Introduction
This factsheet is a brief guide to the procedures for identifying, assessing and making provision for children's special educational needs.
Definitions
What are special educational needs?
Special Educational Needs (SEN) has a legal definition. Children with SEN have learning difficulties or disabilities that make it harder for them to learn than most children of the same age. These children may need extra or different help from that given to other children of the same age. The SEN Code of Practice for England legally defines children with SEN as children who have a considerably greater difficulty in learning than others the same age. It also includes children who cannot use the educational facilities which other children of a similar age use because of their disability. Children under school age who would fall into either category without extra help are also included. Types of school/education provision
Independent school A school which is not maintained by an LEA and charges fees but may be approved by the Secretary of State as being suitable for children with special educational needs.

S ERVICES IN S CHOOL FOR C HILDREN W ITH S PECIAL N EEDS: W HAT P ARENTS N EED TO K NOW No. 83 Some children experience difficulties in school, ranging from problems with concentration, learning, language, and perception to problems with behavior and/or making and keeping friends. These difficulties may be due to one or more of the following: physical disorders, psychiatric disorders, emotional problems, behavioral problems, and learning disorders (or disabilities). These children with special needs are usually entitled to receive special services or accommodations through the public schools. Federal law mandates that every child will receive a free and appropriate education in the least restrictive environment. It also entitles children with special needs to receive extra services. To support their ability to learn in school, three Federal laws apply to children with special needs:
  • The Individuals with Disabilities Education Act (IDEA) (1975)
  • Section 504 of the Rehabilitation Act of l973
  • The Americans with Disabilities Act (ADA) (l990).
Between states, there are different criteria for eligibility, services available, procedures for implementing the Federal laws, and procedural safeguards. It is important for parents to be aware of these laws and regulations in their particular area.

Examples of Good Practice in Higher Education Institutions Offering Field Classes
Planning field experience, travel, sites, activities
Having established the overall context within which a department operates its fieldwork requirements, specific arrangements will need to underpin the selection of field class destinations and sites, associated travel and activities. Students may need to be reminded to complete declarations of their particular needs. This will alert tutors to specific needs which will require accommodating somewhere, and the data from which will increasingly inform the general practice in considering the advantages and disadvantages of particular destinations, travel arrangements and sites. The general characteristics of the activities which will be undertaken on arrival will also need careful consideration. There are many examples of good practice in this area, and authoritative guides on meeting particular needs (Boxes 24 and 25).
Box 24: The Open University approach to advising students on the availability of fieldwork options
The Open University is one of the largest providers of courses in geography, earth and environmental sciences in the UK and routinely runs sets of field classes involving hundreds of distance-learning students. Since the majority of these are mature entrants who chose to participate in a degree course, the number of disabled students tends to be disproportionately high. As a consequence the University is experienced and has a positive and supportive approach to disability, and clear policies on inclusion. It has developed an extensive range of guidance notes for course tutors, and excellent documentation which goes out to students considering their attendance at a residential school. The University will also provide (and pay for) personal helpers, who may be family members if this is most appropriate (see

Philosophy
Special Services programs are a supplement to, not a replacement for, the regular school program.
What is common school age?
A child between the ages of 5 and 21 is considered common school age, as defined by Washington State law. The Port Angeles School District does provide Special Services to students with disabilities between the ages of birth to age 21.
Upon the analysis of assessment information, a child is found to have a cognitive, academic, physical, or adjustment disability which makes it impossible to achieve up to his/her capacity in the regular classroom, he/she may be eligible to receive Special Services program assistance when specially designed instruction is required. Degrees of disabilities which meet eligibility criteria are defined in the Rules and Regulations as set forth in the Washington Administrative Code (WAC), Chapter 392-172.

Teaching Assitant and Aide Career Overview
Teacher assistants help classroom teachers complete instructional and secretarial tasks, which allow teachers to spend more time preparing lessons and teaching. Using the teacher’s lesson plans, teacher assistants help students learn material by tutoring and assisting them one-on-one. Additional classroom duties teacher assistants have are to help prepare supplies for lessons, set up equipment, and record grades. Outside of the classroom teacher assistants may be responsible for supervising students on field trips, in the hallways, as they load busses to and from school, or in the cafeteria. Commonly called teacher aides or instructional aids, some teacher assistants refer to themselves as paraeducators or paraprofessionals.
Some teacher assistants, such as playground and lunchroom attendants, carry out only non-instructional or clerical duties. However, it is more common for teacher assistants to perform a mixture of both clerical and instructional tasks. With the guidance and direction of teachers, these assistants usually offer academic support to students. They may work with children in small groups or individually, helping students learn through such activities as studying or clarifying class notes, listening to them read, or assisting them to locate information for reports. Teacher assistants often specialize in a certain subject area, for example Spanish or science, at the secondary level. Frequently teacher assistants oversee special projects and arrange exhibits or equipment, such as for a science demonstration. Computer laboratories are often run by teacher assistants who help students using computers and education software programs.
