer instruction to those under the age of 18 must be accredited by the Secretary of State through the Department of Driver Services before such instruction can be offered or advertised. 1)         Upon receipt of proper application for accreditation, the Secretary of State will investigate the school and verify the application. A Secretary of State employee shall contact the school and make an appointment to visit the school's facilities.  At the time of the visit, the Secretary of State employee shall verify that the school meets the standards set forth for commercial driving schools in Section 6-401 of the Illinois Vehicle Code [625 ILCS 5/6-401].  In addition, the school shall meet the standards for commercial driver school teen accreditation that are set forth in Section 1060.180(b) through (f) of this Part.  These standards shall be furnished to the school by the Secretary of State before the visit if the school requests them.  If all qualifications and standards are met, the school shall be certified to offer instruction to students under the age of 18. 2)         The accreditation of each school is renewable upon the expiration date of the school license provided all qualifications and standards are met and provided the school has been in compliance with all rules.
