General Information
The Delaware State Housing Authority (DSHA) was created in 1968. Over the past 30 years, DSHA has served an integral role in Delaware's economic and social plan, demonstrated by the inclusion of the DSHA director as part of the Governor's Cabinet. Today, DSHA functions as a government agency as well as an entrepreneurial developer and lending institution. In addition to its role as the State's housing finance agency, DSHA owns and operates 487 units at nine public housing sites, administers 791 Section 8 certificates and vouchers, and acts as a community development organization. DSHA's MTW Program began May 14, 1999 and will terminate June 30, 2005.

CHAPTER 64. BUDGET APPROPRIATION BILL POLICIES AND PROCEDURES
§ 6401. Intent. The intent of this chapter is to establish the policies and procedures for implementation of the Budget Appropriation Bill. (67 Del. Laws, c. 250, § 1.) § 6402. Scope. This chapter shall apply to all state departments and agencies receiving appropriations as set forth in the Budget Appropriation Bill. (67 Del. Laws, c. 250, § 1.) § 6403. Definitions. As used in this chapter the terms "department" and "agency" mean those entities receiving an appropriation in the Budget Appropriation Bill. (67 Del. Laws, c. 250, § 1.) § 6404. General provisions. (a) Nothing contained in any contract entered into, pursuant to Chapter 13 of Title 19, or Chapters 13 and 40 of Title 14, which contract is entered into or renegotiated after July 1, 1973, shall require the payment of moneys for any item, purpose or benefit for which a specific appropriation by the General Assembly has not been made for the current fiscal year or any subsequent fiscal year or any part thereof, during which such contract is effective. (b)(1) The provisions for salaries in the Budget Appropriation Bill are projected to cover the salaries and wages which shall become due and payable during the fiscal year. All agencies shall stay within their appropriations for salaries as well as positions authorized.

Member Programs of the DCADV are programs that provide direct services for victims of domestic violence under the auspices of a non-profit organization. Abriendo Puertas, Sussex County
Abriendo Puertas assists the immigrant women and their children of Sussex County who are victims of violence. Abriendo Puertas runs a 24 hour bi-lingual Domestic Violence Hotline 302-745-9874 and a shelter for women victims of abuse. The facility is prepared to house five (5) women at a time with their children, for a transition period of thirty (30) days that may be extended as needed. The women are provided with support, counseling, court advocacy, transportation, translation, and general case management services, including health, housing, job opportunities, etc. The staff of Abriendo Puertas is fully bi-lingual in Spanish and English. State Partnership Program
The program supports the combatant commanders in that cooperative security is achieved, and just as importantly, the National Guard personnel gain invaluable experience interfacing with people of diverse cultures. The state partners actively participate in a host of engagement activities ranging from bilateral familiarization and training events to exercises, fellowship-style internships and civic leader visits. The partner countries benefit from exposure to the concept of military support to civil authority as well as to a cost-effective reserve component model. The National Guard, with its ability to develop long-term relationships with people from other countries as well as develop contacts in both civil and military realms, is better positioned than the active components to enhance regional stability and promote civil-military relationships. In fiscal year 2006 and beyond, we expect to take the program to the next level of security cooperation by working with geographic combatant commanders. We look for increased interaction at the action officer and troop level. The partner countries are eager for more hands-on (how to) engagement events. The National Guard will step up and accomplish these new objectives.
