Culture Despite Dominica's political affiliations and choice of measurement standard, the French have had a more lasting influence on the island than the British. This can be seen in the predominance of Roman Catholicism, the widespread use of French-based patois, and the commonness of French place names. African, West Indian and native Carib traditions all contribute to a Creole culture, resulting in mix of language, food, art and customs. Common sights include Carib dugout canoes, stilt houses, Rastafarian dreadlocks, and red, green and yellow African clothing. Dominica has a thriving music scene, centered mainly around reggae, calypso and zouk. Cricket and soccer are the most popular sports. Dominica's most celebrated author, Jean Rhys, was born in Roseau in 1890. Although she moved to England at age 16 and only made one brief return visit to Dominica, much of her work draws upon her childhood experiences in the West Indies. Because of it's natural beauty, Dominica is known as "The Nature Island of the Caribbean." In fact, the Dominican government's support of conservation can be seen when one looks at the cover of a Dominican passport which says, "Apres Bondie C'est La Ter." This means, after God is (or comes) the land. I took the following pictures in 1995. My native land is very mountainous. The first three photos are representative of the mountains that are in abundance throughout the island.

Ah ha! You’re reading this! That’s a good start! If you’re the sort of person who can accept cultural differences, you’ll enjoy Dominica. Personally, I find it a little hard to accept a new culture. It’s not just a matter of watching the traditional dances at the village fete. However, now that I’ve done it, I’m glad I have a job in Dominica and don’t ever have to put up with a Nebraska winter, again. In Dominica, being friendly is not just a little thing, it is a matter of culture. Speak to people in passing. At least say, “Ok” which is the efficient Dominican way of saying, “How are you? Fine thank you, and you? I’m ok.” If you hear someone shout, and you think they might have shouted your name but aren’t sure, shout back. It doesn’t matter if you’re mistaken. It happens all the time. No one cares. The use of English in Dominica is different enough so that it is easy for misunderstandings to develop between students and Dominicans. I once said to one of my favorite students that it surprises me how little prejudice there is in Dominica, and he said, “What do you mean? They’re always saying things.” I said, “You mean like Hey, white man! Come!’” Yes, that was it. In Dominica a white man is just what I am. If I was in south Chicago and someone shouted, “Hey, white man. Come!” my first thought would be to wonder why I never had the supercharger installed on my car. If I ignore a Dominican who shouts “Hey, white man,” I have been offensive. “Boy” doesn’t mean anything, either, though I doubt that I will ever be able to bring myself to call a Dominican “boy.”

Simple cage-culture systems to crop fish resources in the lakes, dams, canals, and ponds available in the country will help improve the nutritional levels and incomes of fishermen and small producers in rural areas and contribute toward an improved attitude regarding water use in their environment. The project will test cages and enclosures of various designs under different local conditions with native and introduced species that can be farmed singly and in combination.

T he Dominica Festivals Commission (DFC), a Division of the National Development Corporation (NDC), has special responsibility to further promote, market and manage Carnival and the World Creole Music Festival in October/November. The DFC also gives support to selected special events in Dominica.
The DFC aims to create the proper atmosphere and avenue for Dominica’s music, arts and culture to be showcased at these festivals, and for export to the wider regional and international market.
The DFC aims to advance Dominica’s cultural industries and cultural tourism product associated with the business of entertainment domestically through educational programs, workshops, lectures and the like, and regionally and internationally through proper promotions and marketing. The DFC aims to ensure that Dominica’s artists are prepared to take advantage of these avenues and present themselves, their materials and their product in the highest standard for maximum exposure on the regional and international market.
The DFC is expected to maintain a very close working relationship with the Cultural Division and the National Cultural Council. That relationship is necessary to provide the continued development support for the performing arts.

A Carib Opportunity - A Cultural Village By Lennox Honychurch , M.Phil, D.Phil. (Oxon) For about twenty years successive governments of Dominica and successive Carib Councils have been working towards the realisation of a project to create 'A Carib Cultural Village' on four acres of land in the centre of the Carib Territory. As early as 1976, the then Carib Chief, Faustilus Frederick, submitted to the government of Dominica, a proposal for a 'Carib Village'. This proposal included the construction of a group of thatched houses for handicraft workshops, "sales building, small restaurant serving local dishes, cassava meal making hut and canoe building sheds surrounded by plots of various crops". This plan was conceived by the chief of the time as an employment creation project. When it was originally submitted to government it included ideas for the future inclusion of huts for overnight visitors and cost estimates for these. The project was then handed to a professional team of consultants from the International Labour Organisation (ILO) in 1982. It produced an ambitious proposal of a village which "will consist of traditional Carib structures [for] craft production and sales, Carib Museum, food production and service, a cultural/art/drama festival centre and a plot for traditional plants/activities". (ILO Report 5.1).
