Interview with Bruce Joyce: Making assessment part of teacher learning By Dennis Sparks Journal of Staff Development , Fall 1998 (Vol. 19, No. 4) JSD Joyce: Continuous adult learning JSD Joyce: If a staff development program is to have an impact, teachers and administrators must continuously study what they are implementing. If we do some training in June and hope that it will have impact in September, our chances are terrible. The person who is conducting training needs to be in a school about a day a week, which includes watching teachers teach, talking with them, and spending a couple of hours of study with teachers on how to implement what they are learning. More specifically, the training has to include a rationale for what teachers are being asked to do and lots of demonstrations. In our experience, if teachers are learning new repertoire, they need to see 15 live demonstrations or videotapes for a modest-size change in practice. Studying implementation JSD : I heard you say a year or two ago that we should expect the effects of staff development on student achievement to show up in the first year. Joyce: An example of this is the Second Chance Reading Program that we developed for middle school or high school level students who didn’t learn to read effectively in the primary grades. ("A Second Chance to Learn to Read,’’ by Beverly Showers, et al Educational Leadership, March 1998.) We found that a multi-dimensional literacy program for these students can produce substantial gains in the first semester. Once implementation was achieved, the quality of students’ reading progressed five or six times more rapidly than it would have otherwise.

About the Community Affairs Department

in Mathematics Education at University of Maryland The Mid-Atlantic Center is a partnership involving mathematics educators and mathematicians "This continuation of this outstanding program with support from the NSF recognizes the leadership role the University of Maryland has taken in providing a knowledge base for improved practice of mathematics education," says Edna Mora Szymanski, Dean of the College of Education. "By collaborating with our partner universities and schools, we combine our strengths and resources to address important problems facing mathematics education today." Over the past four years, the Center has addressed two tasks that are fundamental in improving the personnel infrastructure in mathematics education. First, the Center faculty have designed and developed and innovative program of doctoral and postdoctoral studies that is preparing leaders for mathematics education work on teacher preparation and professionals development, curriculum, policy, and research. Merck: Professional Development in Merck Institute For the training of teachers in the use of the first modules to be implemented, the Merck Institute and its partner districts followed a variety of strategies, including training at a nearby university, training sponsored by the U.S. Department of Education, training by curriculum supervisors and training by the developers and publishers of the modules. Although teachers benefitted from all of these sessions, relatively little attention was paid to expanding teachers' science knowledge, practicing inquiry-centered instruction, or extending science instruction beyond the modules. In addition, during the first two years of the Partnership, the Merck Institute supported the professional development of teachers in ways not directly related to the use of modules. It enabled teachers to participate in national forums; to hear experts and interact with teachers from other districts; to attend, in substantial numbers, the annual convention of the National Science Teachers Association and to attend workshops at informal science centers. As a follow-up to the earlier National Elementary Science leadership Institutes, the Form district teams attended the Next Steps Conference also sponsored by the NSRC. In addition district teams visited TERC in Cambridge, Massachusetts, to familiarize themselves with new offerings in technology education.

The College and its campuses are fully accredited by the Commission on Higher Education, Middle States Association of Colleges and Schools. In addition, several curricula have earned program-based accreditation by various professional organizations.
BRIEF HISTORY
The studies and reports of the original board were used to create the Southern Campus which opened in September 1967, near Georgetown in Sussex County, with 367 students enrolled. The name was changed to the Jack F. Owens Campus in May 1995. A temporary Northern Campus opened in New Castle County in 1968. The Northern location was replaced by two campuses Stanton in the fall of 1973 and Wilmington in the spring of 1974. The Terry Campus opened in 1972 north of the City of Dover.
The President's Office, located adjacent to the Terry Campus, functions as a central office by providing a variety of services in support of the campuses. Delaware Tech's enrollment has grown dramatically in recent years. Students of all ages, backgrounds, and walks of life have benefited from the training and education that is provided. It is estimated that one-fourth of Delaware's population has taken courses at Delaware Tech during its short history.
MISSION STATEMENT
The College believes in the practical value of higher education as a means of economic and personal advancement. The College respects and cares for students as individuals and as members of diverse groups, and supports their aspirations for a better life.
