References A SIECUS Study on Training and Preparation for HIV/AIDS Prevention and Sexuality Education (Published in the SIECUS Report, Volume 28, Number 2 - December 1995/January 1996) The teaching of comprehensive sexuality education from kindergarten through 12th grade begins with the proper training of the teachers. Too often, they do not have the skills, knowledge, or inclination to teach such courses. Few have received training in sexuality education, and even fewer have received certification as sexuality educators. Colleges and universities need to provide training in HIV/AIDS prevention and sexuality education for pre-service teachers, and must ensure that this training is comprehensive. To assess such efforts, SIECUS developed this study of undergraduate teacher preparation programs and their ability to provide sexuality education based on the six key concepts outlines in its Guidelines for Comprehensive Sexuality Education: Kindergarten - 12th Grade.

In 2000, the superintendent of the District of Columbia Public Schools faced significant challenges. DCPS students had repeatedly performed well below national norms on standardized tests, and the District consistently began the school year with over 100 teaching vacancies. Two of the Superintendent’s immediate priority areas were recruiting new teachers and reorganizing the Human Resources Department. At the same time, Mayor Anthony Williams began to focus on teacher recruitment and retention as key parts of his citywide education agenda.
Initially skeptical about bringing more non-traditional teachers into the District, many DCPS principals were reluctant to interview DC Teaching Fellows. TNTP staff reached out to individual principals, explaining the rigorous selection criteria, and after a few principals held interviews, word began to spread about the high quality of the DC Teaching Fellows candidate pool. Principals who previously did not want to interview Fellows began to request multiple Fellows for their open positions. “I have to eat crow on this,” remarked one DCPS elementary principal. “I am amazed at how good these Fellows are. They are committed and bring a lot of professional experience and content knowledge which is exactly what we need!” As positive word of mouth spread, The New Teacher Project was able to successfully place all of the Fellows earlier than the usual DCPS placement process. The DC Teaching Fellows program continues today, and has been remarkably successful in bringing highly-qualified teachers to DC classrooms. The 2003 cohort of Fellows represents 24 percent of the district’s new hires, and has an outstanding record of achievement and diversity:

Tolo Executive Summary Civic education plays an essential role in strengthening our democratic society, preparing informed citizens and promoting their participation in the civic life of their communities. Although this responsibility is borne by all members of a civil society, a special responsibility is placed on schools and educators. Students from kindergarten through grade 12 need to be provided with the necessary learning experiences to enable them to become informed and actively participating citizens. Lack of civic engagement and civic literacy among American youth is widespread, however. Students often do not have the civic knowledge, the higher-order civic intellectual skills, and the civic dispositions necessary to connect civics facts and concepts to the responsibilities of citizenship. Although many state policymakers and educators give lip service to the importance of civic education in the schools, in reality state policies and school practices often fail to provide students with the civic education they deserve. State Civic Education Policies and Requirements Over one-fourth of all state constitutions state that a system of public instruction is required because an informed and capable citizenry is vital to the preservation of a free and democratic government. More than one-half of all states have statutes explicitly addressing civic education. While all but one state has implemented K-12 content standards in at least one subject area, only three states have created separate state standards devoted solely to civic education. Another 23 states have an explicit section covering civics topics within their social studies standards, while 18 states have civics topics interspersed throughout their social studies standards. Students must take a government or civics course in high school in 29 states.

To award credit for compliance with the District's compulsory school attendance law, independent, private and parochial schools must submit satisfactory evidence to the Superintendent of Schools that the amount of instruction, character of instruction, qualifications of staff and other conditions, such as class size, facilities, counseling services, and attendance recordkeeping, are acceptable to the Board of Education. D.C. Municipal Regulations 2100.2. Registration/Licensing/Accreditation: The District of Columbia Board of Education is responsible for establishing requirements to govern acceptable credit for studies at independent or private schools. D.C. Code Ann. 31-402(d). Schools must provide satisfactory evidence to the Superintendent of Schools that the amount of instruction, character of instruction, qualifications of staff and other conditions, such as class size, facilities, counseling services, and attendance record-keeping are acceptable to the Board. D.C. Municipal Regulations 2100.2. Institutions that submit proof of accreditation or that they are undergoing the process of accreditation by an accrediting body approved by the Board will be deemed to have presented satisfactory evidence. D.C. Municipal Regulations 2100.3. The parochial nature of an educational institution or sectarian nature of instruction cannot be a factor for the Board's determination. D.C.
