Ms. NORTON (for herself, Mr. TOM DAVIS of Virginia, Mr. WOLF, Mr. HOYER, Mr. MORAN of Virginia, Mr. WYNN, Mr. CUMMINGS, and Mr. VAN HOLLEN) introduced the following bill; which was referred to the Committee on Government Reform A BILL To establish an annual Federal infrastructure support contribution for the District of Columbia, and for other purposes.
    Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
    This Act may be cited as the `District of Columbia Fair Federal Compensation Act of 2005'.
SEC. 2. FINDINGS; PURPOSE.
    (a) Findings- Congress finds as follows:
      (1) A General Accounting Office (GAO) report of May 2003 found that the District of Columbia has a substantial structural imbalance, ranging from $470,000,000 to $1,100,000,000 annually, and that this imbalance is beyond the direct control of local officials because it is caused by mandates, legislation, and other requirements imposed by the Federal Government.

Charlayne Hunter-Gault has the story. SPOKESMAN: I think that it's very important that we each do what we're required and expected to do. CHARLAYNE HUNTER-GAULT: General Becton, thank you for joining us. LT. GENERAL JULIUS BECTON (Ret.), CEO, Washington, D.C. Schools: Thank you very much. Delighted to be here. CHARLAYNE HUNTER-GAULT: Why did you take on the job of reforming what many are calling a failurefailed system? CHARLAYNE HUNTER-GAULT: You mentioned management. Tell me what it is you think you bring to a situation like this. Does being a general have anything to do with it? LT. GENERAL JULIUS BECTON: Not really. It helped because I've been exposed to some things that maybe other people have not, but I think that through many years of trying some things, not trying some things, have a philosophy that works for me for the last 25 years CHARLAYNE HUNTER-GAULT: What is it?

General Information
Among the original schools contemplated in Mr. Jefferson’s plan for the organization of the University of Virginia was "Law: Municipal and Foreign, Embracing the General Principles, Theory and Practice of Jurisprudence, together with the Theory and Principles of Constitutional Government." Accordingly, the Law School was established with the opening of the University in 1825 and has been an integral part of the University since that date. As of 2004-05, the J.D. student body is composed of 1,100 students from virtually every state, the District of Columbia, and numerous foreign countries. They hold undergraduate or graduate degrees from over 250 colleges and universities. The teaching faculty includes over 70 full-time members who have been educated at this and the country's other major law schools and who bring to Virginia wide experience in education, private legal practice, and government service. Their offerings are supplemented by several dozen distinguished adjunct and part-time faculty drawn from private practice, government agencies, the judiciary, as well as educators and practitioners from numerous other countries. OFFICE OF THE CHIEF IMMIGRATION JUDGE (OCIJ) The Office of the Chief Immigration Judge is headed by the Chief Immigration Judge, who establishes operating policies for the Immigration Courts and oversees policy implementation in each of those courts with the help of 2 Deputy Chief Immigration Judges and 8 Assistant Chief Immigration Judges. OCIJ supervises and directs the activities of the Immigration Courts, which handle more than 250,000 immigration matters annually. OCIJ provides overall program direction, articulates policies and procedures, and establishes priorities for more than 200 Immigration Judges located in 53 Immigration Courts throughout the Nation. Immigration Judges are responsible for conducting judicial proceedings and act independently in their decision-making capacity; their decisions are administratively final, unless appealed or certified to the Board of Immigration Appeals. The Judges conduct hearings concerning the removal of illegal aliens throughout the United States. Through its Criminal Alien Institutional Hearing Program, OCIJ currently has programs coordinated and in place in all 50 states, including Puerto Rico, the District of Columbia, and selected municipalities and Bureau of Prison facilities to adjudicate the immigration status of alien inmates incarcerated by Federal, State, and municipal correctional authorities as a result of convictions for criminal offenses.

  • Chief Judge Ginsburg was appointed to the United States Court of Appeals in October 1986 and became Chief Judge on July 16, 2001. He was graduated from Cornell University (B.S. 1970) and from the University of Chicago Law School (J.D. 1973).     • Judge Rogers was appointed to the United States Court of Appeals in March 1994. She is a graduate of Radcliffe College and Harvard Law School and has a Master of Laws degree from the University of Virginia Law School.
