The Democratic Republic of the Congo (formerly Zaire ) is a nation in central Africa and the third largest country on the continent. It borders the Central African Republic and Sudan on the north, Uganda Rwanda Burundi , and Tanzania on the east, Zambia and Angola on the south, and the Republic of the Congo on the west. The country enjoys access to the sea through a narrow forty kilometre stretch, following the Congo river into the Gulf of Guinea . The name Congo (meaning "hunter") is coined after the Bakongo tribe, living in the Congo river basin. Formerly, the Belgian colony of the Belgian Congo , the country's post-independence name was changed in , from Congo- Kinshasa (after its capital, to distinguish it from the Republic of Congo, or Congo- Brazzaville ) to Zaire , until . The culture of the Democratic Republic of the Congo reflects the diversity of its hundreds of ethnic groups and their differing ways of life throughout the country—from the mouth of the River Congo on the coast, upriver through the rainforest and savanna in its centre, to the more densely populated mountains in the far east. Since the late 19th century, traditional ways of life have undergone changes brought about by colonialism , the struggle for independence, the stagnation of the Mobutu era, and most recently, the First and Second Congo Wars . Despite these pressures, the customs and cultures of the Congo have retained much of their individuality. The country's 60 million inhabitants are mainly rural. The 30 per cent who who live in urban areas have been the most open to Western influences.

As for travellers, the DRC remains a no-go zone. Instability Rules Other than in Kinshasa, travel throughout the country is hazardous and difficult and many regions are highly insecure, particularly in the east and north of the country. The district of Ituri is especially dangerous according to the UN, with thousands of murders and rapes occurring each month amidst clashes between government troops, armed militia and tribal groups. Entry from Uganda or Rwanda should not be attempted.

History
Main article: History of the Republic of the Congo First settled by Mbuti, Congo was later settled by Bantu groups that also occupied parts of present-day Angola, Gabon, and Democratic Republic of the Congo, forming the basis for ethnic affinities and rivalries among those states. Several Bantu kingdoms notably those of the Kongo, the Loango, and the Teke built trade links leading into the Congo River basin. The first European contacts came in the late 15th century, and commercial relationships were quickly established with the kingdomstrading for slaves captured in the interior. The coastal area was a major source for the transatlantic slave trade, and when that commerce ended in the early 19th century, the power of the Bantu kingdoms eroded.

    I. Introduction
    Human Rights Watch strongly believes that accountability for serious past crimes is the foundation for post-conflict reconstruction based on the rule of law and respect for human rights. Impunity for atrocities committed in the past sends the message that such crimes may be tolerated in the future. Peace and justice should be seen as complementary, not contradictory, objectives.
    The initiative led by the European Commission (EC) to undertake a mission of national and international experts to carry out an Organizational Audit of the Democratic Republic of the Congo (DRC) justice system is greatly welcomed. The results of this mission will be critically important in determining both national and international support for the justice sector. It will also lay the groundwork to end impunity for serious past crimes as part of the political transition of the country. II. Transitional Period
