GOVERNMENT
Denmark is a constitutional monarchy. Queen Margrethe II has largely ceremonial functions; probably her most significant formal power lies in her right to appoint the prime minister and cabinet ministers, who are responsible for administration of the government. However, she must consult with parliamentary leaders to determine the public's will, since the cabinet may be dismissed by a vote of no confidence in the Folketing (parliament). Cabinet members are occasionally recruited from outside the Folketing.
The 1953 constitution established a unicameral Folketing of not more than 179 members, of whom two are elected from the Faroe Islands and two from Greenland. Elections are held at least every 4 years, but the prime minister can dissolve the Folketing at any time and call for new elections. Folketing members are elected by a complicated system of proportional representation; any party receiving at least 2% of the total national vote receives representation. The result is a multiplicity of parties (seven represented in the Folketing after the February 2005 general election), none of which holds a majority. Electorate participation normally is around80-85%.
The judicial branch consists of about 100 local courts, two high courts, several special courts (e.g., arbitration and maritime), and a Supreme Court of 15 judges appointed by the crown on the government's recommendation.

It is the mission of Local Government Denmark (LGDK) to promote the joint interests of democratically elected and governed local authorities and to be a center for collection, development and dissemination of knowledge about local government in Denmark.
Danish local authorities experience the consequences of the internationalisation. First, local authorities increasingly witness the EU system's legislating directly on domains which traditionally belong to the administrative sphere of local authorities – e.g. the environment, the labour market, and public procurement. Secondly, local authorities show a rising interest in participating in EU-supported activities through EU programmes and funds, such as regional co-operation and town twinning.

In November 2002, the Confederation of Danish Trade Unions (LO) issued proposals for the resolution of demarcation disputes among its member unions, which are a persistent problem. It proposes a new negotiation and conciliation process between the unions in dispute, including the possibility of membership ballots among the workers concerned, plus heavy fines for unions failing to comply with decisions. This initiative is part of an overall modernisation of LO, but has met with differing responses from member unions. 18 Dec 2002

In autumn 2002, the presidency of Denmark's Economic Council published an analysis of the Danish model of labour market regulation. It found that regulation in the form of collective bargaining, which is a characteristic feature of the Danish industrial relations system, in under pressure - due, among other factors, to globalisation and the single European market. However, other studies find that the current bargaining-based model actually has a positive effect in Denmark 17 Dec 2002

The number of temporary agency workers in Denmark has increased 10-fold in the decade up to 2002, and there now around 35,000 of them. Most work in the health sector and have reasonable employment conditions, while many are unskilled workers and office workers in other sectors, who often do not have the same good conditions. The issue is attracting growing interest from the social partners.

Danish local govt. rebels against MS license terms
By John Leyden Published Tuesday 19th February 2002 17:40 GMT Danish local government is evaluating open sources alternatives to Microsoft desktop software, in response to a proposed 30 per cent price hike for Windows 2000 and Office 2000 licenses. The new terms incorporate a software leasing model - forcing councils to install the newest versions of Microsoft software, whether they need them or not,
"In looking at alternatives its not just that we're annoyed with Microsoft, we want to look for products that give the right price and value for the user." In particular, they are interested in StarOffice 6 (a full version of which is due in March) because of the potential savings it offers over Office 2000, and because it could be rolled out with minimum disruption.

Denmark seen extending wind power subsidies Mail this story to a friend Printer friendly version DENMARK: June 18, 2002
COPENHAGEN - Denmark's government is close to sealing a deal on a surprise extension of a wind energy support scheme, government sources told Reuters yesterday.
The sources said this would be a u-turn from previous pledges to abolish wind power subsidies. The deal is seen reviving Danish plans to install three offshore wind farms with a total capacity of 450 megawatt. Denmark has guaranteed wind turbine owners a minimum price for wind energy in past years and this has made the country one of the world's leaders in wind power. But a centre-right government, which came to power in November, announced early this year that wind power would not be subsidised after end-2003.

    International Religious Freedom Report 2003
Released by the Bureau of Democracy, Human Rights and Labor
The Constitution provides for freedom of religion, and the Government generally respects this right in practice. The Evangelical Lutheran Church is the state church and enjoys some privileges not available to other faiths. There was no change in the status of respect for religious freedom during the period covered by this report, and government policy continued to contribute to the generally free practice of religion. The generally amicable relationship among religions in society contributed to religious freedom. The U.S. Government discusses religious freedom issues with the Government in the context of its overall dialog and policy of promoting human rights. Section I. Religious Demography The country has a total area of 16,640 square miles, and its population is approximately 5.4 million. As of January 2002, 84.3 percent of the population belonged to the official Evangelical Lutheran Church. The second largest religious community is Muslim, constituting approximately three percent of the population, followed by the Catholic Church, Jehovah's Witnesses, Baptists, Pentecostals, the Church of Jesus Christ of Latter-day Saints (Mormons), and Jews. The remaining approximately 9 percent of the citizens are without a religion.
