Delaware's General Assembly passes law to match state and federal accountability requirements because of federal requirements of ESEA, the "No Child Left Behind Act" Adequate Yearly Progress
for the results of Delaware's AYP rankings
The measurement is called "Adequate Yearly Progress" or AYP for short. It is the procedure used by the so-called No Child Left Behind Act to hold schools accountable for student performance.
It is based on two mandated statewide tests - mathematics and reading/language arts.
AYP is measured both for all students as well as several subgroups: major racial/ethnic groups, students in poverty, limited-English proficient students and students with disabilities. Schools and districts must meet certain targets in every one of the 37 subgroups in order to have achieved Adequate Yearly Progress. And, the so-called No Child Left Behind Act requires that by the school year 2013-14, 100% of all students must score at the proficient or above level. It's much more complex, but that's the gist.

DELAWARE
I. Background:
Delaware's sodomy law was repealed in 1973. The American Bar Association (ABA) recommended in 1990 that all state codes on judicial conduct adopt non-discrimination prohibitions that include sexual orientation, which 25 states did. Delaware, instead, added a footnote to the commentary section of its code with a general nondiscrimination provision. The regular state legislative session runs from Jan-09 to Jun-30. The University
TRADITION AND INNOVATION - OUR HISTORY AND OUR FUTURE
One of the oldest institutions of higher education in the country, the University of Delaware combines tradition and innovation, offering students a rich heritage along with the latest in instructional and research technology. The University traces its origin to a small school in New London, Pa., opened in 1743 by the distinguished Colonial scholar, the Rev. Dr. Francis Alison. By 1765, the school had been moved to Newark, Delaware, where it received a charter as the Academy of Newark from Thomas and Richard Penn in 1769. The State of Delaware chartered the school in 1833, and the institution was renamed Delaware College in 1843. A Women’s College was opened in 1914, and in 1921, the two coordinate colleges were officially named the University of Delaware. Graduate programs leading to a master’s degree have been available since before the turn of the century. Doctoral programs have been offered since the 1940s. Currently, the University offers more than 100 different programs leading to a master’s degree and over 40 different programs leading to a doctoral degree through 46 departments in the seven instructional colleges. In 2004, 646 master’s degrees and 172 doctoral degrees, 15 Doctor of Education degrees and 31 Doctor of Physical Therapy degrees were conferred.
