Distance Education and the Changing Role of the Library Media Specialist by Schamber, Linda This article is based on "Distance Education and the Changing Role of the Library Media Specialist," by Michael A. Burke. When classes are conducted via communications media with little face-to-face contact between teachers and students, as is the case in distance education, problems are inevitable. Distance education is so depersonalized and distance education courses so tightly structured that students can feel stifled and lose motivation. Library media specialists can help by taking a proactive role in distance education efforts, from instructional design to media resource development to inservice training for staff. NEED FOR CHANGE Demographic and economic trends point to major problems for public education in the coming decade. Foremost among these trends is the inverse relationship between increasing K-12 enrollments and declining workforces. At the same time that many members of the currently aging workforce will be retiring, school systems will be hard pressed to hire replacements due to a decrease in eligible college graduates. These graduates, especially women, will also have a variety of other career options. Thus fewer teachers will be available to teach fewer courses, a situation that is likely to affect special populations of students most. These populations include an increasing proportion of black and Hispanic students, and students in small and rural schools. Finally, and most importantly, public education is experiencing a funding crisis exacerbated by a general lack of electorate and federal support for public education among a graying national population.

Background
Since the triumph of the revolution in 1959 there have been substantial transformations in many fields, education being one of the most important. There has also been a great improvement in the National Education System as a whole, which involved important qualitative and quantitative changes that, in large measure, contributed to an extraordinary growth in student admissions at all levels, but especially at the university level. In 1978, more than 145,000 students, 50% of whom were workers, were admitted to the bachelor level. However, it was still necessary to increase the capacity to allow access to more young graduates from colleges and technological institutions. In such conditions, it was impossible to increase the spaces in the regular courses for workers in a way that would allow all qualified students, or all those who had prospects of achieving the required level, to enter higher education, but, on the other hand, our workers' interest in studying should not be restricted. Higher Education in Cuba was organized as follows:
  • day regular courses
  • guided courses The first two correspond to face-to-face education.

1.1 PREAMBLE
1.2 BACKGROUND
Section 110(2) permits performance of a nondramatic literary or musical work or display of any work as a part of a transmission in some distance learning contexts, under the specific conditions set out in that Section. Section 110(2) does not permit performance of dramatic or audiovisual works as a part of a transmission. The statute further requires that the transmission be directly related and of material assistance to the teaching content of the transmission and that the transmission be received in a classroom or other place normally devoted to instruction or by persons whose disabilities or special circumstances prevent attendance at a classroom or other place normally devoted to instruction. The developers of these guidelines agree that these guidelines reflect the principles of fair use in combination with the specific provisions of Sections 110(1)-(2). In most respects, they expand the provisions of Section 110(2).
