The war began in 1998 and officially ended in 2002. However, a true peace has been elusive and there are continuing concerns that the conflict will flare up again. The widest interstate war in modern African history , it directly involved nine African nations, as well as about twenty armed groups, and earned the epithet of "Africa's World War". According to the International Rescue Committee , 3.8 million people have died, mostly from starvation and disease brought about by the deadliest conflict since World War II . Millions more have been displaced from their homes or have sought asylum in neighboring countries.

In July 1999, the Lusaka Ceasefire Agreement was signed by the six warring countries (Democratic Republic of Congo, Angola, Namibia, Zimbabwe, Rwanda, and Uganda) and rebel groups in an attempt to stop the civil war. The UN Security Council deployed UN liaison personnel in August 1999 to support the ceasefire. The liaison office became the UN Organization Mission in the Democratic Republic of Congo ( MONUC ) in November 1999, and in February 2000 it expanded in mandate and personnel. After the assassination of President Laurent-Désiré Kabila in January 2001, his son Joseph Kabila assumed power. He has taken steps towards peace and reconciliation. MONUC will supervise the withdrawal and disengagement of the rebel forces. With an area the size of Western Europe, covered by dense tropical forest, the DRC poses a great challenge to the UN. Rich resources also fuel conflict. In April 2001, a UN panel of experts investigated the illegal exploitation of diamonds, cobalt, coltan, gold and other lucrative resources in the DRC. The report accused Rwanda, Uganda and Zimbabwe of systematically exploiting Congolese resources and recommended the Security Council impose sanctions. The military campaign which finally brought down the Mobutu regime began in the remote northeastern part of the country in 1994. It was triggered by events in neighboring Rwanda where militias from the majority ethnic group, the Hutu, has been engaged in a campaign of genocide against the minority Tutsi (see Rwanda country section for more detail). The genocide had been brought to an end by the intervention of the Rwandan Patriotic Front (RPF), a Tutsi-led force based in Uganda. The Hutu militia, who were largely responsible for the mass killings, had mostly fled into northeastern Zaire. The RPF pursued them, but their incursion took on a different aspect and a momentum of its own as other groups, including many long-term exiled opponents of Mobutu, coalesced around the RPF. Laurent Kabila, then a little-known Zairian opposition figure who had been based in Uganda for several decades, was adopted as leader of this newly-formed anti-Mobutu coalition. By the autumn of 1996, this disparate formation, operating as the (AFDL), had completed their takeover of the entire country. (Mobutu left for Morocco where he died shortly afterwards.) However, once in power, Kabila proved incapable either of handling the multifarious elements in his coalition or tackling the huge problems which faced the country, which was renamed the Democratic Republic of Congo.

    Back to Congo, Democratic Republic of the Government Internally, Zaire is a unitary state, whose power is projected downward to the local level. In such a centralized system, local government enjoys little autonomy. The local government of Mobutu's Zaire, like the colonial administration that served as its model, has as its major function the control of the population: counting the people, controlling their movements, issuing identity cards, and taxing them to pay for the operations of the local administrative units that carried out these tasks. Although the labels attached to the administrative units and to the administrators who hold them have changed, the structures themselves are very similar. In many ways, the texture of the relationship between the citizen and the state apparatus resembles that of the Belgian era. At the same time, there are great differences between the Mobutu administration and its colonial predecessor in the related areas of efficiency and honesty. Few would dispute the effectiveness or probity of the colonial administration, within its own terms of reference. By contrast, the Mobutu administration is widely regarded as corrupt and inefficient. Indeed, political scientist Michael Schatzberg has shown that the administration has long constituted a powerful mechanism for pumping resources out of the impoverished rural population.

        Early History
        The indigenous inhabitants of the region of the Congo were probably Pygmies, who lived in small numbers in the equatorial forests of the north and northeast. By the end of the 1st millennium B.C. , small numbers of Bantu-speaking people had migrated into the area from the northwest (present-day Nigeria and Cameroon) and settled in the savanna regions of the south. Aided by their knowledge of iron technology and agriculture, the Bantu-speakers migrated to other parts of the Congo and Africa, at the same time developing new, related languages. From about A.D. 700 the copper deposits of S Katanga were worked by the Bantu and traded over wide areas. By about 1000 the Bantu had settled most of the Congo, reducing the area occupied by the Pygmies. By the early 2d millennium the Bantu had increased considerably in number and were coalescing into states, some of which governed large areas and had complex administrative structures. Most of the states were ruled by a monarch, whose authority, although considerable, was checked by a council of high civil servants and elders. Notable among the states were the kingdom of Kongo (founded in the 14th cent.), centered in modern N Angola but including extreme W Congo and a Luba empire (founded in the early 16th cent.), centered around lakes Kisale and Upemba in central Katanga.

    History Since 1997 the Democratic Republic of the Congo (DROC; formerly called Zaire) has been rent by ethnic strife and civil war, touched off by a massive inflow in 1994 of refugees from the fighting in Rwanda and Burundi. The government of former president MOBUTU Sese Seko was toppled by a rebellion led by Laurent KABILA in May 1997; his regime was subsequently challenged by a Rwanda- and Uganda-backed rebellion in August 1998. Troops from Zimbabwe, Angola, Namibia, Chad, and Sudan intervened to support the Kinshasa regime. A cease-fire was signed on 10 July 1999 by the DROC, Zimbabwe, Angola, Uganda, Namibia, Rwanda, and Congolese armed rebel groups RCD-G and MLC, but sporadic fighting continued. KABILA was assassinated on 16 January 2001 and his son Joseph KABILA was named head of state on 26 January 2001. Despite taking a radically different approach than his father, the new president has been equally unsuccessful in ending the war.

    According to the International Rescue Committee (IRC), "The four and a half year war in the Democratic Republic of Congo has taken more lives than any other since World War II and is the deadliest documented conflict in African history, says the International Rescue Committee. "A mortality study released today by the IRC (http://www.theirc.org/mortality/) estimates that since August 1998, when the war erupted, through November 2002 when the survey was completed, at least 3.3 million people died in excess of what would normally be expected during this time." See below for IRC report on the study This is another Rwanda (during it's Great Genocide, there was also an ongoing civil war), but phased out over more time and with greater killing. (and as in Rwanda, the UN has been an abject failure) As awful as this is, as often in such pronouncements there is a deep and wide memory hole regarding other conflicts/democides. For example, during the end stage of the Chinese Civil War 1945-1949, about 5 million were murdered and another 1.2 million died in battle. Just to note some of the other bloodier conflicts/democides since WWII: the Soviet communization of Eastern Europe; Stalin's internal purges the gulag uprisings; Korean War and it's decades long aftermath; communization of Vietnam, Vietnam War, and its aftermath; the communication of China after 1949 and the bloody Cultural Revolution (of which one estimate of the dead is 10 million), and so on.

    History: The Belgian Congo was created in 1885. This huge region of southern-central Africa was no orthodox colony but was, in fact, the personal property of the Belgian monarch, King Leopold II. The Belgians provided nothing other than the minimum infrastructure necessary to support the extraction of the country’s vast mineral wealth, setting a pattern which has dominated this benighted country ever since. In 1925, under a mandate from the League of Nations (the precursor of the UN), the territories of Rwanda and Urundi (now Burundi) were incorporated into the Belgian Congo. (Both subsequently became separate countries.) After the end of World War II, the Belgian Congo was another African colony whose occupiers were concerned simply to dispose of it with minimum fuss and maximum commercial advantage. The Belgian Congo was duly granted independence, with minimal preparation, in 1960. From the perspective of the Cold War, however, Zaire under Mobutu was a valuable strategic ally preventing the encroachment of communism in southern and central Africa. But after the end of the Cold War, Mobutu’s close relationship with the major Western powers became more of an embarrassment than an asset. The political settlement in South Africa brought it to an end and marked the beginning of the current phase of the country’s history. It seemed almost impossible that the country’s situation could get worse after Mobutu. Unfortunately, it did.

Rebel leader Laurent Kabila's troops rolled over the feeble resistance put up by the government troops of dictator Mobutu Sese Seko, who died shortly after being forced into exile. Kabila renamed the country and proclaimed himself president in May 1997. The immediate prospects of many people remain bleak in a society plundered for more than 30 years under Mobutu. The basics of a functioning society are still far from the norm, with high inflation, widespread poverty and an unstable currency. The political situation appears similarly unreliable. Kabila has promised elections for 1999, but some observers are skeptical. He has suppressed political opposition, eliminated subordinate positions and resisted U.N. investigations of alleged human rights abuses involving an unknown number of refugees.     PEACE AND SECURITY Background
    The conflict in the Democratic Republic of the Congo (DRC) is the deadliest documented conflict in African history. The conflict has generated a greater loss of lives than any conflict since World War II - nearly 4 million deaths since 1998. Contributing to the disastrous situation is the widespread participation of neighboring countries in the conflict. At various times, Zimbabwe, Angola and Namibia backed the DRC government, while Rwanda, Uganda and Burundi supported anti-government rebels and invaded the northern and eastern regions of the country.
    The conflict is based mainly in the Ituri district in northeastern DRC. The Ituri district is home to two rival tribal groups, the Hema and the Lendu. The Lendu were the traditional landholders, but were being displaced by members of the Hema tribe. Conflict arose out of disputes over access to land, mineral resources (the area is home to several gold mines), and political power. Neighboring countries joined the conflict on both sides.
    Hostilities also stemmed from an earlier invasion by the Rwandan army following the genocides in Rwanda and Burundi in the early 1990s. The Rwandan government believed rebel groups, such as the

Expansive lakes, high mountains and mountain terraces, plateaus and dense grasslands characterize the south-central African nation of the Democratic Republic of the Congo (formerly Zaire). With inflation rates reaching 147 percent as late as 1998, the recent flight of investors and capital from the Democratic Republic of the Congo has left most of the country in economic ruin. Habitat for Humanity has provided hope for families of the Democratic Republic of the Congo for 25 years. In 1974, Millard and Linda Fuller, co-founders of Habitat for Humanity International, began their first experimental house-building project in the city of Mbandaka. When the Fullers returned to the United States in 1976, Mbandaka became the first overseas project for Habitat for Humanity. Despite a civil war and depressed economic circumstances, HFH DRC continued to build houses. Since a peace agreement was recently signed, the country is slowly returning to normal. Habitat houses in this region have cement floors, fired-brick walls, iron sheet roofs and detached latrines.

    The Democratic Republic of the Congo in Crisis
    Thank you, Mr. Chairman. I appreciate the opportunity to testify today before
    this subcommittee on the grave situation in the Democratic Republic of the
    Congo. The Congolese waran unprecedented regionalized war that has drawn at
    least six armies onto Congolese soilis potentially among the most dangerous
    conflicts on the globe. The ongoing fighting threatens regional stability,
    hampers economic progress, endangers the lives of millions of people, perpetuates human rights abuses, and impedes the democratic transformation of Africa's third-largest country. Credible reports of inter-ethnic violence, communal massacres, and attacks against non-combatants because of their ethnicity echo the tragedies of the 1994 Rwandan genocide and the subsequent alleged massacres inside Zaire in late 1996 and 1997.
