The Mental Health Association of the District of Columbia’s (MHA DC) mission is to promote mental health and prevent mental illness. It sets out to accomplish this mission by being actively engaged in providing advocacy, education and information and referral services to the entire population of Washington, D.C.
We advocate for the civil rights of all mental health consumers and work to help remove the stigma of seeking mental health services through mental health public awareness campaigns. We participate in coalitions to develop school-based mental health services in the public schools and to promote the initiation of mental health services for children. We publish the District of Columbia's first comprehensive children's mental health service directory, listing over 96 providers.

Superintendent, District of Columbia Public Schools INTRODUCTION According to Title VI of the Civil Rights Act of 1964, "No person in the United States shall, on the ground of race, color, ornatlonal origin, be excluded from participation in, be denied the benefits of; or be subjected to discrimination under any program or activity receiving federal financial asslstance." Related Federal Regulations state, "School systems are responsible for assuring that students of a particular race, color, or national origin are not denied the opportunity to obtain the education generally obtained by other students in the system" (33 Federal Register, 4956). This law has been specifically interpreted as applying to school children classified as non- or limited-English proficient (NEP/LEP) by reason of having an other-than-English home language background. Such a condition is held to preclude the student from an equal learning opportunity in an all-English-medium classroom ( Lau vs. Nichols

MUSEUM MAGNET SCHOOL EVALUATION PROJECT t t BACKGROUND The District of Columbia Public School (DCPS) , as part of an effort to achieve systemic reform, has created two Museum Magnet Schools in partnership with the Smithsonian Institution's Office of Elementary and Secondary Education (OESE) The Mid-Atlantic Equity Consortium (MAEC) was awarded the contract to evaluate this innovative project. In August 1995, the DCPS was awarded a magnet schools assistance program grant to establish two museum schools, Brent Elementary School and Stuart Hobson Middle School, in partnership with the Smithsonian Institution. The grant provides funding for three years to help the magnet school project bring about systemic reform and prepare all students to meet district standards. The project has the following purposes, in accordance with the U.S. Department of Education Magnet School Assistance Program:
  • to reduce minority isolation in the Museum Magnet Schools; to feature innovative museum-based educational methods and practices in a technology-enhanced learning environment;
