Secretary of State Windsor Addresses the Future of Delaware's Libraries
April 21, 2005 DOVER - In an information-rich world, Delaware's libraries "need to constantly reinvent themselves," Secretary of State Harriet Smith Windsor told legislators and librarians at the 12th annual Library Legislative Action Day. Secretary Windsor thanked Delaware legislators for supporting urgently needed programs to upgrade and expand Delaware's libraries. She acknowledged the joint efforts of the governor, the General Assembly, the State Department's Division of Libraries, and private groups such as the Delaware Library Association, which sponsored the event. Windsor noted that results are now coming in from "what may well be the nation's most comprehensive assessment of a single state's libraries." The one-year Statewide Master Study for Library Services and Construction calls Delaware's bond program for public library construction "one of the finest in the country." The report lists state support as a major asset to Delaware's libraries. It suggests improvements such as increased library staffing and conveniently located "anchor libraries" with large collections, an idea that is under consideration. "The goals of the Delaware Division of Libraries are quite simple," Windsor said: "to enhance customer services, to reach non-library users, and to increase collaboration among libraries in order to optimize limited resources."

Library Advocates, Legislators to Meet April 21 to Discuss the Future of Delaware's Libraries
April 14, 2005 Dover - Library officials, advocates, patrons, and other lovers of libraries will have an opportunity to meet with Delaware legislators at the 14th annual Library Legislative Action Day on Thursday, April 21. The event is presented by the Delaware Library Association and the state's Division of Libraries. A full day of activities is planned, including a continental breakfast and information session at the Delaware Division of Libraries in Dover, lunch with legislators, an address by Secretary of State Harriet Smith Windsor, and the reading of a Governor's Proclamation, followed by dessert and informal discussions with legislators at Legislative Hall. Since the first event in 1992, library supporters have influenced legislation and funding to benefit libraries throughout Delaware. During that time, state funding for libraries has increased by more than 150 percent, and more than $20 million of state funds have gone into library construction projects. Statewide library automation and lending has been achieved, and progress is being made toward creating a statewide catalog of library holdings. Last year, Delaware residents performed more than 400,000 searches using databases in DelAWARE : The Digital Library of the First State. Delaware students are benefiting from the use of databases brought to them through UDLib/SEARCH.

The Delaware Division of Libraries announced that the passage of the states FY2000 operating budget means a record-setting amount of public library aid, $2.80 per capita, a 14 percent increase over 1999 and a doubling of state aid since 1994. Also, appropriations totaling $741,000, an almost 20 percent increase over FY 1999, were granted to the Department of Education/University of Delaware Library and to the Division of Libraries to provide digital resources. State Librarian Tom Sloan thanked several legislators, Gov. Tom Carper, the Delaware Library Association, and the State Friends of Libraries as key to achieving the increases.

Mary Chute Mary Chute brings more than 20 years of professional library experience to IMLS. She comes to IMLS from the Delaware Division of Libraries/State Library, where she held the position of Director and State Librarian. As Director and State Librarian, Ms. Chute promoted the extension and improvement of statewide library services through community outreach, library automation, adopting new technologies, and resource sharing. Ms. Chute oversaw programming throughout the state's public libraries, including DelAWARE: The Digital Library of the First State, and the Delaware Library for the Blind and Physically Handicapped. Ms. Chute served as the state's advocate for libraries with the legislature and the public. Ms. Chute with the staff at the Delaware Division of Libraries assisted in adapting the Library Associate Training Institute from Maryland for Delaware's libraries. In accord with Ms. Chute's vision of superb 'customer service' in libraries, the program will focus on strengthening the communication skills of all library staff. Ms. Chute and the Delaware Council on Libraries have laid the groundwork for an ambitious statewide technology plan for Delaware's libraries, the goal of which is to design a single patron database and a single statewide catalog supported by the state library. Under Ms. Chute's leadership a statewide reading program for all ages, "Delaware Reads about the American Dream," is being initiated as a collaborative effort between Delaware's public libraries and the state Department of Education.

    The University of Delaware's attractive main campus is located in a suburban community of 30,000 and is within easy reach of the cultural resources of Philadelphia, New York, Baltimore, and Washington. The University of Delaware Library is comprised of the Morris Library and four branch libraries.     ALA accredited masters degree. Minimum 2 years professional cataloging experience with rare books and special collections materials. Working knowledge of at least two Western European languages (including Latin). Working knowledge of Library of Congress classification, Library of Congress Subject Headings, Descriptive Cataloging of Rare Books, Anglo-American Cataloguing Rules, 2nd ed. rev., Library of Congress Rule Interpretations and MARC formats. Cataloging experience using a national bibliographic utility and integrated online system. Strong skills in interpersonal relations, and oral and written communication. Ability to work productively and cooperatively in a complex environment while maintaining effective working relationships. Appreciation for the physical book and the role of primary materials in scholarly research.
