This session focussed on how various strategies in the cultural sector can be directed towards community, social, and economic development. The impetus for this session was the South African example, where crafts and artisanal products are at the basis of a cultural industries strategy for rural development and part of the overall government efforts in the post-Apartheid environment. Two examples, a Canadian experience and a small-island perspective, offer an illustration of how cultural industries can be a tool for development. The first presentation was made by Marybelle Mitchell whose organization is owned and controlled by Inuit artists. She spoke at a concrete level of the development of the stone carving industry in Inuit communities . The Canadian Arctic has a small population base, approximately 48,000, scattered over a large land mass. Due to the high level of underdevelopment there are virtually no jobs, no internal trade, inefficient and expensive transportation, and minimal communication networks. Efforts have been made over the years to develop viable industries, but most have failed.

Dominica is unique for many reasons. But none more so than for its indigenous people. For Dominica can boast the only remaining tribe of Carib Indians in the Caribbean. To understand why this race has survived, when all other native Caribbean cultures were destroyed, let us delve back into history. Millions of years ago, when the eastern Caribbean was merely a range of mountains underneath the sea, a series of volcanic eruptions took place disturbing the ocean floor. Slowly, a chain of islands began to emerge from the sea. At the epicenter of this volcanic action rose an island of towering mountains. This was the beginning of Dominica. But where did the people come from? Then, around 500 years B.C., a group of Amerindians, the Arawaks, left their homes on the banks of the Orinoco River in South America. They travelled by rafts in dangerous seas, taking with them small animals, plants and seeds. One of the Caribbean islands they landed on was Dominica. Here they lived peacefully for almost 1,000 years until they were invaded and conquered by another group of Amerindians, the Caribs.

PROVIDENCE Bedecked in T-shirts with such slogans as "I Love the Dominican Republic," thousands of members of the state's Latino community yesterday joined in what has become the nation's third-largest Dominican festival: a daylong celebration at Roger Williams Park. Although the turnout was comparatively sparse as the kickoff parade made its way to the park from Thurbers Avenue and Broad Street, many more people gathered later in the day at the Temple to Music the festival's center where traditional music of the Dominican Republic mixed with the sounds of hip-hop and reggae. Marilyn Cepeda, a vice president of Quisqueya in Action, and one of the founders of the festival, said organizers didn't want a festival that was strictly Dominica or even strictly Hispanic and had been trying to reach out to other "American groups, to participate with us, so they can know us more."
