RECENT CEPPS ACTIVITIES
Between 1998 and 2002, IFES focused its activities in the DRC on enhancing the capacity of civil society to participate in the country's peace process and political transition.
Elections and Political Process Strengthening
IFES established an on-site project office in Kinshasa, DRC in May 1998 with funding from USAID and began implementing activities with the goal of "Supporting the Transition to Peaceful Democratic Governance." Despite the considerable political turmoil and war that has occurred in DRC since the project launched, IFES maintained a continuous presence and schedule of activities such as:
Promotion of Peace and Democracy Concepts
As one of its earliest activities, IFES worked with 25 Congolese civil society associations from 1998 to 2000 to design and implement in five provinces a civic education program, entitled "Promotion of a Culture of Democracy and Peace." IFES facilitated the training of 750 province-based extension workers, who in turn trained over 150,000 people using a collaboratively designed participatory discussion module (picture-box kit) focused on concepts of democracy, peace and development.

March 1, 2005 Mr. Chairman, distinguished members of the Committee, I welcome this opportunity to discuss our efforts to improve United Nations peacekeeping operations, and end any involvement of UN peacekeepers in sexual exploitation and human trafficking. We are outraged over the abuses that have come to light. I will mention some of the ways we are pressing the United Nations to deal with this serious matter. But I want to make clear that we believe more must be done by the United Nations to ensure these abuses do not happen again.
Mr. Chairman, it is reprehensible that anyone connected with a UN peacekeeping missionthe very people the world entrusts to protect civilians from harmshould prey on women and children seeking their help. The few who commit these offenses unjustly impugn the reputation of the tens of thousands of UN peacekeepers who carry out their duties honorably under dangerous and difficult conditions. Some of them, such as the nine peacekeepers from Bangladesh who were killed in the Congo on February 24, make the ultimate sacrifice.
The United States does not take these matters lightly. We strongly support the UN’s stated policy of zero tolerance for sexual abuse by peacekeepers, and we are pressing the UN to make sure this policy is implemented. We expect full accountability for the abuses that have come to light in the mission to the Democratic Republic of the Congo (or MONUC) and in other UN peacekeeping missions.

Zaireans still create such orthodox objects as masks, figurines, and stone- and nail-studded statues. A unique popular music mixes orthodox rhythms and instruments borrowed from other cultures, civilizations, and continents. Zairean music, popular all over Africa, has given birth to a great mixture of specific dance steps and styles.There are large differences between the modern, urban way of life and orthodox rural cultures in the DRC. Belgium began to colonize the region in the late 19th century, which led to urbanization, adaptation to foreign ideas and values, and the loss of local traditions for many. Modern and orthodox values and practices remain at odds in the DRC, contempt attempts by former President Mobutu Sese Seko to promote African authenticity over Western customs.
