State of State: Making Delaware 'better than ever': Minner sets second-term goals By Joe Rogalsky, Delaware State News DOVER - Gov. Ruth Ann Minner delivered a State of the State speech on Tuesday loaded with goals that she says will shape Delaware's future long after her second term ends in January 2009. "A week ago, after taking the oath of office for my last time, I told you that these next four years for me would be about sowing the seeds of our state's future," the governor said. "Today, I am proud to share some of the finer details of the broad portrait I painted last week, a picture of a future Delaware where our schools, our health, our environment, our economy and our government are better than they are now and better than they've ever been." The speech, which lasted about 40 minutes, laid out a number of new programs. The governor also reaffirmed support for implementing full-day kindergarten programs in all school districts by the 2008-09 school year. "The cost of health insurance affects every Delaware family," Gov. Minner told a joint General Assembly session gathered in the Senate chamber.

Wilmington, Delaware: In a letter to Delaware State Education Association leadership, Vivian Houghton, Green Party candidate for Attorney General, outlined her visions of Delaware Education. The text of the letter follows. VISION OF DELAWARE EDUCATION One may ask why a candidate for Attorney General is addressing the issue of education. One reason is, of course, because our children¹s education is so very important. In addition, the office of attorney general occupies an intersection of law and public policy, where there is much opportunity to have policy impact on state government agencies and the legislature. NJHelps www.njhelps.org ) is a free service offered by the New Jersey Department of Human Services Division of Welfare Services and is an easy way for you to prescreen for several welfare programs that are available to help you and your family. Washington, DC 20510 E-Mail Me Adobe PDF version Tom Carper first fell in love with Delaware when he looked out the window of a military transport aircraft flying over Dover Air Force Base during his early years in the U.S. Navy. He went on to complete five years of service as a naval flight officer and continued to serve in the Naval Reserve until retiring from military service in 1991 with the rank of captain. After serving as a mission commander in Southeast Asia during the Vietnam War, Tom Carper returned to Delaware in 1973 where he earned his M.B.A. at the University of Delaware . His career in public service began in 1976 when he was elected to the first of three terms as Delaware 's state treasurer. In 1982, he was elected to represent Delaware in the U.S. House of Representatives. After serving five terms as a U.S. congressman, Tom Carper became the 78 th governor of Delaware in 1993 and served two terms in that role. As governor, Tom Carper pursued a common-sense agenda that cut taxes, increased the “rainy day” fund and boosted Delaware 's credit rating to an all-time high. During his second term as governor, Tom Carper was selected by his colleagues to serve as chairman of the National Governors' Association (NGA). While serving as chairman, he also directed the NGA's “Center for Best Practices” which focused on developing and implementing innovative solutions to policy challenges that faced by governors around the nation.

For Grandparents and Special Others Raising Children Delaware Grandparents and Other Relatives Raising Children A State Fact Sheet August 2002 Across the country, more than six million children approximately 1 in 12 children are living in households headed by grandparents or other relatives. Delaware has more than 113,000 children living in households headed by grandparents or other relatives. In many of these households, grandparents and other relatives are the primary caregivers (“kinship caregivers”) for children whose parents cannot or will not care for them due to substance abuse, illness and death, abuse and neglect, economic hardship, incarceration, divorce, domestic violence, and other family and community crises. In response to the growing numbers of these kinship care families, state legislatures, public and private agencies, and grassroots coalitions in Delaware and across the country have begun to expand services and supports for children living with kin inside and outside of the foster care system.
A Look at the Numbers: Kinship Care in The Delaware The data below show the numbers of grandparents who are living in households with at least one grandchild under the age of 18, as well as the numbers of grandparents who are the primary caregivers for these grandchildren. These numbers were reported by the 2000 U.S. Census and are available for every place (as defined by the U.S. Census Bureau) in the country, including cities, towns, villages, and boroughs, on the U.S. Census website.*

  • Recruits and places Child Support field volunteers around the State. CSVP's Paternity Opportunity Program trains hospital staff, midwives and community based organization representatives on offering the Acknowledjment of Paternity (AOP) to unwed parents. Certification training is done annually. Offers presentations to community groups, civic organizations, and parents about how the Child Support System works. Displays Child Support exhibits at conferences. Teaches young people about the legal rights and responsibilities of parenting. Develops cooperative efforts in local communities to provide better customer service. Helps deaf and hard of hearing customers receive appropriate Child Support services. Works with advocacy groups to outreach special populations, including young fathers, incarcerated parents, and Head Start parents. Helps develop referral systems for non-custodial parents to employment opportunities.
Our accomplishments during State Fiscal Year 2004:
  • 1,183 volunteers contributed 97,379.75 hours to child support offices statewide.
