At the National Press Club of Canada, 23 March 2000
The message which the international community is continually stressing to all sides in the conflict is that the war cannot be won militarily and there is no alternative to a negotiated political settlement. Words are not enough, the protagonists will be judged on their deeds. It is our responsibility to do everything we can to facilitate the peace process, inject momentum and heighten the profile. I will visit the Great Lakes region in the coming months in order to support this process and assess developments on the ground. Humanity is indivisible and we must stop at nothing to stem the untold human suffering in central Africa. To the pessimists we must say that hope is a determinant of the future. Thank you.

As General Assembly Concludes Consideration of Armed Aggression against Democratic Republic of Congo As it had condemned the guilty parties in the Rwandan genocide with one voice, the international community must condemn those responsible for massacres occurring now, the representative of the Democratic Republic of the Congo told the General Assembly this afternoon, as it concluded its consideration of armed aggression against that country. Speaking in exercise of the right of reply, he said that he had been told by his Government today of a new massacre, where more than 200 were killed in the Kivu region of the country, in addition to the massacre of about 100 several days ago. He called for the international community to get more involved in the crisis in his country, and to assist it to get through this difficult period so it could perform its responsibilities as a sovereign State. The representative of Zambia said that the time had come for common sense to prevail. The continued conflict was degrading the power of the Congolese Government to provide for its citizens. National resources were being diverted to war instead of being spent to reduce poverty and improve the living standards of the people.

ASSEMBLY TAKES UP ARMED AGGRESSION AGAINST DEMOCRATIC REPUBLIC OF CONGO
It was clear that what was being presented as an internal insurrection in his country was a gross facade to conceal the destabilizing efforts of neighbouring countries, the representative of Democratic Republic of the Congo told the General Assembly this afternoon as it met to consider armed aggression against that country. The Democratic Republic, he stressed, was the victim of aggression by Rwanda, Uganda and Burundi. So far, any solutions to the crisis came up against falsification of socio-political realities and many aggressor troops were in Congolese territory under the pretext of protecting their frontiers. Amama Mbabazi, Minister of State for Foreign Affairs and Regional Cooperation of Uganda, said his country had neither been an aggressor to the Democratic Republic of the Congo nor was it responsible for the current crisis there as was alleged. Due to Congolese political contradictions the rebellion of 2 August 1998 President Kabila's immediate reaction was to look for foreign military assistance. Interventions were then made on the pretext that the Democratic Republic had been invaded by Uganda and Rwanda. The representative of Rwanda, speaking in exercise of the right of reply, said that one of the causes of the conflict was the Congolese leadership's failure to work with Uganda and Rwanda to deal with their security concerns. President Kabila bore all the blame for trying to destabilize his neighbours. The international community had to convince him to accept a negotiated ceasefire agreement. Rwanda would continue to act to defend its population, especially against genocide.

Chapter VIII. International Transboundary Management Initiatives in Central Africa
The 1979 inauguration of the Mountain Gorilla Project of the African Wildlife Foundation and other conservation organizations saw the authorities in Rwanda and Uganda establish contact, although generally on an informal basis (Weber and Vedder 1990) Later, in the Democratic Republic of Congo, the Frankfurt Zoological Society and the WWF later initiated ad hoc bilateral meetings, primarily between Rwanda and Uganda and between Rwanda and the Democratic Republic of Congo, to deal with the development of regional tourism or with specific problems linked to tourists that hoped to visit the gorilla groups that move along and across the frontier zone between Rwanda and the Democratic Republic of Congo. In response to government concern about illegal cross-border use of wildlife and other protected-area resources, a number of other transboundary resource management activities have since been initiated in Central Africa. History

The area was originally peopled by central African hunters and agriculturalists. The name Zaire (from Zadi Stanley and Livingstone in the 1870s, partly financed by Leopold II of Belgium, who established the Congo Free State under his personal rule in 1885. Local resistance was suppressed, and the inhabitants were exploited. When the atrocious treatment of local labour was made public, Belgium annexed the country as a colony, the Belgian Congo, in 1908, and conditions were marginally improved. Independence

, to step in and temporarily take over the government. Lumumba was imprisoned and later released, and five months later power was handed back to Kasavubu. Soon afterwards Lumumba was murdered and the white mercenaries employed by Tshombe were thought to be responsible. The outcry that followed resulted in a new government being formed, with Cyrille Adoula as prime minister. , flew to Katanga province to mediate and was killed in an air crash on the border with Northern Rhodesia. The attempted secession of Katanga was finally stopped in 1963 when Tshombe went into exile, taking many of his followers with him to form the Congolese National Liberation Front (FNLC). In July 1964 Tshombe returned from exile, and President Kasavubu appointed him interim prime minister until elections for a new government could be held. In August the country was renamed the Democratic Republic of the Congo.

1. Since the creation of the Congo, at the Berlin Conference (1884-1885) as a result of the resolution of the conflict opposing imperial Africa conquering powers, the struggle for or against the Congo has always been international, roughly opposing two camps: the pro-Congolese people camp and the Congolese people ignoring/marginalizing/repressing camp. The identity of the various actors in each camp is very complex and situational. In the 1960’s, President Kwame Nkrumah, in his Challenge of the Congo (1967), gave an interesting indication of some of the then actors. 2. The camps are not distinguished along the lines of the distinction, internal (domestic) vs. external (foreign) forces. At times, during the epoch of the Congo Free State for example, external forces such as the Morel Movement seemed more pro-Congolese people than domestic ones. Even today, a great part of the Congolese “political class” seems to be compradorian. The status of domestic forces, in each camp, is decisive for the outcome of the struggle. The weakest the position of the pro-Congolese people domestic forces leads to the defeat of the Congolese people; i.e., the outcome is less favorable to them. 3. The Congo has always been at the center of the globalization process since the beginning. For a long time, the very hot Cold War, in all its various phases (peaceful coexistence, rivalry, détente, new rivalry, the end) shaped the struggle for or against the Congo. The secessions (first balkanization of the country), the assassinations of P.E. Lumumba and other nationalists and the dismantling of the nationalist regime were explained with reference to the Cold War.

In 1988, the World Health Assembly, governing body of the World Health Organization (WHO), resolved to eradicate poliomyelitis globally by 2000 ( ). In the African Region (AFR), WHO member countries began to implement polio eradication strategies in 1995. Although rapid progress has occurred in much of eastern and southern Africa, wild poliovirus transmission continues to occur in four priority countries: Angola, Democratic Republic of Congo (DR Congo), Ethiopia, and Nigeria ( ). This report summarizes progress toward polio eradication in Angola, DR Congo, Ethiopia, and Nigeria during January 2000July 2001, and indicates that 11 of 12 cases of wild poliovirus in AFR were identified in these priority countries during JanuaryJuly 2001 ( Figure 1
Routine Vaccination
The four priority countries have reported low rates of routine coverage with three doses of oral polio vaccine (OPV3). In 2000, reported OPV3 coverage among infants was 42% in DR Congo, 42% in Ethiopia, 38% in Nigeria, and 33% in Angola.
Supplemental OPV Vaccination Activities
Supplemental OPV vaccination activities were conducted in all four priority countries in 2000 and 2001. In Angola, three rounds of national immunization days (NIDs)* were conducted in June, July, and August 2000 with an additional subnational immunization day (SNID)

Reports of the Secretary-General The reports of the Secretary-General ( S/1999/790 The ceasefire agreement also envisages a number of what it refers to as peace enforcement operations, including: the "tracking down" and disarming of armed groups; screening mass killers, perpetrators of crimes against humanity and other war criminals; handing over suspected genocidaires to the International Criminal Tribunal for Rwanda; repatriations; and studying measures for attaining the above objectives. The "armed groups" are identified as the former Rwandan government forces and interahamwe militia, the Allied Democratic Front, Lord's Resistance Army, the Forces for the Defence of Democracy of Burundi, the Former Uganda National Army, the Uganda National Rescue Front II, the West Nile Bank Front, and the National Union for the Total Independence of Angola. The July report noted that the mission would be named the UN Observer Mission in the Democratic Republic of the Congo (MONUC) and noted the need to include in the mandate of any eventual peacekeeping mission measures to address the human rights violations that characterized the conflict. The November report deals mainly with implementation of the Lusaka Agreement. In particular the report notes preparations for the establishment of the JMC and the UN dispatch of an advance civilian and military team to the subregion to establish contacts with the participants in the ceasefire process and to formulate recommendations for the initial deployment of UN personnel. Subsequent actions included the deployment of military observers and a technical survey team.
