Delaware DataMIL: A Web-Based Mapping Collaboration
The most common problem people have when creating or viewing a map is currentness of the geographic information. Data producing agencies usually maintain their databases on an as-needed or continual basis. When the real world changes, those changes are reflected in the digital database. However, by the time this database gets to the user, the information is nearly always out of date. Is it possible for the user to access this real-time database? In cases where the user may have some knowledge that can improve the existing database, is it possible for the user to get that information back to the appropriate agency? If so, how? Another prominent issue facing the geographic data user is the enormous amount of information available today. For instance, a researcher at the University of Delaware is studying population movement within the State. A quick search on the Web for transportation data reveals numerous options. Digital data of the roads in Delaware can be obtained from the Delaware Department of Transportation, U.S. Census Bureau's TIGER/Line files, United States Geological Survey (USGS) digital line graphs (DLG), or a number of private companies that charge a fee for a more accurate and current data set. How does the researcher select a data source without spending countless hours reading through metadata? Furthermore, can the researcher be sure that the roads data set will align properly with other data sets needed for the study such as local boundaries, land use areas, or water features?

Delaware Department of Labor Maps a Difference in People's Lives
In Delaware, getting information on employment opportunities and the labor market just got a whole lot easier thanks to interactive mapping on the Web. The Delaware Department of Labor (DOL) constructed a Web site that is breaking ground for the automation, integration, and access to social services information. People looking for employment now have a new tool at their disposal in the form of an interactive, GIS-based Web site called Career Directions, located at www.delawareworks.com or www.oolmi.net "Government agencies are raising the bar in efficiently serving people," says Jack Dangermond, president, ESRI. "The ability to bring agencies, information, and people together is a fundamental exercise better executed using GIS technology. The innovation of the Delaware Department of Labor takes this integration strategy one step further by using the Web and GIS to open up access to information. It's a real testament to their vision and leadership."

Delaware was the only state to belong to Sweden and Holland. England won the area that is known now as Delaware from the Dutch in 1664. About 100 years later, the American flag was first displayed in battle at the Revolutionary Battle of Cooch’s Bridge. Named for Lord De La Warr, Delaware was the first state to ratify the new constitution in 1787. Wilmington, the largest city, is the home of E.I. du Pont de Nemours and Co., one of the world’s largest manufacturers of chemicals. The DuPont family has had economic and political influence on the state for many years. On the Eastern Seaboard of the United States, Delaware is bordered by the Atlantic Ocean and Delaware Bay, as well as by the states of New Jersey, Pennsylvania and Maryland. Governments depend on a common set of geographic base information as a tool for economic and community development, land and natural resource management, and health and safety services. Emergency management and defense operations rely on this information. Private industry, nongovernmental organizations, and individual citizens use the same geographic data. Geographic information underpins an increasingly larger part of the Nation's economy. Available geographic data often have the following problems:
  • They do not align with each other because layers are frequently created or revised separately, They do not match across administrative boundaries because each producing organization uses different methods and standards, and They are not up to date because of the complexity and cost of revision.

Information The U.S. Geological Survey (USGS) is developing The National Map to be a seamless, continuously maintained, and nationally consistent set of online, public domain, geographic base information. The National Map will serve as a foundation for integrating, sharing, and using other government and private sector data easily and consistently. The National Map will include digital orthorectified imagery, elevation data, vector data for hydrography, transportation, boundary, and structure features, geographic names, and land cover information. The data will be the source of revised paper topographic maps. Partnerships between Federal, State, and local government agencies and the private sector are the key to implementation of The National Map . The USGS will guarantee the national completeness and availability of base geographic information and will organize nationwide efforts to create and sustain partnerships to build The National Map from the best available data from government and commercial sources. When no other source exists, the USGS will provide data through contract and limited in-house production.

Notes Surveying and mapping activities flourished in the United States as people began moving inland over the inadequately mapped continent. The settlement of the frontier, the development of agriculture, and the exploitation of natural resources generated a demand for new ways to move people and goods from one place to another. Privately owned toll or turnpike roads were followed first by steamships on the navigable rivers and by the construction of canals and then in the 1830s by the introduction of railroads for steam-powered trains.
The Beginnings of American Railroads and Mapping Railways were introduced in England in the seventeenth century as a way to reduce friction in moving heavily loaded wheeled vehicles. The first North American "gravity road," as it was called, was erected in 1764 for military purposes at the Niagara portage in Lewiston, New York. The builder was Capt. John Montressor, a British engineer known to students of historical cartography as a mapmaker.

The three main areas in which we utilize GIS Technologies include: What is GIS? Simply put, a GIS combines layers of information about a place to give you a better understanding of that place. What layers of information you combine depends on your purpose—finding the best location for a new store, analyzing environmental damage, viewing similar crimes in a city to detect a pattern, and so on. To make The National Map a reality, the USGS must change from its role as a data and topographic map provider to a new set of roles. These involve creating partnerships for data sharing, bringing together and integrating data from numerous sources to produce a nationally consistent dataset, providing data and tools over the Web, and making updated topographic maps from the digital data. It is our mission to ensure that complete, accurate, and current base geographic information is available to all users at a resolution that supports national needs. To begin this process, we are working with selected partners in other Federal agencies (such as the Forest Service, Bureau of the Census, and National Oceanic and Atmospheric Administration), in State Governments (such as Texas and Delaware), and in local governments and agencies (such as Spokane County, Wash., and the Tahoe Regional Planning Agency, Calif.-Nev.) to share and bring together data from the best available sources. These sources include our own national datasets, such as elevation and hydrography data and geographic names. We are creating a Web capability so that users can browse the available data, view and make maps from these data, and link to more detailed and more complete data sources. Our initial Web application allows users to access these datasets through an interactive map viewer, using only their Web browser. This means that users do not have to have special software on their own computers. The current viewer demonstrates basic functions. We plan to enhance the viewer for advanced users and geographic information system (GIS) specialists.
