Project Director: Patricia Myers Project Type: State-Urban The DC Teacher Institute Program plans to recruit, train and support 145 recent college graduates without an education degree, mid-career professionals and highly qualified paraprofessionals for priority placement in the District's high-need public charter schools. Ten-to-fifteen candidates will be recruited for special education certification, and the remainder recruited for mathematics, science and high-need elementary education assignments. The University of the District of Columbia and Catholic University will provide the coursework for this one-year alternative certification program and community-based partners will provide a year-long professional development for participants after they have been placed in schools. Mentoring and a mentor training program along with field supervisor visits and monthly seminars support the new certified teachers after placement.

According to State Education Agencies (SEAs) and state information from the Teachers of English to Speakers of Other Languages (TESOL) Web site, 42 states and the District of Columbia offer ESL teacher certification or endorsement, while 27 states and the District of Columbia offer bilingual/dual language teacher certification or endorsement. In addition to offering teacher certification in ESL, 22 states have legislative requirements or state board requirements that teachers placed in ESL classrooms must be certified in ESL. In addition to offering bilingual/dual language certification, 17 states have legislative requirements or state board requirements that teachers placed in bilingual/dual language classrooms must have bilingual/dual language certification. Beth Antunez, NCBE Introduction This report was developed in response to a task order from the United States Department of Education, Office of Bilingual Education and Minority Languages Affairs to create a record of state legislative requirements for educating limited English proficient (LEP) students. Information was collected by examining the legislative directives provided for public schools by statutory authority in the fifty states and the District of Columbia. Information in three basic areas is provided regarding state level provisions for:
  • instructional programs for limited English proficient students; ESL and bilingual/dual language teacher certification or endorsement; and funding instructional programs for LEP students.
The findings are presented in summary tables and on a state-by-state basis.

Clarke School of Law's curriculum offers a blend of theoretical and practical law. Students are required to participate in the School's Legal Clinic for two semesters, working with experienced attorney-professors on actual cases. The students perform 40 hours of community work in their first year and 700 hours of clinical work during their second and third years in addition to completing 76 credits of required and elective courses. AND LIFE-LONG LEARNING Thursday, May 13, 1999 2175 Rayburn House Office Building Washington, DC The Administration and the Congress of the United States are being called upon again to respond to the growing need for more and better teachers. According to the latest teacher supply and demand projections, the nation will need to hire 2.2 million people to teach who are not currently teaching in the nation's elementary and secondary schools in the next decade. There is mounting concern about teacher preparation and the quality of the teaching force. Alarms have also been sounded about the numbers of teachers who are teaching "out of field", i.e., teaching a subject for which they have neither an academic major nor a minor.

English as a Second Language (ESL) teachers must have special preparation to teach English to non-native speakers; being a fluent speaker or an effective teacher of English to native speakers is not enough. Just as teaching mathematics or French requires special knowledge and skills, teaching English as a Second Language does also. This Digest outlines some of the relevant issues concerning ESL teacher certification: profiles of students needing ESL instruction, reasons for considering certification, academic preparation needed to teach ESL, and a description of state requirements for certification. WHO NEEDS AN ESL TEACHER? Estimates based on the 1980 Census indicate that in 1980-81 at least three-and-a-half million school-age children in the United States lacked the English language skills needed to succeed in school. These children, whose native language is not English, generally fall into two groups. The first, limited-English-proficient (LEP) students, speak, understand, and may read and write English, but not well enough to keep up academically with their native English-speaking peers. The second group, non-English-speaking (NES) students, do not speak or understand English and may have no literacy skills in their native language. This factor complicates attempts to teach them English.
