Alternative teacher certification programs (ACPs) are generally geared towards aspiring teachers who already have a baccalaureate degree, but who require additional education methods coursework and classroom experience. Such programs vary in requirements and sophistication and can be administered at the federal, state or district level. Emergency certification programs are sometimes discussed as one among a variety of ACP options. These programs are usually a makeshift response to local teacher shortages in particular subject areas and typically provide participants with little or no training before entering the classroom and often no on-site support. For purposes of this overview, however, ACPs are defined as a means to teaching certification that falls outside traditional full-time, baccalaureate or post-baccalaureate teacher preparation programs – not including emergency certification. I. Some General Background Information on Certification
Because the United States has a federal system of government, there is no one set of rules governing who may or may not teach in all of the U.S. public schools. Instead, there are more than 50 different sets of rules, made up by the 50 state governments and those other jurisdictions that sometimes act like state governments, such as the District of Columbia or the Department of Defense (for Department of Defense Dependent Schools). Often these rules and requirements differ from state to state. This presents quite a challenge for students completing teacher education programs. It is important to realize that each state is free to determine its own course requirements (including standardized test and courses) for teacher licensure. Just because a teacher applicant's coursework and test scores meet the requirements of one state, they may not meet the requirements in some other states. There is no automatic transfer of teacher certification eligibility across state lines, and different states may use different cut-off scores or even different tests than the state where a teacher graduate obtains initial certification.

District of Columbia License Requirements License I - EARLY CHILDHOOD (Pre-K and K) ET-15 Teachers of pre-kindergarten and kindergarten shall meet the following qualifications for a license:
  • A bachelor's degree from an accredited institution; Satisfactory completion of a sequence of courses in preparation for teaching on the early childhood level which may be part of or in addition to the degree requirements. A minimum of eighteen (18) semester credits in early childhood education is required; and Either of the following:
  • Observation and student teaching at the early childhood level; or A minimum of one (1) year of satisfactory teaching experience under adequate supervision at the early childhood level.

The new center was to serve as a clearinghouse of information about alternative routes to teacher certification as well as a source for technical assistance and outreach. Given the dramatic growth of alternative route initiatives among the states in the past two decades, the timing of the establishment of NCAC was, to say the least, auspicious. In 1983, only eight states reported having any alternative to the traditional university-based teacher education route to certifying teachers. By 2003, 43 states, as well as the District of Columbia, reported having some type of alternative route to teacher education and certification. These alternative route initiatives have resulted in the certification of more than 200,000 new teachers, with thousands more who have participated in university-based alternative teacher preparation programs also being licensed to teach. The numbers, though considerable, are relatively modest given the projected need for new teachers in the next decade: more than two million, with 700,000 needed in urban communities, areas suffering the greatest chronic shortages of qualified teachers.

    Francisca Ramirez-Sorenson says teaching runs in her family. Her mother was a teacher, as was her grandmother. But until a year ago, Ramirez-Sorenson was on a different career path - one that made use of her master's degree in anthropology. "I was not going to be a teacher under any circumstances," she recalls. "But I think I was born with certain talents." In September, Ramirez-Sorenson was certified as a teacher. The route she took to the front of the classroom, however, is different from the traditional four-year college program. She is a graduate of the Houston Independent School District's Alternative Certification Program - the first district-based program of its kind in the country. This year-long program prepared her well for the classroom, says Ramirez-Sorenson. "They taught us a great deal about child development, child psychology, strategies for teaching, and how to encourage children to learn. They also taught us how to work with foreign students - and the cultural shock they might go through when they come here - and how to help them."

    Nature of the Work About this section Back to Top Special education teachers work with children and youths who have a variety of disabilities. A small number of special education teachers work with students with mental retardation or autism, primarily teaching them life skills and basic literacy. However, the majority of special education teachers work with children with mild to moderate disabilities, using the general education curriculum, or modifying it, to meet the child’s individual needs. Most special education teachers instruct students at the elementary, middle, and secondary school level, although some teachers work with infants and toddlers. The various types of disabilities that qualify individuals for special education programs include specific learning disabilities, speech or language impairments, mental retardation, emotional disturbance, multiple disabilities, hearing impairments, orthopedic impairments, visual impairments, autism, combined deafness and blindness, traumatic brain injury, and other health impairments. Students are classified under one of the categories, and special education teachers are prepared to work with specific groups. Early identification of a child with special needs is an important part of a special education teacher’s job. Early intervention is essential in educating children with disabilities.

    by the Secretary, U.S. Department of Education
    The Secretary of Education is required by statute to publish a list of nationally recognized accrediting agencies and associations which the Secretary determines to be reliable authorities as to the quality of training offered by educational institutions and programs. The National Advisory Committee on Accreditation and Institutional Eligibility assists the Secretary in determining which accrediting bodies should be listed. Accrediting bodies that achieve recognition are reviewed at least every 4 years thereafter. The commissions of the regional associations and the national institutional and specialized accrediting agencies which are recognized by the Secretary have no legal control over educational institutions or programs.     Statewide recognition from governmental officials. Opportunity to become facilitators of the NBC. Activities for NBC can be used for career ladder requirements. The Missouri State Board of Education has approved a policy which allows local school boards, if they choose, to automatically move National Board Certified teachers to Stage III on the Career Ladder. This will enable National Board Certified teachers to be awarded an annual $5,000 stipend for the 10-year life of the certificate. Local boards may also, at their prerogative, reduce or eliminate the extra responsibilities otherwise required of Career Ladder participants.
