History of the University of the District of Columbia The University of the District of Columbia is, at once, very old and very new. The seeds of higher education for the District were planted in 1851 when Myrtilla Miner founded a school for colored girls. In 1879, Miner Normal School became a part of the public school system. Similarly, Washington Normal School, established in 1873, as a school for white girls, was renamed Wilson Normal School in 1913. In 1929, by an act of Congress, both schools became four-year teachers colleges, Miner Teachers College and Wilson Teachers College, and the only institutions of public higher education in the city. Years later, after the long awaited Supreme Court desegregation decision, the two colleges united in 1955 to form the District of Columbia Teachers College.
However, for many residents who did not wish to become teachers or who were both black and poor, the opportunity for advanced technical training or study for liberal arts degree was an unattainable goal. Years of persistent lobbying for comprehensive public higher education by District residents and others caused President John F. Kennedy, in 1963, to appoint a commission to study the Districts needs. It was no surprise that the Chase Commission found a definite and compelling need for public higher education in the District of Columbia. There was a demand for instruction that was affordable, and there was an over whelming desire for learning that would enable residents to participate fully in the unique life of the city.

About The Case
The 1954 United States Supreme Court decision in Oliver L. Brown et.al. v. the Board of Education of Topeka (KS) et.al. is among the most significant judicial turning points in the development of our country. Originally led by Charles H. Houston, and later Thurgood Marshall and a formidable legal team, it dismantled the legal basis for racial segregation in schools and other public facilities. By declaring that the discriminatory nature of racial segregation ... "violates the 14th amendment to the U.S. Constitution, which guarantees all citizens equal protection of the laws," Brown v. Board of Education laid the foundation for shaping future national and international policies regarding human rights. Brown v. Board of Education was not simply about children and education. The laws and policies struck down by this court decision were products of the human tendencies to prejudge, discriminate against, and stereotype other people by their ethnic, religious, physical, or cultural characteristics. Ending this behavior as a legal practice caused far reaching social and ideological implications, which continue to be felt throughout our country. Today's public understanding of the landmark United States Supreme Court decision in Brown v. Board of Education has been shaped by misconception and inaccurate information. While Brown v. Board of Education is one of the most important milestones in U.S. history, it is often misunderstood. Below are commonly held myths about the case, and the realities of what actually transpired. Myth Truth Brown v. Board of Education was the first legal challenge to racially segregated schools in the United States. African American parents began to challenge racial segregation in public education as early as 1849 in the case of Roberts v. City of Boston, Massachusetts . Kansas was the site of eleven such cases spanning from 1881 to 1949. The Brown case in Kansas came about because Linda Brown was denied access to her neighborhood school and had to walk dozens of blocks to attend an African American school. The Brown case was initiated and organized by the National Association for the Advancement of Colored People (NAACP) leadership who recruited African American parents in Topeka for a class action suit against the local school board. Although school buses were provided for African American children, they were only allowed to attend designated public schools based on race. The only plaintiff in the Brown case was Oliver Brown on behalf of his daughter.

HISTORY OF THE DISTRICT OF COLUMBIA When the United States Constitution was adopted on September 15, 1787, Article 1, Section 8, Clause 17, included language authorizing the establishment of a federal district. This district was not to exceed 10 miles square, under the exclusive legislative authority of Congress. On July 16, 1790, Congress authorized President George Washington to choose a permanent site for the capital city and, on December 1, 1800, the capital was moved from Philadelphia to an area along the Potomac River. The census of 1800 showed that the new capital had a population of 14,103.
The District of Columbia Bicentennial Commission was established to develop plans for the celebration of various anniversary dates in District of Columbia history. The commission is comprised of 39 members with a specified number of commissioners appointed by the mayor, the chairman of the D.C. Council, council members, the District delegate to the House of Representatives, the courts, and the District of Columbia Bar. Among the events celebrated are the 200th anniversary of the Residency Act, which established that there shall be a permanent seat of government on the Potomac River (July 16, 1990); the 200th anniversary of President George Washington's proclamation of the site for the federal district (January 24, 1991); and the 200th anniversary of the arrival of Pierre L'Enfant, Benjamin Banneker and Andrew Ellicott. The commission may designate other bicentennial events for celebration.

    November 7, 2001 Page: S11515 THE DISTRICT OF COLUMBIA APPROPRIATIONS ACT, 2002 MRS. HUTCHISON . Mr. President, Senator Sessions and I are offering this amendment for one simple reason: We want to improve the quality of education for the District of Columbia. Our amendment will preserve an estimated $44 million for special education funding in the District. The amendment will continue a provision contained in the last three DC appropriations bills that cap the allowable fees an attorney may charge for a child's special education placement in the District of Columbia. We raise the cap in the present law from $125 an hour to $150 per hour, and a per-case limit from $2,500 to $3,000. Our amendment also continues a provision contained in last year's bill that allows the District of Columbia, acting through the mayor and school superintendent, to waive those caps if they believe it is in the best interest of the D.C. students to do so. I also point out that our amendment will prevent an estimated $32 million in retroactive attorney's fees from being awarded, as has been threatened by the D.C. Circuit Court. That court has ruled that should this fee cap be lifted, they will go back and actually undo the will of Congress by awarding all the billed attorney fees in excess of the caps during the last 3 years. Our amendment is supported by the school board and the superintendent of schools in the District. And the mayor has told me he also has supported this. They support it because it allows them to put the dollars in education for the children. They are trying to use the money for the education programs. In fact, they have put the money they have saved since the caps were put in place, that would have gone to attorney's fees, into the special needs programs, and they have increased the number of children who now can be taken into the programs.

    Stanley W. Murphy is a social studies teacher (grades 9-12) at San Diego High School in San Diego, California. Murphy, who has taught a total of 34 years, has been an educator at San Diego High, a school of 2,850 students, for 28 years.
    “It is crucial in a democratic society that history and civic education teach students the habits of the mind that promote judgment, which all citizens need to perpetuate and revise American institutions,” Murphy says. “Teaching democratic principles is challenging because they often clash and are continually evolving. I expect that all of my students will think critically about controversial issues, and demonstrate the proficiency to write and verbally express their opinions on such issues. My goal is to help students understand that democracy is a journey, not a destination. Each of them has an important role to play in shaping the world. Along with that, they must deal with the difficult understanding that, like the momentous 1954 Brown vs. Board of Education decision will not solve America's education problems today; there are no permanent solutions to democratic problems.”

Both jobs come with long hours and large salaries. Urban superintendents, like coaches, face intense pressure to perform and operate under the constant scrutiny of the public and the media. And just like NFL teams, many big-city systems find themselves changing leaders every three to five years. "It's been pretty bad the past 10 to 15 years," says Paul Houston, executive director of the American Association of School Administrators (AASA). And, if the rate of recent turnover is any indication, it's not getting any better. In 2004 alone, at least 11 of the nation's largest districts have spent time and resources searching for new leaders. Among them:
