Superintendent, District of Columbia Public Schools INTRODUCTION According to Title VI of the Civil Rights Act of 1964, "No person in the United States shall, on the ground of race, color, ornatlonal origin, be excluded from participation in, be denied the benefits of; or be subjected to discrimination under any program or activity receiving federal financial asslstance." Related Federal Regulations state, "School systems are responsible for assuring that students of a particular race, color, or national origin are not denied the opportunity to obtain the education generally obtained by other students in the system" (33 Federal Register, 4956). This law has been specifically interpreted as applying to school children classified as non- or limited-English proficient (NEP/LEP) by reason of having an other-than-English home language background. PA Organizations General Information Q. What is a Physician Assistant (PA)? A. Physician assistants are health care professionals licensed to practice medicine with physician supervision. PAs employed by the federal government are credentialed to practice. As part of their comprehensive responsibilities, PAs conduct physical exams, diagnose and treat illnesses, order and interpret te sts, counsel on preventive health care, assist in surgery, and in virtually all states can write prescriptions. Within the physician-PA relationship, physician assistants exercise autonomy in medical decision making and provide a broad range of diagnostic and therapeutic services. A PA's practice may also include education, research, and administrative services. PAs are trained in intensive education programs accredited by the Accreditation Review Commission on Education for the Physician Assistant (ARC-PA) Because of the close working relationship the PAs have with physicians, PAs are educated in the medical model designed to complement physician training. Upon graduation, physician assistants take a national certification examination developed by the National Commission on Certification of PAs in conjunction with the National Board of Medical Examiners. To maintain their national certification, PAs must log 100 hours of continuing medical education every two years and sit for a recertification every six years. Graduation from an accredited physician assistant program and passage of the national certifying exam are required for state licensure.

by E. G. West E. G. West is a professor of economics at Carleton University in Ottawa, Canada and the author of numerous works on the economics of education. Among his books are Non-Public School Aid: The Law, Economics and Politics of American Education; The Political Economy of American Public School Legislation; Education and the State: A Study in Political Economy; and The Economics of Education Tax Credits. Executive Summary On October 13, 1981, the District of Columbia Court of Appeals ordered the city's elections board to place an educational tax credit initiative on the November 3rd ballot. This action cleared the way for a referendum that could establish the first such program in any American city. For the first time in the twentieth century all families would be given the effective freedom to choose schools for their children. This is a privilege that has been enjoyed before only by those families that can afford to "pay twice" for schooling, once through their conventional tax payments, and once through the direct tuition charge at a private school.

Nature of the Work About this section Back to Top Special education teachers work with children and youths who have a variety of disabilities. A small number of special education teachers work with students with mental retardation or autism, primarily teaching them life skills and basic literacy. However, the majority of special education teachers work with children with mild to moderate disabilities, using the general education curriculum, or modifying it, to meet the child’s individual needs. Most special education teachers instruct students at the elementary, middle, and secondary school level, although some teachers work with infants and toddlers. The various types of disabilities that qualify individuals for special education programs include specific learning disabilities, speech or language impairments, mental retardation, emotional disturbance, multiple disabilities, hearing impairments, orthopedic impairments, visual impairments, autism, combined deafness and blindness, traumatic brain injury, and other health impairments. Students are classified under one of the categories, and special education teachers are prepared to work with specific groups. Early identification of a child with special needs is an important part of a special education teacher’s job. Early intervention is essential in educating children with disabilities.

A BILL TO BE ENTITLED
AN ACT
BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA:
SECTION 1.
SECTION 1. (a) The Board of Education of Columbia County shall be composed of five members to be elected as provided in this Act. For the purposes of electing members of the board of education, Columbia County is divided into four education districts. The four education districts shall be and correspond to those four numbered districts described in and attached to and made a part of this Act and further identified as Plan Name: colcc02 Plan Type: Local User: staff Administrator: Columbia. The chairperson of the board shall be elected by the electors of the entire county.
SECTION 2. (b) On and after January 1, 2007, the member of the board of education representing former Education District 2 shall represent Education District 1, the member of the board of education representing former Education District 5 shall represent Education District 3; and the member of the board of education representing former Education District 3 shall represent Education District 4 as such districts are described in this Act. (c) The member representing former Education District 1 shall serve out the term to which such member was elected which shall end on December 31, 2006, and no successor shall be elected for such member.
