A short history of the Democratic republic of the Congo from colonization to the present day.
In the tragic history of European colonialism in Africa, few stories match the horror inflicted in what is today called The Democratic Republic of Congo (formerly Zaire). A cycle of atrocity introduced by King Leopold II of Belgium in the late nineteenth century has flared up increasingly in recent years and resulted in what some commentators are calling “Africa’s Great War” with up to twelve armies representing nation states and rebel groups using the country as their battleground. The Congo region of central Africa was one of the last regions of the world to be “discovered” and mapped by Europeans during a famous expedition undertaken by Henry Morton Stanley with the economic support of the Belgian Crown. In spite of this, it is estimated that two-thirds of the population perished during Leopold’s short twenty-three year rule from 1885-1908. The cruel conditions prevailing in what was then called the Congo Free State were so great that they even offended Europe’s other colonial powers who eventually forced its end. In 1908 the Belgian parliament took over the administration of the area and renamed it the Belgian Congo. The period of direct Belgian rule was marked by its “paternalism” with the Congolese viewed as “children” incapable of even basic decision making.[1] When independence was reluctantly granted to the colony in 1960 a young, charismatic leader named Patrice Lumumba became its first (and only) freely elected president only to find the moneyed Belgian minority were deserting the country in droves. Lumumba’s own military mutinied and the country descended into chaos.

So now, come along with us to these two regions of the world…
A LAND OF FIRE — Report by George Wirnkar, director of HLI Cameroon, Part II After leaving Brazzaville, I made the short journey by boat to Kinshasa, the capital of the Democratic Republic of the Congo (DRC). The DRC is a huge country, the third largest in Africa and about one quarter the size of the United States. It has a population of approximately 58 million.
George Wirnkar (left) pictured with a group of pro-life leaders in Douala, Cameroon. The horrors the Congolese endured under the tyrannical rule of Belgium King Leopold II are well known. After the DRC gained its independence from Belgium in 1960, Soviet-sympathizer Patrice Lumumba was elected prime minister. Weeks later, a civil war erupted. By the end of the year, President Joseph Kasavubu had staged a military coup and Lumumba was dead—apparently killed by a Belgian mercenary working with the rebel forces. In 1965, Kasavubu himself was overthrown by Lieutenant General Joseph Désiré Mobutu. After consolidating his power, Mobutu was “elected” president in 1970. In the name of “cultural awareness,” Mobutu nationalized the economy, mandated the Africanization of all names and banned religious education in schools. Thereafter, the DR-Congo became known as Zaire. Mobutu himself took on the name Mobutu Sese Seko—“the all-powerful warrior who, because of his endurance and inflexible will to win, will go from conquest to conquest leaving fire in his wake.”

Personnel from the U.N. Mission in the Democratic Republic of the Congo stand accused of at least 150 major human rights violations. This is almost certainly just the tip of the iceberg, and the scale of the problem is likely to be far greater. The crimes involve rape and forced prostitution of women and young girls across the country, including inside a refugee camp in the town of Bunia, in northeastern Congo. The alleged perpetrators include U.N. military and civilian personnel from Nepal, Morocco, Tunisia, Uruguay, South Africa, Pakistan, and France. The victims are defenseless refugees, many of them children, who have already been brutalized and terrorized by years of war and who looked to the U.N. for safety and protection. The U.S. Congress should act to ensure that the U.N. personnel involved are brought to justice and that such barbaric abuses are never repeated. This scandal raises serious questions about U.N. oversight of its peacekeeping operations and the culture of secrecy and lack of accountability that pervade the U.N. system. The fact that abuses of this scale are taking place under U.N. supervision is astonishing, and it is inconceivable that officials in New York were unaware of the magnitude of the problem at an early stage.

Your Excellencies, Heads of State and Government,
Mr. Secretary-General,
Ladies and gentlemen,
I would like to thank you for having invited me to take part in this session of the United Nations Security Council dedicated to the situation in the Democratic Republic of the Congo. At a time when we thought that with the end of the so-called Cold War, the world would enter a new era of peace and cooperation for development, recent events unfolding in Africa are frustrating many of our expectations. Local conflicts have increased and the economic and social situation in many countries began to deteriorate. We also witnessed the emergence of other misfortunes, such as trans-national crime, drug trafficking and intolerance of every nature, especially based on ethnic and religious grounds. It is precisely to debate one of these conflicts, the conflict in the Democratic Republic of the Congo, that we are meeting here. The intensification and escalation of this conflict threatens to involve more and more neighbouring countries. This country, one of the. largest in Africa, extremely rich in natural resources, with a population of over 50 million inhabitants and sharing common borders with nine other countries, was ruled for many years by a dictator regime which transformed the country in a permanent base of aggression and destabilization against all the countries of the region, especially Angola.

08 July 2003 U.S. Denounces "Climate of Impunity" in Democratic Republic of Congo, July 7, 2003 (Ambassador Williamson's UNSC remarks) (2020) Both the international community and the leaders of the factions fighting in the Democratic Republic of the Congo have been faulted by the United States for failing to take steps to stop the brutality reported to be occurring during the conflict in that country. U.S. Alternate Ambassador to the United Nations Richard Williamson said in a U.N. Security Council meeting July 7 that "The international community has been too slow and too timid to respond to grievous crimes, and the leaders of the various fighting factions have failed in their responsibilities to end the excessive brutality of their forces" in the DRC. Williamson criticized what he called "a climate of impunity" in the DRC during a public Security Council meeting. The council heard reports on the political and human rights situation in the DRC from Undersecretary General for Peacekeeping Jean-Marie Guehenno and Acting U.N. Deputy High Commissioner for Human Rights Bertrand Ramcharan in which they stressed that real progress and lasting peace would take hold in the country only when the perpetrators of the ongoing violence and human rights abuses are brought to justice. Citing a series of reports, Security Council meetings and council denunciations of the DRC atrocities over the past five months including current reports of atrocities Williamson said, "Again our conscience is aroused. Again we say there can be no culture of impunity, yet these crimes against humanity continue and our words ring hollow."
