General Information
What hours will I work? On the Monday, prior to Election Day, all workers will meet at their assigned polling place to receive their supplies and set-up their work stations; this usually takes 2 to 3 hours. The exact time will be coordinated by the Precinct Captain and communicated to each worker. Polling place team members will normally work on Election Day from 6:30 am until approximately 9:00 pm or until released by the Precinct Captain. This allows 30 minutes at the start of the day to ensure that everything is in readiness for the polls to open at 7:00 am and one hour at the end of the day for sealing ballot boxes, disassembling the voting booths and completing the required forms after the polls close at 8:00 pm.

    ABSTRACT
The District of Columbia Public School System (DCPS) currently operates 164 schools in addition to administrative buildings. Task Force on Education Infrastructure for the 21st Century (Task Force) was asked to develop a long term strategy to modernize the public school facilities in the District of Columbia. In order to verify and update the 1992 facilities assessment, PRI conducted a visual inspection of school buildings and their nonoperating systems. Along with the school inspections, a unit price list for all observed deficiencies was prepared. The deficiencies were classified into major building components as established by the DCPS. PRI prepared a deficiency cost database for the 164 schools using the observed deficiency quantities and adjusted 1995 unit prices. Further, status information on the 164 operating DCPS schools, such as name of the school, additional educational programs, average class size, student enrollment, school capacity, community accessibility, comfort and usefulness ratings of various spaces, handicap accessibility, room closings due to health or safety considerations, and rating of facility components such as the roof, windows, boilers, drinking fountains, etc., was collected. GIS themes included ward boundaries, school locations, attendance zones, streets, etc. Then, deficiency cost data as well as the status data was reviewed and restructured by PRI to enable tabular entry. A total of more than 120 GIS fields for each of 164 schools was prepared to enable logical queries, charts, graphs, etc. Using this GIS application as a decision making tool, DCPS can realistically estimate what major components in schools must be repaired / replaced and within what time frame, and determine what level of maintenance, repair and capital replacement funding will be necessary for each of the two 5-year funding cycles anticipated in its capital budget through the year 2005.

ADMITTED LL.M. / J.S.D. STUDENTS The Study of Law at Columbia Columbia Law School is among the oldest and most distinguished law schools in America. The faculty and graduates have a long tradition of private practice and of public service in the judiciary, in government, and in nongovernmental public interest organizations. Columbia-trained lawyers contribute to the development of law in the United States and throughout the world. Many extraordinarily talented and capable people have chosen Columbia for their graduate studies in law. We are pleased that students of such high caliber chose the law as a profession, and that they decided to continue their legal studies at Columbia. We also know that their choice imposes a special responsibility on us to shape our program of study to enable them to use their talent and training for the improvement of society and to create for themselves professional careers, whether in practice, public service, or teaching, that will bring them enrichment and satisfaction. The faculty of law at Columbia is among the finest anywhere. Faculty members are committed to serious scholarship, and their work is at the forefront of developments in such areas as constitutional law; human rights law; corporate and securities law; international law; comparative law; law, science, and technology; intellectual property law; legal history; jurisprudence; and many other areas. They use their skills to stimulate students to think for themselves and to help students make their own original contributions to legal scholarship. There are many opportunities for students and faculty members to collaborate on research and to engage frequently in an informal sharing of ideas. The intellectual environment of the School is a rich and creative one.

General District Information The History of Merced County
Prior to the finding of gold in California, the central San Joaquin was a pristine place. The wild clover grew taller than a horse's head; the streams teemed with salmon, bass, and trout; and grizzly bears and antelope roamed far and wide. The early inhabitants of the valley were the Northern Valley Yokuts, who roved the entire floor of the San Joaquin Valley and were estimated to number around 30,000. In an 1806 expedition, Ensign Gabriel wrote of finding a welcomed river to quench the expedition's thirst. He named it El R¡o de la Nuestra Se¤ora de la Merced, the river of mercy. When the gold seekers overran the area on the way to the gold field, times changed. Finally, when California became a state in 1850, Mariposa County covered much of the central valley, extending to a mutual boundary with San Diego and Los Angeles counties. In 1855, farmers of the lowlands decided they did not have much in common with the miners of the foothills and mountains and petitioned to have a section split off to form a new county. When the petition was granted, Merced County was formed by Governor John Bigelow on April 19, 1855. On 1857 tax assessment rolls, the new county boasted of a population of 277. The first county seat was in Snelling. Once the railroad came through the county, much of the business and the county seat moved to the new town of Merced, which incorporated in 1889.

    The District Of Columbia:
    America Worst Government?
by William A. Niskanen William A. Niskanen is chairman of the Cato Institute. Executive Summary Washington the Capital is a symbol of democracy and America. Washington the city is a symbol of almost everything that sincere and thoughtful men know is wrong with democracy and America. Washington the Capital is the hope of world freedom. Washington the city is overcrowded, badly housed, expensive, crime-ridden, intolerant, with inadequate transportation, schools, and health facilities. It staggers under a dilapidated and hopeless governmental organization, and its problems are rapidly getting worse. Alden Stevens Sharon Pratt Dixon brings to her new position a record of personal integrity, good management, and an overwhelming election victory. That will not be enough. One should remember that Mayor Barry first came to office with a reputation for high energy and political entrepreneurship. Honesty, good management, and politics-as-usual will not be sufficient to resolve the major problems of the District of Columbia. This analysis summarizes the major dimensions of the cost of District government, social conditions in Washington, and the radical changes that may be necessary to improve those conditions.
