Hurricane Mitch
When hurricane Mitch, the worst storm to hit Central America for decades, wrought havoc in the region in November, the ICRC, under the coordination of the Federation (the lead agency for the Movement's international activities in the event of natural disaster), worked closely with the National Societies concerned. The regional delegation sent a tracing delegate to help in the search for family members who had gone missing. Above and beyond the thousands of lives it claimed, the storm caused severe damage to infrastructure in Honduras and Nicaragua and greatly set back mine-clearance efforts in the latter, as many landmines were unearthed and washed away to new, unmarked locations.
The security situation stabilized somewhat in Nicaragua and El Salvador, which had been affected by internal conflicts until the early 1990s. In Guatemala, too, the peace process continued, but the political and security situation remained more uncertain, as many of the social problems at the root of the conflict remained to be addressed. In Panama, the spillover effect of the internal conflict in Colombia caused hardship for inhabitants of the eastern region of Dari©n.
In Haiti a poor security situation became worse at year's end, as the government was all but paralysed by a political stand-off.

Introduction
For an account of the ICRC's activities in Haiti and Mexico in 1994, which were initially coordinated from the Guatemala City regional delegation, please see the relevant chapters. As of February 1994 and September 1994 respectively these operations were coordinated by an ad hoc mission in San Cristo¿bal de las Casas, Mexico, and a delegation in Port-au-Prince, Haiti.

Two delegates from Geneva took part in the twelfth interdisciplinary course on human rights organized by the Inter-American Institute of Human Rights in San Jos©. The course took place from 18 to 29 July and brought together 120 participants, including judges, jurists, members of non-governmental organizations, and church representatives from practically all the countries of the Americas.
CUBA
During missions throughout the year ICRC delegates discussed with the Cuban authorities the possible resumption of ICRC visits to detainees (the last visits took place in 1989), Cuba's accession to Protocol II additional to the Geneva Conventions and the logistics involved in the opening of a centre for the dissemination of international humanitarian law in Havana. In October the future director of the centre came to ICRC headquarters in Geneva for talks with specialists in dissemination and other ICRC staff. On 23 November the centre, the first of its kind in Latin America, was inaugurated by representatives of the armed forces, the Minister of Health (also President of the Cuban Red Cross), the Secretary-General and other officials of the Cuban Red Cross and three ICRC delegates sent from headquarters in Geneva and from the delegations in Guatemala City and Bogot¡. The centre is to be run by the armed forces, together with the National Society and the ICRC.

    Political Overview
    Since the establishment of constitutional government in 1966, the Dominican Republic has experienced a troubled electoral history, including the manipulation of results and disenfranchisement of tens of thousands of opposition voters during the 1994 presidential elections. The subsequent political crisis was eventually resolved by the "Pact for Democracy," an agreement that called for electoral reform and new elections in 1996.
    The 1996 presidential elections represented a historic turning point, as the election results were peacefully accepted by the three major political parties: the Dominican Liberation Party (PLD), the Dominican Revolutionary Party (PRD) and the Social Christian Reformist Party (PRSC). Despite progress in the administration of elections, the three main political parties have experienced significant internal conflict due to the loss of caudillos such as Joaquin Balaguer, Tony Peña, and Juan Bosch. The candidate selection process and the organization of conventions for the May 16, 2004 presidential elections were questioned in two of the three parties, resulting in internal infighting and fractured party structures.

    Of all the dances available to us, Merengue is by far the easiest to learn! Since the 1930s Merengue is readily recognised as the national dance of the Dominican Republic. However, there is some controversy regarding it's origins. To get an unbiased opinion we really do need to differentiate between the music's historical roots and the nostalgia of the dance itself. Musically, it has links with Cuba but the dance belongs to the island of Hispaniola - one third of which is now called Haiti and the other two thirds make up the Dominican Republic. A quick look at the island's history might assist in providing some understanding to the debate about Merengue's origins. In 1697 Spain ceded one third of the island of Hispaniola to France, who created the colony of Saint-Dominique. The French colony became the most productive agricultural colony in the Western Hemisphere. By contrast the Spanish colony of Santo Domingo was small and it's economy mainly depended on subsistance agriculture. Prosperous French plantation owners sought to maximise production by importing great numbers of slaves. By 1790 Saint-Dominique was a powder keg waiting to explode! About 500,000 black slaves were being managed by only 57,000 whites and freedmen (in Santo Domingo there were about 60,000 black slaves to 65,000 whites and freedmen). The inevitable happened and in 1791 the slaves revolted. The initial reaction of Freedmen, French colonists and Spanish colonists to news of the slaughter of Frenchmen to armies of rebellious slaves was to flee to Cuba taking some of their slaves with them. It took 20 years before the first of these emigries returned to the island. Hence the Cuban connection. It is regularly discussed whether the Merengue music was taken to Cuba (influencing the music there) or whether on return to Santo Domingo the emigries brought back Cuban music which in turn influenced the development of Merengue.

    National History
    The island of Hispaniola (La Isla Española) was the first colony in the Caribbean settled by Spain. As such, it served as the logistical base for the conquest of the rest of Latin America. Christopher Columbus first sighted the island in 1492 toward the end of his first voyage to "India". Columbus and his crew found the island inhabited by a large population of friendly Taino Indians (Arawaks). The land was fertile, but of greater importance to the Spaniards was the discovery that gold could be obtained either by barter with the natives or by extraction from alluvial deposits on the island. After several attempts to plant colonies along the north coast of Hispaniola, the first permanent European settlement was founded in 1493 at Isabella, on the north coast of the island not far east of Puerto Plata Santo Domingo was the first permanent settlement on the southern coast, founded in 1496. Under Spanish sovereignty, the entire island bore the name Santo Domingo. Their relations with the Taino Indians, whom they ruthlessly maltreated, deteriorated from the beginning. Aroused by continued seizures of their food supplies, other exactions, and abuse of their women, the formerly peaceful Indians rebelled- -only to be crushed decisively in 1495. Columbus, who ruled the colony as royal governor until 1499, attempted to put an end to the more serious abuses. He devised the

I would like to make two points with regard to today's discussion. First, I think it's good to have a joint enterprise in this day of jointness. indeed, we can all learn from this operation from varied perspectives. I think there is a naval perspective here, even though the naval representative is now with the Army's history office. But, we have a Navy perspective, a Marine perspective, and an Army perspective. I apologize to our Air Force friends, if there are any in the audience, I assure there is that perspective as well. Military operations are complex and thus many modern operations can only be understood from a joint perspective and that is exactly what we are going to do today. OPENING REMARKS

The government inherited a financially collapsed electricity sector and the task of quickly renegotiating a derailed International Monetary Fund (IMF) agreement before a skeptical international community. Before Fernandez assumed power, many Dominicans had lost confidence in their government and experienced significant erosion in incomes; the percentage falling below the poverty level had grown substantially since 2002.     New area code +1 829 will commence for testing July 2005, as an overlay to the existing +1 809 area code. Calls within the Dominican Republic will be required to use a 10-digit format including area code, replacing the existing 7-digit format. Timeline: 31 January 2005 - start of permissive use of 7-digit and 10-digit dialling within Dominican Republic. 1 July 2005 - new +1 829 area code commences service and is expected to be reachable from other nations; +1 829 555.9999 test number activated. 1 August 2005 - 10-digit dialling within the Dominican Republic is mandatory; previous 7-digit format is discontinued. This is to make way for introduction of new subscriber numbers in +1 829. 1 October 2005 - earliest date for which regular subscriber numbers for +1 829 enter into service.
