Governments were also remiss in preventing and condemning other forms of violence against women, such as violence in conflict and post-conflict situations and violence in state custody. Internal civil strife often provided the context in which women were targeted for sexual assault, as well as one of the reasons they fled their homelands for refugees camps, where they again were targets of sexual violence. In 1998 Human Rights Watch investigated private actor violence against women in India and Indonesia; wartime violence and post-conflict abuse in Algeria, Bosnia, Sierra Leone, and Tanzania; and custodial abuse in the United States. The pattern of bias against domestic violence victims extended to the judiciary in the countries we researched. Women victims of domestic violence who were able to persuade the police to accept their cases for investigation were later hampered by judicial systems that valued family unity over the safety of women victims of domestic violence. For example, in Peru judges often referred married domestic violence victims and their batterers to counseling before charges could be laid against the accused, with the alleged batterer remaining in the home. In Indonesia, frustration about the economic crisis and political authoritarianism devolved into widespread civil unrest that ultimately removed President Soeharto from power. Just as much of the violence and looting were directed at the ethnic Chinese population, so were ethnic Chinese women reportedly singled out for rape and sexual assault.

by Wendy McElroy The Violence Against Women Act, a hand-me-down from the Clinton administration based on gender myths, anti-male bias and an infatuation with Big Government, expires this year. A new appropriation request for over $360 million will soon hit Congress, but a chance for gender sanity is coming. The answer to renewing VAWA should be a thundering "NO!" What is the Violence Against Women Act? In 1994, Congress passed the act as part of an Omnibus Crime Bill. VAWA pitted the sexes against each other by focusing on "crimes of violence motivated by gender"; victims were defined as female and only women were offered the massive tax-funded benefits. VAWA institutionalized the political belief that women, as a class, must receive special protection from men and privileges from government. Domestic violence was a specific focus. When male victims protested their exclusion, VAWA advocates dismissed them as statistically insignificant. Today

Posted by Amanda Marcotte at 07:44 AM Read Pt. 1 here One of the most important goals of the men's rights/anti-feminist movement is to convince people that violence against women is not a problem and hopefully even repeal legislation that's designed to protect women from male violence and sexual assault. As one can imagine, they reject the tactic of openly advocating for violence against women as an acceptable means of social controlafter all, the strategy in play is to restore male dominance by claiming that it doesn't exist. Instead, they just deny that violence is a problem and claim that feminists are hysterical or malicious, depending on the circumstances. Argument: Women commit domestic violence just as often, if not more than men. Examples here and here. This belief is one of the tenets of anti-feminism, and it's critical for MRAs to believe this, because the alternative is to accept that men and women are not equalfor if we were, why is it so easy for so many women to be kept under control by violence? Unfortunately, the numbers that the MRAs cling to in hopes it proves that there is no epidemic of male violence against women pretty much all come from one study. Local domestic violence programs can provide you with more information on the nature and extent of violence against women. Reflect on, and work toward changing any abusive and controlling behaviors of your own. Use inclusive, non-sexist language. Confront sexist, racist, homophobic, and other oppressive remarks or jokes. Sexist jokes encourage and support a climate where forms of violence and abuse have too long been accepted. Boycott comedians who verbally assault women in their acts. Boo in comedy clubs when male comedians tell sexist jokes. Recognize and speak out against homophobia and gay bashing. This abuse also has direct links to sexism. Challenge other men.

The Committee of Ministers has carefully studied Parliamentary Assembly Recommendation 1681 (2004) on the campaign to combat domestic violence against women in Europe and forwarded it to the governments of the member states, as well as to the Steering Committee for Equality between Women and Men (CDEG), whose opinion is appended hereto, to the European Committee for Social Cohesion (CDCS) and to the European Committee on Crime Problems (CDPC). 3. Combating violence against women and all forms of sexual exploitation of women has been a key area of work for the Organisation since the Second Summit of the Council of Europe in October 1997. In this connection, the Committee of Ministers refers to the reply given in May 2003 to Parliamentary Assembly Recommendation 1582 (2002), which outlined the activities undertaken to contribute towards achieving that aim.

The Violence Against Women Act (VAWA) will expire this September if it is not reauthorized by Congress. Largely viewed as an anti-domestic violence measure, VAWA has become a flashpoint for the men's rights advocates who see it instead as the living symbol of anti-male bias in law. Although a significant number of domestic violence victims are male, VAWA defines victims as female. As one result, tax-funded domestic violence shelters and services assist women and routinely turn away men, often including older male children. Estimates vary on the prevalence of male victims. Professor Martin Fiebert of California State University at Long Beach offers a bibliography that "summarizes 170 scholarly investigations, 134 empirical studies and 36 reviews." It indicates that men and women are victimized at much the same rate. A lower-bound figure is provided by a recent DOJ study: Men constituted 27 percent of the victims of family violence between 1998 and 2002. Accordingly, men's rights activists not only accuse the VAWA of not merely being unconstitutional for excluding men but also of dismissing the existence of one-quarter to one-half of domestic violence victims.

Violence in the home is a crime we are all becoming more aware of each year. In the UK a quarter of all reported violent crimes are domestic. In the US the estimate of the number ranges from 960,000 incidents of violence against a current or former partner to four million each year. But domestic violence is also a world-wide problem. What is violence - or abuse? It is about power, and this can be about controlling a partner by either physical or emotional abuse. It is rarely a one-off event. There are also many different forms of abuse, and physical attack is only one of them. Perhaps most of us think of a black eye or broken arm, but sex can be used as a way of dominating a partner. So can ridicule. So can control of family finance. So, too, can shouting and screaming. Does your partner accuse you of all manner of ‘crimes’? These may even be everyday events, such as looking out of the car window to look at other men or talking for too long to friends and family on the telephone! Jealousy is a formidable spur for many attacks. Do you feel under threat of violence? Have you been on the receiving end of a violent attack? Do you have to ‘account’ for time spent away from home? Does emotional or verbal abuse play a part in your relationship?

  • Approach gender violence as a man's issue, involving men of all socioeconomic and racial backgrounds. View men not only as perpetrators or potential offenders, but as empowered bystanders who can confront abusive peers.
    If a brother, a friend, a classmate or a teammate is abusing his female partner- or is abusive to females in general- don't look the other way.
    Have the courage to look inward. Understand how your own attitudes and actions may perpetuate sexism and violence, and work to change them.
    If you suspect that a woman close to you is being abused or has been sexually assaulted, gently ask if you can help.
    Be an ally to women who are working to end all forms of gender violence.
    Recognize and speak out against homophobia and gay bashing. Discrimination against lesbians and gays is wrong. This abuse also has direct links to sexism. Men who speak out against sexism are often subject to homophobia which is one reason so few men do so.

Largely viewed as an anti-domestic violence measure, VAWA has become a flashpoint for the men's rights advocates who see it instead as the living symbol of anti-male bias in law. Although a significant number of domestic violence victims are male, VAWA defines victims as female. As one result, tax-funded domestic violence shelters and services assist women and routinely turn away men, often including older male children. Estimates vary on the prevalence of male victims. Professor Martin Fiebert of California State University at Long Beach offers a bibliography that "summarizes 170 scholarly investigations, 134 empirical studies and 36 reviews." It indicates that men and women are victimized at much the same rate. A lower-bound figure is provided by a recent DOJ study: Men constituted 27 percent of the victims of family violence between 1998 and 2002.
