Board of Real Estate
Business and Professional Licensing Administration The DC Board of Real Estate is housed in the Department of Consumer and Regulatory Affairs (DCRA), Business and Professional Licensing Administration. The Board regulates the licenses of professional real estate agents and protects consumers by upholding the DC real estate license law. The real estate license law is defined by the District of Columbia Second Omnibus Regulatory Act of 1998 (Omnibus), which took effect on April 20, 1999. The Board has established pre-licensing education requirements, as well as continuing education requirements that enhance the professional abilities of agents. Once agents adequately meet pre-licensing requirements, the Board examines potential licensees through established and standardized tests. Every two years, licensees are required to meet mandated continuing education requirements, which ensure that they are kept abreast of current national and local laws. The Board also works with other consumer regulatory divisions within the department to investigate consumer complaints. The Mayor, with the consent of the Council of the District of Columbia, appoints a nine-member board; appointees are selected based on their experience, abilities, and interest in serving the public. This decision-making body performs its appointed duties according to the administrative procedures set by the DC Municipal Regulations (DCMR). The Board consists of industry and consumer members.

Monroe Elementary (Brown v. Board of Education National Historic Site) and Sumner Elementary (a National Historic Landmark) played a significant role in the landmark Supreme Court case, Brown v. Board of Education. On May 17, 1954, the Supreme Court ruled that "separate educational facilities are inherently unequal." The decision forced the desegregation of public schools in 21 states. Topeka's elementary schools had been segregated since 1896, when the Supreme Court's decision in Plessy v. Ferguson sanctioned "separate but equal" classrooms for black children. Until the landmark Brown decision, young Linda Brown could not attend all-white Sumner Elementary four blocks from her home. Instead, she had to cross a railroad yard and busy boulevard to wait for a rickety and frequently-delayed bus that would take her 20 blocks to all-black Monroe Elementary. The NAACP filed suit, but in August 1951 a three-judge federal panel threw out the case, ruling that although segregation might be detrimental to Topeka's black children, it was not illegal, since all Topeka schools had equal facilities and programs. The NAACP appealed to the Supreme Court, joining the Brown case with similar cases from Delaware, Virginia , South Carolina, and the District of Columbia, and naming it after the Kansas case to show that the issue was not unique to the South. Special counsel Thurgood Marshall argued that segregation was unconstitutional because it stigmatized African Americans, thereby denying them the equal protection guaranteed by the 14th Amendment. Chief Justice Earl Warren and a unanimous court agreed.

The five school desegregation cases that the Supreme Court agreed to hear in the fall of 1952 included: Brown v. Board of Education (Kansas), Briggs v. Elliot (South Carolina), Davis v. Prince Edward County School Board (Virginia), Belton v. Gebhart (Delaware), and Bolling v. Sharpe (District of Columbia). Brown v. Board of Education was initiated by members of the local NAACP chapter in Topeka, Kansas. In the summer of 1950, 13 parents volunteered to try to enroll their children in all-white neighborhood schools for the upcoming school year. Reverend Oliver Brown attempted to enroll his third-grade daughter, Linda, at the all-white Sumner Elementary, which was located only seven blocks from his home. When the request was denied, Linda Brown had to travel further away to attend Monroe Elementary, one of the four schools in Topeka for black students. On February 28, 1951, the parents filed suit against the Topeka Board of Education. Brown was the first parent listed in the suit and the only male, so the case came to be named after him. The U.S. District Court for Kansas ruled against the parents, but stated in the record that segregated schools did have a negative impact on black children. Brown and the NAACP appealed to the Supreme Court on October 1, 1951.

Background On May 17, 1954, U.S. Supreme Court Justice Earl Warren delivered the unanimous ruling in the landmark civil rights case Brown v. Board of Education of Topeka, Kansas . State-sanctioned segregation of public schools was a violation of the 14th Amendment and was therefore unconstitutional. This historic decision marked the end of the "separate but equal" precedent set by the Supreme Court nearly 60 years earlier and served as a catalyst for the expanding civil rights movement during the decade of the 1950s. By the late 1800s, segregation laws became almost universal in the South where previous legislation and amendments were, for all practical purposes, ignored. The races were separated in schools, in restaurants, in restrooms, on public transportation, and even in voting and holding office. In 1896 the Supreme Court upheld the lower courts' decision in the case of

Introduction to the Court Opinion of Brown v. Board of Education Case
Since the turn of the 20th century, the southern states had a legal justification for requiring black students to attend segregated schools. The Supreme Court's 1896 ruling in Plessy v. Ferguson upheld segregated railroad car seating in Louisiana on the grounds that "equal but separate" seating did not violate the black passengers' rights to equal protection under the Fourteenth Amendment to the Constitution.For half a century, this near-unanimous decision (only one justice dissented) served as the legal grounds for racial segregation in virtually all areas of southern life, including education. However, segregated schools in the South, while separate, were definitely not equal, as documented by photographs taken in South Carolina in the 1930s. Whites attended school in brick and stone buildings, while black students were relegated to unheated, overcrowded shacks with crude furniture, inadequate libraries, and underqualified teachers. In 1930 white schools in South Carolina received ten times more money than black schools.

ATSDR’s Mission
The mission of the Agency for Toxic Substances and Disease Registry is to prevent exposure and adverse human health effects and diminished quality of life associated with exposure to hazardous substances from waste sites, unplanned releases, and other sources of pollution present in the environment.
