ABSTRACT
The District of Columbia Public School System (DCPS) currently operates 164 schools in addition to administrative buildings. Task Force on Education Infrastructure for the 21st Century (Task Force) was asked to develop a long term strategy to modernize the public school facilities in the District of Columbia. In order to verify and update the 1992 facilities assessment, PRI conducted a visual inspection of school buildings and their nonoperating systems. Along with the school inspections, a unit price list for all observed deficiencies was prepared. The deficiencies were classified into major building components as established by the DCPS. PRI prepared a deficiency cost database for the 164 schools using the observed deficiency quantities and adjusted 1995 unit prices. Further, status information on the 164 operating DCPS schools, such as name of the school, additional educational programs, average class size, student enrollment, school capacity, community accessibility, comfort and usefulness ratings of various spaces, handicap accessibility, room closings due to health or safety considerations, and rating of facility components such as the roof, windows, boilers, drinking fountains, etc., was collected. GIS themes included ward boundaries, school locations, attendance zones, streets, etc. Then, deficiency cost data as well as the status data was reviewed and restructured by PRI to enable tabular entry. A total of more than 120 GIS fields for each of 164 schools was prepared to enable logical queries, charts, graphs, etc. Using this GIS application as a decision making tool, DCPS can realistically estimate what major components in schools must be repaired / replaced and within what time frame, and determine what level of maintenance, repair and capital replacement funding will be necessary for each of the two 5-year funding cycles anticipated in its capital budget through the year 2005.

    Preparation of School Library Media Specialists in the United States

    Recruiting and preparing the next generation of school library media specialists (SLMSs) is a growing concern nationwide. School library media preparation programs are critical to meeting the current shortage of SLMSs in the United States. To determine the status of professional preparation programs for SLMSs, surveys were sent to forty-eight American Library Association (ALA)-accredited library education programs and 155 programs that prepare SLMSs but are not accredited by the ALA. Specifics related to the percentages of students and faculty in this specialization, the full- and part-time status of students, and the numbers of students enrolled were addressed in this survey. The survey further sought to determine the status of distance education opportunities, the internship as part of the school-media curriculum, and recruitment efforts of school library media preparation programs, school districts, state departments of education, and professional organizations. Method Findings Conclusion Acknowledgment ... Appendix B The shortage of school library media specialists (SLMSs) in many parts of the country is becoming a critical concern to school districts, library professional organizations, and colleges and universities with preparation programs for school library professionals. The "graying" of the profession means that approximately one third of SLMSs employed in 1993 will reach retirement age by 2005 (National Center for Education Statistics 1988). Other factors contributing to the shortage include limited access to library education programs, a relatively small pool of qualified candidates, and increasingly rigorous certification requirements (Everhart 2000). This concern has been aired in both the professional and popular press (Lord 2000; Mulik 2001).

    The DJJ School District In addition to our rehabilitative and community programs, DJJ also operates it's own special school district with fully accredited academic programs, serving approximately 1,200 students in grades 4-12 each day. A ll juveniles in the care of the DJJ attend school while detained or incarcerated. DJJ's school district and schools function just like other school districts and schools in South Carolina - with a district superintendent, principals, teachers, directors, and program coordinators. However, DJJ's schools differ from other South Carolina schools in several ways:
    • Schools are in session year-round (enabling students to make up absences and close learning gaps). DJJ's school district has no local tax base, relying exclusively on state and federal funding. Classes are geared to meet the individual needs of each student.
    The DJJ school district is responsible for all educational programs operated by the agency, including those in private vendor programs and alternative school sites in community residential placement facilities.

    Two of the students each will receive $50,000 college scholarships. All others will get $1,000 scholarships. The two top winners will be announced at a Free Spirit ceremony at the National Press Club on March 24.
    The scholarship winners will be brought here to receive their awards and participate in a journalism conference which culminates with attendance at the Al Neuharth Free Spirit of the Year Award ceremony. At the event, students will have the opportunity to meet the 2003 Al Neuharth Free Spirit of the Year, Greg Mortenson, a Montana humanitarian who has dedicated his life to establishing schools in Central Asia.
    The program, funded by the Freedom Forum, began in 1999 to honor Neuharth, founder of the Freedom Forum and USA TODAY. The scholarships and conference program are designed to assist students who are pursuing journalism careers and to inspire them through conference sessions with prominent media professionals. The Close Up Foundation assists the Freedom Forum in administering the program.
    "We want to encourage these young people to become free-spirited journalists who dream, dare and do," Neuharth said.
