Universal Light of Knowledge: Opening New Doors
Mala, a class II student from Keekkalur, Thiruvannamalai District, T.N. was affected by brain fever. Sangita and Mala are among the lucky few who study in schools. A majority of the disabled children in the country are out of school. Of the 200 million children in the 6-14 years age group, approximate by 12 million are children with special needs (about 6%) . A study conducted by the District Primary Education Programme (DPEP) shows that only a million of these children are attending school (10%). A study in Tamil Nadu, conducted by the Spastics Society shows an average of six disabled children , per school in the state. Education of children with special needs is an area of concern in India. Only a million out of 12 million disabled children attend school. Universal Elementary Education can be established only when all disabled children are brought to attend school.
Laws on Education of the Disabled
The National Policy on Education 1986, advocates Integrated Education in general schools for the locomotor impaired and mildly disabled children, and Special Education for the severely handicapped children. Also, orientation and pre service training for general teachers on disability management and a provision for vocational training. The prime objective of the policy is to integrate the mentally and physically handicapped children into the general community, thus preparing them to live confident, independent lives.

What is a Highly Qualified Teacher Under the Reauthorized IDEA? The new Individuals with Disabilities Education Act (IDEA) formulates basic requirements needed for a teacher to be deemed highly qualified to teach special education. These standards correlate to the highly qualified standards of No Child Left Behind (NCLB). The requirements are These special education requirements to become highly qualified follow the same subject matter requirements for general educators under NCLB. In fact, a teacher deemed highly qualified under the new IDEA is also highly qualified under NCLB. The new IDEA also outlines additional requirements for special educators who either teach to alternate achievement standards or teach multiple subjects. These teachers can meet the requirements to be deemed highly qualified in 2 ways.
  • A teacher may meet NCLB requirements applied to general elementary school teachers or, if teaching above an elementary position, possess subject matter knowledge appropriate to the level of instruction they provide. The appropriate level of subject matter knowledge is determined by the state. (Applies to teachers of middle school and above)

Post-Secondary Transition Planning: A Critical IEP Component IDEA clearly notes that at a minimum, transition plans should be developed on a yearly basis, beginning, at the very latest, when a student turns 16 years of age. Research Shows Childhood Intervention Makes a Difference
Over 50 years of research on children with many types of disabilities receiving a range of specialized services in many different settings has produced evidence that early intervention can: (1) ameliorate, and in some cases, prevent developmental problems; (2) result in fewer children being retained in later grades; (3) reduce educational costs to school programs; and (4) improve the quality of parent, child, and family relationships. Much of what we know about early intervention effectiveness is drawn from this diverse historical base of information. More recently, researchers have begun asking a more rigorous and differentiated question: For whom and under what conditions is early childhood intervention most effective? This more sophisticated question focuses on the effects of various interventions for specific groups of children relative to the type of program they received. Data from well-controlled research studies indicate that young children with disabilities (e.g., Down syndrome, autism, cerebral palsy, sensory impairments), and those who evidence biological (e.g., low birth weight, premature) and environmental risk factors make significant gains on both qualitative and quantitative measures of development when provided appropriate services. The involvement of their parents in reinforcing critical skills in natural contexts is an important factor associated with the magnitude of the child's progress (Guralnick, 1989).

Therefore human nature being as it is - i.e. "taking the line of least resistance", those students with "differences" will be regarded by many mainstream music teachers as "unsuitable candidates for the "music program".
