Where are states' strengths and weaknesses in international affairs? What are colleges, businesses, community groups and government doing to prepare the next generation of internationally competent citizens? Statewide assessment of where international education stands can provide a much-needed foundation to which to build a network of stakeholders and model programs.     CURRICULUM AND INSTRUCTION
    Health Education
    Delaware State Board of Education Administrative Code (2000) requires schools to provide instruction to students in grades K-12 in health education and to follow the Delaware Health Education Curriculum Framework (2001). Students in grades K-4 must receive a minimum of 30 hours of "comprehensive health education and family life education" in each grade, at least 10 of which must address drug/alcohol education. The health education requirement increases to 35 hours in grade 5 and grade 6, and a total 60 hours within grades 7 and 8, with 15 hours of drug/alcohol education provided in each grade. Administrative Code specifies that students receive 15 hours of instruction in drug/alcohol education during each grade of high school.
    Administrative Code (2004) provides the formal approval of the state content standards in health education, which are embedded within the Delaware Health Education Curriculum Framework . This skills-based framework explicitly references the National Health Education Standards.
    However, students are not required to pass a statewide assessment in health education.

    Overview
    The Compact for Learning and Citizenship is an organization of state chiefs and superintendents committed to linking school-based service and service-learning to K-12 curriculum and to organize schools to maximize community volunteer efforts. Goal 1 Service and Service-Learning Compact members recognize the value of engaging students in service activities that are attached to the curriculum and meet local community needs. Recent studies clearly show that students involved in community service-learning not only tend to be more involved and better citizens, but also significantly improve their academic knowledge and skills. Service and service-learning should be integral components of all K-12 students’ study. K-12 teachers should be provided the formal opportunity to understand the principles and good practices of service-learning . This can occur in pre-service teaching training and/or in-service professional development. Service-learning is an effective pedagogy to meet national, state, and local education initiatives (e.g., safe and drug free schools, school-to-work, Goals 2000, education reform, etc.). Goal 2 Maximizing the Efforts of Community Volunteers Compact members are committed to providing high-quality opportunities for citizens to volunteer in K-12 schools. Members understand the value of volunteers and the role they play in assisting both students and teachers to succeed.

    The inspiration for this new effort stems from the overwhelming demand voiced by parents across the nation. Since starting up SAF, we have been continually besieged to expand our efforts to include the primary and secondary schools, where partisan indoctrination is reportedly just as rampant as on the college campuses. Parents and Students for Academic Freedom will address this need. Another example occurred at a Catholic high school. During the war against the Taliban following 9/11, the administration set up a table in the cafeteria where they encouraged students to send bags of rice to President Bush to show him that the Afghan people need food, not war.

    Delaware's General Assembly passes law to match state and federal accountability requirements because of federal requirements of ESEA, the "No Child Left Behind Act" Adequate Yearly Progress

    The measurement is called "Adequate Yearly Progress" or AYP for short. It is the procedure used by the so-called No Child Left Behind Act to hold schools accountable for student performance.
    It is based on two mandated statewide tests - mathematics and reading/language arts.
    AYP is measured both for all students as well as several subgroups: major racial/ethnic groups, students in poverty, limited-English proficient students and students with disabilities. Schools and districts must meet certain targets in every one of the 37 subgroups in order to have achieved Adequate Yearly Progress. And, the so-called No Child Left Behind Act requires that by the school year 2013-14, 100% of all students must score at the proficient or above level. It's much more complex, but that's the gist.

    While the Brown v. Board of Education ruling led to massive changes in how America educates its children, it was the result of a long struggle that continues even in the shadow of the 50th anniversary of the decision. The timeline below, culled from a variety of resources, illustrates that struggle from 1887 to today. Twenty-two years after the Civil War ends, and 12 years after Congress passes the Civil Rights Act of 1875, "Jim Crow" emerges. Florida becomes the first state to pass a law requiring segregation in places of public accommodation; by 1892, eight other states have similar laws in effect. This practice of "comprehensive racial segregation" continues for more than 70 years. In Plessy v. Ferguson, the Supreme Court rules that "separate but equal" facilities for whites and blacks do not violate the 14th Amendment's Equal Protection Clause. In the case, Homer A. Plessy challenged an 1890 Louisiana law that required separate train cars for blacks and whites. The lone dissenter among the justices, John Marshall Harlan, predicts that forced segregation would continue to label blacks with a badge of inferiority. Harlan's argument later would prove to be a decisive factor in the Brown v.
