But since the 1999 Columbine tragedy, parents, schools and legislatures have become actively involved in bullying prevention campaigns.

Since 1970, psychologist Dan Olweus, PhD (pronounced Ol-VEY-us) has led research and created intervention techniques to reduce bullying among kids.
After three adolescent boys in northern Norway committed suicide in 1983, probably as a consequence of severe bullying by peers, the Norwegian Ministry of Education commissioned Dr. Olweus to conduct a research and intervention project on bully/victim problems. The result was the Olweus Bullying Prevention Program, which has since been refined, expanded, and evaluated with positive results.
How the Program Works
Initially, Olweus trainers meet with school administrators. They must commit time and resources to the program. If there is a commitment, 12 to 15 teachers, school staff members, parents and students receive training.
Next, students fill out anonymous surveys asking questions that can determine the level of bullying and victimization at the school, the type of bullying that takes place and bullying hot spots.

DELAWAREANS: START YOUR DEGREE PROGRAM CLOSE TO HOME
The A.A. program is designed to enable students to complete sixty credits for the A.A. degree in two years, and then to move to the UD main campus in Newark to complete a bachelor’s degree. All of the sixty credits required for the A.A. will apply toward a B.A. degree offered through the University’s College of Arts and Sciences. The University – Delaware Tech Partnership The A.A. Program is offered as the result of a unique partnership between the University and Delaware Tech. Delaware Tech provides classrooms and other facilities to enable the University to bring its teaching resources to locations throughout the state. The A.A. degree is a UD degree, and the courses for the A.A. degree are UD courses which appear on the UD transcript, but the physical location of the classrooms is at Delaware Tech. UD instructors provide the course instruction. UD and Delaware Tech together provide academic support, including on-site academic advisement, tutoring, skills enhancement, and other services. Delaware Tech and UD also share responsibilities for registration, billing, financial aid, and other student services. The goal is to bring the best of both institutions to serve the educational needs of Delaware residents.

§ 4201. Legislative intent. § 4202. Delaware Center for Educational Technology. (a) There is hereby established the Delaware Center for Educational Technology (Center). The Center shall be a public education agency, created for the purpose of coordinating the use of technology by Delaware's several school districts, the Department of Education and any other organization, public body or other entity specifically designated by the General Assembly for the purpose of carrying out the public education of the citizens of Delaware. The Center shall be established, for budgetary purposes, in Public Education as a separate internal program unit. (b) The Center shall be governed by a Board to consist of 13 voting members as follows: (1) Three persons appointed by the Governor with expertise in the field of computer information systems; (2) Two persons who shall be public school district superintendents; (3) Two persons who shall be public school teachers appointed by the Delaware State Education Association, who are knowledgeable in computer technology and can assist with the practical implementation of telecommunications technology; (4) Two persons who shall be public school district principals, 1 from the elementary level and 1 from the secondary level both appointed by the Delaware Association of School Administrators;

§ 5501. Scholarships. (a) There is appropriated the sum of $100,000 annually to the Delaware College, University of Delaware for the purpose of establishing scholarships at Delaware College, University of Delaware. (b) The minimum number of scholarships to be awarded in each and every year shall be 60. (c) The committee to award such scholarships shall be 3 in number, and shall be composed of 1 member of the faculty at Delaware College, 1 member of the Athletic Council at Delaware College and 1 member of the Alumni Association of Delaware College. The said committee shall be appointed by the Board of Trustees of the University of Delaware for such term or terms as the said Board may deem advisable. (d) The State Treasurer is authorized and directed to pay to the University of Delaware for Delaware College the sum of $100,000 in each and every year upon warrant or warrants signed by the chair and secretary of the committee. (a) Definitions. The following words, terms and phrases, when used in this section, shall have the meaning ascribed to them except where the context clearly indicates a different meaning:
  • "Crime" includes a felony, misdemeanor or violation defined in the Delaware Code, as well as behavior by a person under 18 years of age which would be considered a felony, misdemeanor or violation if it had been committed by an adult. "Non-instructional designee" means a school employee whose primary job duty does not include teaching students. "Notification" means direct contact by telephone, in person, or by certified mail, unless otherwise designated. "Parent" includes natural parent, adoptive parent, or any person, agency, or institution that has temporary or permanent custody or guardianship over a student under 18 years of age. "Parent conference" includes a meeting by telephone or in person, unless otherwise designated.

Various provisions in state statutes grant charter schools varying levels of authority to govern themselves and to make decisions regarding the operation of the schools, including decisions related to personnel, curriculum, and expenditures. The extent of a charter school's operational autonomy will have an impact on how special education programs are implemented in these schools. As described in the following paragraphs, statutory provisions that give higher levels of autonomy include ones that allow or require charter schools to (1) operate independent from local school districts, (2) make their own personnel decisions, (3) be exempt from state and district education laws and regulations, (4) assume liability for their actions, and (5) receive their funding directly from the state.
