OFF HIGHWAY USE VEHICLE (OHV) USE OF THE BLM ADMINISTERED PUBLIC LANDS EXECUTIVE SUMMARY Off-highway vehicle (OHV) use is an established use of the BLM administered public lands. As with any public land use, OHV use must be managed in a manner consistent with the capability of the land to sustain the use, with due consideration for the impact of OHV use on the land, the resources and other land users. Historic use of the public lands for recreation and for the search, exploration and development of natural resources has resulted in a system of off-highway roads and trails that is, in most cases, adequate for reasonable public access for both recreational and authorized resource uses. Existing roads and trails should remain open for public use unless the continued use of a specific road or trail is determined to be a significant threat to an endangered species or cultural resources, or damaging to important wildlife habitat, vegetation or soils on the land which the road or trail traverses. Closure of existing roads or trails should be done in the context of the BLM land use planning process with full public involvement, and appropriate closures should be visibly signed on the ground and marked on public land maps. Vehicle operation off existing roads or trails may be approved as appropriate for permittees and lessees as necessary to exercise their authorized activities; for resource managers to conduct management activities such as resource studies or project work; for emergency activities such as rescue and wildfire fighting; and for handicapped access. New roads authorized in connection with such resource uses as timber harvest and mineral development should be closed and reclaimed when operations are finished, unless the BLM determines that the roads are appropriate for inclusion into the public access or transportation plan for the area.

The area is not "touristy", yet attracts thousands of visitors due to the scenic and outdoor recreational attractions. Whispering Waters cabin is located just off Highway 2 which is is a National Scenic Byway winding through spectacularly beautiful rugged mountains with numerous waterfalls and rivers with crystal clear water along the way. In addition to the abundance of evergreen trees there are many native evergreen plants that keep Western Washington green year round. The air is fragrant with the smell of cedar. We are also on the southern limb of the 440 mile scenic Cascade Loop Highway and the south fork Skykomish which is a Washington State Scenic River. Partly because of the protections provided by these desinations and partly because of the ruggedness of the land, development has been limited, which makes it a great place to enjoy the natural beauty of the mountains.

14.1 Introduction
Corridors are an inherent, structural feature of recreation. Recreation activities frequently involve travel along a well-defined corridor or route. For example, scenic road touring, trail walking, river-rafting and whitewater kayaking are all examples of "recreation corridor" activities. In fact, as a structural unit, the corridor is to the recreationist what the timbershed or timber supply area is to the sawmill. Corridors, therefore, are an inherent and fundamental aspect of recreation. Recreation corridor: A ribbon of land and/or water along which people can travel for recreation purposes. A recreation corridor is defined here as "a ribbon of land and/or water along which people can travel for recreation purposes." It can be used as a means of getting to a particular destination, or as a recreational touring experience unto itself. The scenic aspect of corridors is key; therefore, for planning and management purposes, a corridor includes the corridor's viewshed.

    The original question which generated these responses was from Erika Jaques (MO) erika.jaques@dnr.mo.gov "I'd like to know if other States have a Mountain Bicycling representative on their State Trail Advisory Boards? We have always had just a general "Bicycling" rep, but I'm considering breaking it into two separate categories—one for mountain biking, and the other for more greenway-type biking." SUMMARY Number of States responding: 33
    States are about evenly split between those including BOTH a mountain bike rep and a road / greenway rep, and those with just a single representative for general bicycling. Some States do not require specific trail use representation, and others include bike representation by agency or community reps. COMMENTS FROM STATES Alabama - We have two bicycle reps on our advisory board. One is president of the Birmingham Urban Mountain Pedalers who also happens to be a street bike guy and the other represents hikers and urban bicyclists. In fact, several of our board members have multiple trail-use interests. We have left distance bicycling to the Alabama Department of Transportation as they deal with statewide bicycle planning issues and have deep pockets for alternative transportation projects. Arkansas - our RTP committee has a Mountain Bike rep but not a road bike rep unless you count me.

    Florida Division of Forestry Croom WMA is located in Hernando and Sumter counties northeast of Brooksville, and encompasses more than 20,000 acres. This tract of the Withlacoochee State Forest lies along 13 winding miles of the Withlacoochee River and includes Silver Lake. Cypress and large expanses of longleaf pine dominate this forest. A wide variety of recreational activities are available, including hunting, fishing, wildlife viewing, and picnicking. There are numerous recreational trails on the area: hiking (31 miles), bicycling (64 miles), horseback riding (43 miles). The paved Withlacoochee State Trail goes through the area. Other recreation opportunities include a dirt bike and ATV area, canoeing and boating (three boat ramps), and camping (five areas). Wildlife that may be seen on Croom WMA include white-tailed deer wild turkeys fox squirrels alligators , and swallow-tailed kites . Most of the roads on the area are very sandy and unimproved and four wheel drive is recommended. Visit Florida Division of Forestry's website on Withlacoochee State Forest , for information including reservations, fees, facilities, activity permits for individuals and groups, and restrictions during hunt seasons and special events.
