The U.S. Environmental Protection Agency (EPA) has launched a new initiative called The goal of this national initiative is to improve air quality in communities and protect the health of school children and the general public. EPA believes this goal can best be achieved through a partnership of government, community, business, educational, health and environmental leaders. The partners will work to encourage activities that will help to reduce emissions. These include the adoption of policies and practices to eliminate unnecessary public school bus idling, upgrading ("retrofitting") buses that will remain in the fleet with better emission control technologies and/or fueling them with cleaner fuels, and replacing the oldest buses with new, less polluting buses. Released on 27 June 2003, the General Accounting Office's report entitled Video Surveillance: Information on Law Enforcement's Use of Closed-Circuit Television to Monitor Selected Federal Property in Washington, D.C. (report number GAO-03-748) contains many findings that are very troubling to those who are opposed to the police's use of surveillance cameras in public places. 1. Unlike the Metropolitan Police Department of the District of Columbia (MPDC), which has disclosed the locations of its deterrence was the rationale for installing this $2 million waste of money in the first place. 2. Unlike the MPDC, which operates its cameras under the laws and regulations of the District of Columbia, and so has been required to issue protocols that govern the use of its system , the USPP's use of video surveillance isn't governed at all. No federal law or regulation concerns the use of cameras by a federal agency (the USPP is part of the Department of the Interior). And a result, up until 13 June 2003, when it finally issued a paper detailing its Closed Circuit Television Policy,

Kohn , is one of the nation's foremost experts on whistleblower law and the author of Concepts and Procedures in Whistleblower Law (Quorum, 2000). Mr. Kohn has successfully litigated many of the nation's landmark whistleblower cases. Mr. Kohn played an integral role in obtaining whistleblower protection for FBI employees. As co-counsel to Dr. Frederic Whitehurst, Mr. Kohn initiated a lawsuit against the DOJ, the FBI and the President to request regulations be implemented to enforce existing whis Kris Kolesnik, Executive Director Kris Kolesnik has eighteen years of experience in government oversight. Mr. Kolesnik served as Senior Counselor and Director of Investigations for Senator Charles Grassley’s (Iowa) Judiciary Subcommittee, and as Legislative Assistant during the Senator's defense reform campaign in the 1980s. In his State of the Union address, President Bush laid out ambitious goals for the future, behind which all Americans can unite, and urged the Nation to move forward with the work that still needs to be done. Today, President Bush announced his Fiscal Year 2005 budget, a plan to help make America a more secure, more prosperous, and more hopeful country.
  • The President's budget addresses key priorities while restraining overall spending. The budget provides substantial increases to improve our Nation's security and win the War on Terror. It also increases funding for key priorities such as economic growth and job creation, education, and affordable health care. At the same time, the budget restrains spending in other areas of government keeping non-defense, non-homeland security Federal spending growth to less than 1% (less than the rate of inflation) and staying on course to cut the deficit in half within 5 years.
President Bush's budget is focused on
  • Winning the War on Terror by Defeating Terrorists and Their Supporters President Bush's FY 2005 budget includes $401.7 billion for the Department of Defense, a 35% increase over FY 2001 levels and a 7% increase over the FY 2004 enacted level. These funds are giving America's armed forces the tools they need to win the War on Terror, while modernizing our military to meet the emerging threats of the 21 st century. Since FY 2001, President Bush has improved the quality of life for military personnel and their families by providing pay raises of more than 21% and increasing the quality of housing and covering housing costs for personnel who choose to live off-base. His budget also includes $10.3 billion to develop missile defenses for our homeland, U.S. forces deployed abroad, and our allies.
