25 January 2000 Press Release WOM/1164 NEED TO MODIFY CULTURAL PRACTICES HARMFUL TO WOMEN IN DEMOCRATIC REPUBLIC OF CONGO STRESSED BY DISCRIMINATION COMMITTEE EXPERTS Experts stressed the need to modify cultural and traditional practices that were harmful to women this afternoon as the Committee on the Elimination of Discrimination against Women finished hearing questions posed to the Government of the Democratic Republic of the Congo following consideration of its initial, second and third periodic reports on implementation of the Convention on the Elimination of All Forms of Discrimination against Women. One expert suggested that good strategies and communications must be applied in the face of persistent practices that considered a woman to be no more than property. Many African countries had national committees against genital mutilation and other harmful traditional practices. With funding from United Nations agencies or other bodies, study trips could be undertaken to other African countries, where much could be learned. She said Ministries responsible for culture should approach experts for help in spreading positive knowledge and habits. Traditional chiefs, rural women’s associations and other authority figures could also exert a positive influence. The Democratic Republic of the Congo could learn from neighbouring countries like Zambia, which had been able to expand the use of contraception, despite having customs in common.

25 January 2000 Press Release WOM/1163 CONFLICT IN DEMOCRATIC REPUBLIC OF CONGO KEY ELEMENT OF ANTI-DISCRIMINATION COMMITTEE DISCUSSION The conflict in the Democratic Republic of the Congo was a key element at the heart of discussions this morning as the Committee on the Elimination of Discrimination against Women took up that country’s initial, second and third periodic reports on implementation of the Convention on the Elimination of All Forms of Discrimination against Women. Introducing the reports, Anastasie Moleko Moliwa, the Democratic Republic of the Congo’s Minister of Social Affairs and the Family, said that conditions of extreme poverty had been exacerbated by the 1996-1997 war of liberation and the current war of aggression imposed on the population by the country’s neighbours to the east Burundi, Rwanda and Uganda. She stressed the risk that the Government’s commitment to promoting women’s rights might yield no benefit if the national territory continued to suffer occupation by aggressors who continually raped and massacred women and children without any voice being raised at the United Nations to condemn the perpetrators of those crimes. As the Committee heard comments and questions from its members, one expert said the absence of peace in the Democratic Republic of the Congo was a major impediment to the implementation of the Convention. The country must mobilize its women to help in the implementation of the Lusaka Peace Agreement of July 1999.

The widespread destruction of homes and hospitals, the mass killings and brutality that characterised this ugly conflict have left children without families, people without limbs and widespread sickness. However, one dimension of the violence is likely to prove one of the most lasting and difficult to heal. The DRC conflict was particularly marked by the systematic use of rape as a weapon of war. While rape has, tragically, never been far from conflict in humanity's history, in the DRC it was clearly used by armed groups as one of the main weapons against their opponents and the civilian population. In eastern DRC, members of armed groups have raped tens of thousands of women, including young girls and the elderly, as well as a number of men and boys, in order to terrorize, humiliate and subjugate civilian populations. Mass rape in the DRC has contributed to the spread of HIV, which is predicted to have a catastrophic future effect on the health of the country. The DRC National Aids Program estimates that the rate of infection has reached 20% in the eastern provinces and could threaten more than half of the population within the next ten years. Some experts believe that the HIV prevalence rate in the east may actually be much higher. In a country at the heart of a continent so decimated by Aids, this has stark implications for the ability of DRC to recover from its recent conflict-scarred history.
