Methods of Gathering and Verifying Data
A central goal of this project was to develop a snapshot of precollegiate history education in the 50 states and Washington, D.C. Hired by the Organization of American Historians as the lead researcher for this OAH/AHA project, Sarah Drake Brown requested information in the following categories:
  • certification requirements for history teachers at the elementary, middle, and high school levels
  • standards in history for teachers
  • standards in history for the K-12 curriculum
  • high school graduation requirements and exit examination requirements in history
  • state criterion-referenced examinations in history
  • statewide resources for history teachers and contact information for state history/social studies specialists
  • statewide associations for teacher membership This proved to be a massive amount of data, so the information was collected in separate steps: independent searches for data, preliminary public presentations of initial findings, and early contact with numerous representatives in history education from each of the states and the District of Columbia. Preliminary data was then collected from the web sites created and maintained by the various departments of education and certifying bodies in each of the states. This information was then compiled into reports for each state, organized into sections based on the categories listed above.

    What is the condition of K-12 history education today? Answering this question requires an understanding of how the various states prepare and evaluate their teachers and students. This site offers a snapshot of state policies taken in Fall of 2002, focused on five key areas: teacher certification; content standards for teachers; content standards for students; high school graduation and exit exam requirements; and assessments. The Organization of American Historians and the American Historical Association present this survey to those who seek to measure and improve how history is taught in America's elementary, middle, and high schools.

    Alternative Certification Many states have developed or are initiating programs that provide alternative routes to teacher certification, particularly for mid-career professionals. The goal of such programs is to draw a diversity of individuals with in-depth subject matter backgrounds into teaching careers. Requirements for an alternative teaching license vary by state. For an overseas position, it does not matter what state your license is from. Generally, applicants must hold a bachelors degree in the subject to be taught, achieve a passing score on state-required examinations, complete an intensive teacher preparation program, and possibly fulfill a supervised teaching internship. Specific information on which school systems are offering internships can be requested from the schools. After satisfactory completion of these requirements, the applicant will be issued a teaching credential.

    "It is morally and educationally wrong," said Gregory R. Anrig, president of ETS, "to tell someone who has been judged a satisfactory teacher for many years that passing a certain test on a certain day is necessary to keep his or her job." Anrig said his company would no longer sell its National Teacher Examinations (NTE) to states or school boards that use the tests to determine the futures of practicing teachers. But the NTE controversy is more complicated than it may seem. The new ETS position arises more from self-interest than from concern about test use, and it raises hard questions that ETS has consistently found it lucrative to ignore. And attempts by ETS to defend its test only serve to reveal its deficiencies. But if using the NTE and its offspring to test practicing teachers is "morally and educationally wrong," as the president of ETS has asserted, why is it right to use the same tests to determine which aspiring Anrig told the New York Times the ability to be able to make accurate observations" [emphasis added]. Alternative certification is defined by specific state programs. While it is too early to know the results of such programs, evaluation questions can be framed. WHAT IS ALTERNATIVE CERTIFICATION FOR TEACHERS? Alternative teacher certification can be distinguished from certification processes which ignore training in professional studies, such as "emergency" certification, which carries the expectation that the teacher will obtain the necessary credentials or be replaced eventually by a regularly certified person. In any discussion of alternative certification for teachers, then, it is important to define precisely what is meant by the term. WHAT ARE SOME SPECIFIC ALTERNATIVE CERTIFICATION PROGRAMS?

    Students requesting out-of-state clinical placements (practicum and/or student teaching) are advised of the following:
  • Students requesting an out-of-state clinical placement must provide the following information along with their applications for clinical placements (by October 1 for spring placements and by March 1 for fall placements)
      Complete name and address of requested school district and/or school. Complete name, address, title, telephone number, and e-mail address of the school official(s) in charge of coordinating and/or approving clinical placements. Information regarding application procedures, forms, or packets (timelines, documents required, test score requirements, TB and medical requirements, etc.).
    Following receipt of the information described above, this office will make an official contact with the requested school district or school to inquire about placement possibilities. Students are cautioned to avoid making direct, personal requests for placements. While it is appropriate to seek general information about application procedures, many districts insist that only the colleges make requests for placements, and some will refuse a request if it is made in any other manner. This is to protect schools and districts from hundreds of requests from individual students. Multiple, non-specific placement requests such as "I want to be placed in any nearby PA school district" "or I would like a placement in my hometown" are not appropriate. This could mean making formal requests for placements in many different schools and districts, and could be very cumbersome, time-consuming, and unfair to other applicants who deserve an equitable share of our placement efforts.

    Procedures for Obtaining Teacher Certification - All Programs All Wilmington College teacher-preparation programs carry unconditional State of Delaware and NASDTEC (the National Association of State Directors of Teacher Education and Certification) approvals. This means that Delaware certification is guaranteed upon program completion. Applications for certification in other states require that you obtain and submit the correct application forms from those states. Most states also require an "institutional recommendation form" that must be signed by the Wilmington College Education Division Chair or the Wilmington College Coordinator of Clinical Studies. Although your Delaware certificate will be recognized and valid in the majority of other states, you still need to apply to any state in which you plan to teach, and you may need to meet additional testing requirements in effect in those states. Most surrounding states now require PRAXIS II content area tests in addition to PRAXIS I pre-professional skills tests. Contact the Wilmington College Office of Clinical Studies if you have additional questions or need help with your application.
