Introduction Section 207 of the Higher Education Act, as amended, mandated the creation of a new reporting system on the quality of teacher preparation.
  • Institutions of higher education with teacher preparation programs enrolling students receiving aid authorized by the Act must report annually to states on the pass rates of their graduates (or program completers) and other program information every April.
    States receiving funds authorized under the Act are required to report annually to the U.S. Department of Education on a number of aspects concerning the quality of teacher preparation in their state every October.
    The Secretary of Education is also required by section 207 to prepare annually a report on the quality of teacher preparation in the nation for the Congress and the public starting in April 2002.
In mandating this new reporting system, section 207 also required that the Department of Education's National Center for Education Statistics (NCES) develop key definitions for terms and uniform reporting methods (including key definitions for the consistent reporting of pass rates on each assessment used by states in certifying or licensing new teachers). The NCES product is the Reference and Reporting Guide for Preparing State and Institutional Reports on the Quality of Teacher Preparation

State Department of Education Requirements Although all states must comply with the federal provision of No Child Left Behind, many states have programs for mid-career changers individuals who already have a bachelor's degree—that are alternatives to the traditional route to teacher certification. Just as teacher certification requirements differ from state to state, so do alternative certification program offerings. In the State Departments of Education directory, RNT provides resources developed by the National Center for Alternative Certification: a coded list of alternative certification programs offered in each state, and an alternative licensure key that describes details about the types of programs offered by each state.

    Washington, DC The Administration and the Congress of the United States are being called upon again to respond to the growing need for more and better teachers. There is mounting concern about teacher preparation and the quality of the teaching force. Alarms have also been sounded about the numbers of teachers who are teaching "out of field", i.e., teaching a subject for which they have neither an academic major nor a minor. While none of these issues warrants the degree of hand wringing the news of them has generated, they do point to some serious problems in this country regarding how teachers are trained, licensed, recruited and hired. I have been asked by you to address the issue of alternative teacher certification routes and the benefits of these programs in bringing quality individuals into the teaching profession. Let me begin by providing some history of how alternative teacher certification came to be. Historically, colleges of education have been the primary source of elementary and secondary school teachers. The traditional route by which one became a teacher was to complete a teacher education program at a college or university that had been approved by the state licensing authority. School districts then recruited directly from the institutions within their states that produced teachers who had gone through such state- approved programs.

    Inter-state reciprocity agreements allow you to convert your Pennsylvania teaching certificate to the analogous teaching certificate in another state, and teach anywhere in the nation. Reciprocity is not automatic. You will need to submit to the Department of Education in your state of interest:
    • Transcripts from Drexel University's teacher certification program. The Pennsylvania certificate you will receive after you've completed Drexel's program and taken the Praxis exam.
    Most states will then grant you a license to teach, however some may require additional coursework, such as a course dealing with their state's history. To help you in this process, we have put together the following resources.

    Interstate Reciprocity or Using a Teaching Certificate from Another State
    New York has interstate contracts with more than 30 other states and jurisdictions. As outlined in the Interstate Agreement of Qualification of Educational Personnel, a person prepared in one of the contract states who meets the conditions of the contract is eligible for Initial certification in New York. The conditions are either (1) completion of an approved program of teacher preparation or (2) possession of a valid certificate in the contract state and service under that certificate in three of the most recent seven years. In addition, applicants must obtain qualifying scores on the New York State Teacher Certification Examinations to obtain an Initial Certificate. However, applicants who have not completed the testing requirement may obtain a Conditional Initial Certificate (see below.)

    Educator Certification Our current estimated processing time for certification is ten to twelve weeks. The purpose of the Office of Educator Certification Web site is to help educators and the general public find up-to-date, relevant information pertaining to all facets of teacher certification, including but not limited to, the certification process, regulation changes, updating existing certificates and valuable links to information for educators. Any changes or updates to an individual's certification file require submission of a Request for Change/Action form (pdf format) to the Office of Teacher Certification, Landmark II Office Building, Suite 500, 3700 Forest Drive, Columbia, SC 29204. Professional Certificates have been processed for those educators who held an Initial Certificate which expired June 30, 2005, or expires June 30, 2006, and have presented a passing score on the appropriate Principles of Learning and Teaching (PLT) exam, and successfully complete the ADEPT formal evaluation process.     Motivation Requirements One of the extensive debates of recent years in education has been about teacher knowledge. Education degree programs during the 1950s to 1980 generally were found to be deficient in content knowledge; prospective teachers learned how to teach, not what to teach. In contrast, alternative licensing candidates usually have already acquired knowledge of a particular discipline or content area in study for their bachelor's degree. They also have broad general content knowledge from the core programs of their college or university. Researchers offered this qualification early on as a reason for supporting alternative programs.

However, a teaching certificate is not something that is awarded to you by the University of South Florida. Nor is it something you will ever automatically receive.     DOE Announces $488 million to Pay for Private School As if the post-Katrina political climate isn't super-charged enough, the federal DOE has included $488 million in its Hurricane Katrina aid package for parents of private school children displaced by the storm. This immediately attracted criticism because it sounds like a revival of a voucher program. Be that as it may, it makes sense to help every entity which has been affected by Hurricane Katrina. While the McKinney-Vento Act gets the displaced kids into a classroom without question, somebody's got to pay for all this largesse. $2.1 billion will help public schools cover the unbudgeted expenses of educating additional students. $488 million will compensate parents who have had to find alternative private schools for their children.

    Master of Arts in Teaching (M.A.T.) -
    Elementary, Secondary, ESOL, International Training and Develo pment M.A. in Special Education: Learning Disabilities Graduate Certificate in Teaching M.A. in International Training and Education M.A.T. and M.A. in International Peace and Conflict Resolution Graduate Certificate in Teaching This teacher certification program is designed for students with bachelor's degrees in the arts, sciences, or humanities and several years of responsible work experience. Students complete the program and must pass certification (licensure) in the District of Columbia and through such certification are eligible for reciprocal certification in over 30 states. Some may require additional courses and examinations. The certificate program may be taken in elementary, secondary, or English for Speakers of Other Languages (ESOL) teaching.
