This year half of the 450 deputies will be elected on party lists, rather than as individual candidates running in districtsthus copying the Russian State Duma system. Last time all Ukrainian deputies were elected in territorial districts, resulting in prominent local figures usually with no party ties winning seats and parties playing a weak role. Even though 200,000 signatures were required to register for the election this time, 30 parties and blocs qualified, and their party lists were published in the Supreme Soviet paper Holos Ukrainy during December and January. Do people think it is better when the presidency and the majority of Congress are controlled by the different political parties? How do most people view a divided government? According to a the results of a survey conducted by Indiana University's Center on Congress both before and after the 2002 Congressional election it's an issue that is more important to pundits, party leaders and political historians than to many voters. Citizens contacted for the national survey, "Exercising Citizenship in American Democracy," were equally divided on whether a divided government provides another form of checks and balances. Of the 1,500 Americans surveyed throughout the United States, including the 50 most competitive congressional districts, 37.9 percent said a divided government matters, while another 37.5 percent said it did not.

    The Political Monopoly: How the Democrats and Republicans Keep Out Competition

    Founder, electionreform.org Imagine an industry where two companies divide a market between themselves with the help of the federal government. To ensure an equally divided monopoly, the government gave each company $67 million in 2000 for their promotion and advertising, but restricted them from spending any more in order to equally divide the market. It also threw in an additional $13 million each to pay for their sales conventions. The government justifies spending so much by claiming that it equalizes competition, but what it really does is eliminate the threat of any new competition in the market. The two companies also participated in television specials where they compare their products. The airtime is provided free by all major networks, but any new competitors are excluded from participating. This works well to restrict competition and effectively eliminates any creative new products. Just in case any competitor tries to penetrate this equally divided monopoly, the two companies have been able to establish legal restrictions to create additional hurdles before a competitor can even offer a new product. A new competitor must get approximately 1% of potential customers to sign a petition before it can sell its product, and to make it even more difficult the new competitor needs to do this in every state.

Sen. Karen Keiser, Communications Director of the Labor Council, is pushing for a change in the law that allows BIAW to collect a percentage of an employer's refund. Representative Fromhold is sponsoring HB 1070 that would limit the amount of $$ that trade associations could keep for administering safety-related “retro” programs. Labor claims HB 1070 isn't partisan; they just think that BIAW shouldn't “ profit unfairly has proven to be highly effective ” in improving workplace safety and saves employers and the state money. BIAW’S RETRO PROGRAM
    The Building Industry Association of Washington (“BIAW”) sponsors a safety-related "retro" program and charges employers up to 20% of their refund on premiums. BIAW provides safety training and consultation and administers worker compensation claims. If a company improves workplace safety, it gets a refund and BIAW gets a percentage. If a company’s workplace safety decreases, it pays a penalty and BIAW also pays its share. BIAW retro members overall have improved safety and BIAW has profited, and used its $$’s in part for political activities.     Fraser Nelson in The Scotsman dissects the Lib Dems: The ten-point policy card from the Scottish Liberal Democrats yesterday will rank among the most intellectually dishonest documents which a Scots politician has ever had the gall to publish. He goes on: In Cornwall and the north-east of England, Lib Dem candidates promise to stop these nasty Scots getting undeserved cash by abolishing the Barnett Formula, which delivers Scotland a fixed slice of government spending. Yet In Scotland, the Lib Dems pledge to deliver "hundreds of millions" more for the Scottish block grant. Any review will decimate the Scottish block grant: the Barnett system is indefensible and a bloody crunch will soon happen. The Lib Dems are in favour of the congestion charge (as they are in favour of most taxes) as a national policy, but campaigned against it when it came to the referendum in Edinburgh. Hypocrisy, not honesty, is their calling card. This is all fine for a joke political party or the enterprising man in the monkey suit who was elected Mayor of Hartlepool. But a party cannot claim to be the "effective opposition" and spew such rubbish.

This is a 17% increase in fundraising and a 19% increase in spending when compared to the same period in the last mid-term election of 1993-94. Democratic committees raised $160 million and spent $155.3 million during 1997-98, an increase of 20% in receipts and 18% in disbursements when compared to 1993-94. Regarding federal candidate support, Republican committees contributed $2.6 million directly to candidates and spent $15.7 million in coordinated expenditures* on behalf of candidates. Democratic committees contributed $1.2 million in direct contributions and reported $18.6 million in coordinated expenditures. Coordinated expenditures by both parties declined overall in this cycle, and there were also significant shifts in this spending away from House and Senate Campaign Committees toward state parties and, for Democrats, the Democratic National Committee.     How many political parties can dance on the head of a pin? The answer, it seems, is one. In Britain and the US, the opposition parties are beginning to discover that there simply isn't room for both them and their rivals on the narrow political platforms they have chosen to contest. Without enough space to shift their feet, they are being pushed ever closer to the edge of oblivion. It is true that Bush was assisted by the voters' tendency, when faced with an external threat, to cling to their government. But the Democrats, as even they now acknowledge, are largely to blame for their own destruction in last week's mid-term elections. As party strategist James Carville lamented, "we've got to just stand for something. No one made the case." Faced with a choice between two ugly parties, the electorate, quite rationally, stayed at home. In the US, as in Britain, young voters have all but abandoned party politics. Even in the presidential elections two years ago, only 17% of 18-29 year olds turned out. Yet young people, as the crowds gathering in Florence last week reminded us, are perhaps more politically active today than they have ever been. It's just that very few mainstream political parties, anywhere on earth, are appealing to them. So why, when a low turnout hurts the Democrats, and they desperately need to recapture the youth vote, have they continued to follow the Republicans towards the right?

According to the PentaPost summary , the key recommendations are "photo IDs for all voters, verifiable paper trails for electronic voting machines and impartial administration of elections." The photo ID proposal is the one that will generate the most heat: The most controversial recommendation calls for all voters to produce a standard photo identification card before being allowed to vote. The commission proposes that, by 2010, voters be required to use either the Real ID card, which Congress this spring mandated as the driver's license of the future in all states. For about 12 percent of eligible voters who do not have a driver's license, the commission says states should provide at no cost an identification card that contains the same key information.
