Washington, DC is located in the eastern United States, bordering both Virginia and Maryland, and is the capitol city of the United States. The city has over 120 defined neighborhoods distributed among 8 wards, which are political areas used to elect members of the City Council. Together with portions of Virginia and Maryland, Washington is part of the large Baltimore-Washington Metropolitan Area. At the 2000 Census, Washington, DC had a population of 572,059, and the Census Bureau estimates the 2003 population at 563,384. Though smaller than Delaware, covering just 68.3 square miles, DC's population is larger than that of Wisconsin, the country's least populous state. The population is fairly evenly distributed among the 8 DC wards. The racial makeup of the city is 60 percent African American, 30.8 percent white, 7.8 percent Hispanic or Latino, 3.8 percent Pacific Islander, and 3.8 percent report another race. Over half of the city's residents are between the ages of 25 and 64, slightly higher than the national averages for those age groups. (

Updated June 28, 2001, 10:00 a.m. ET Federal appeals court reverses breakup of Microsoft A federal appeals court reversed the breakup of Microsoft Thursday and ordered that a new judge decide the landmark case. It was a major victory for the embattled software maker. The appeals court ruled that U.S. District Judge Thomas Penfield Jackson improperly conducted himself in the case, leaving himself open to the appearance he was biased against Microsoft. "We vacate the judgment on remedies, because the trial judge engaged in impermissible ex parte contacts by holding secret interviews with members of the media and made numerous offensive comments about Microsoft officials in public statements outside of the courtroom, giving rise to an appearance of partiality," the court said. "Although we find no evidence of actual bias, we hold that the actions of the trial judge seriously tainted the proceedings before the District Court and called into question the integrity of the judicial process," the court added. The ruling was unanimous, by a 7-0 vote.

    We know that 78 percent of Americans, including members of Congress, are unaware that residents of the District of Columbia are denied full congressional voting representation.
