This course is a comprehensive approach for anyone interested in conducting research. The Delaware Center for Educational Technology (DCET) is creating a telecommunications infrastructure in Delaware's public schools to enable students, through the use of educational technology, to meet academic standards and to develop the skills needed by a world-class work force. The underlying basis for the work of the Delaware Center for Educational Technology is that all Delaware children, regardless of social or economic standing, will have access to the resources to be able to learn to the fullest of their abilities and become productive members of society. February 9, 2000 Chairman Castle, members of the Subcommittee on Early Childhood, Youth and Families, good morning, and thank you for providing me the opportunity to participate in your critically important deliberations regarding the reauthorization of ESEA, Title VI. As you are aware, Title VI has served as a key discretionary funding component to school districts throughout the nation. This funding stream for "innovative strategies" is particularly vital in supporting standards-based education reform statewide district-by-district and school-by-school. Delaware’s Title VI allocation for last school year, over $1.7 million, benefited thousands of public and private school children and provided staff development for over 3,000 public and private school educators. In Delaware, Title VI funds – together with Goals 2000, Title I, Eisenhower professional development, and the federal technology programs – have been instrumental in supporting Governor Carper’s educational reform initiatives in local districts and schools across the state. Individual districts enjoy the flexibility provided by Title VI funding and local allocations have been targeted into four program categories: library initiatives, school climate and discipline programs, technology acquisitions, and innovative programs aimed at enhancing student achievement.

I wish to provide the subcommittee with actual experiences from my school, Sussex Technical High School, that show how effective career-technical education can make a significant difference for all students in their academic achievement when integrated with academics and I would like to emphasize that this type of educational programming needs to continue so that all students are successful in meeting the requirements of No Child Left Behind. Sussex Technical High School began as a shared-time vocational center in rural southern Delaware. The Center’s mission was to serve part-time students from seven independent "feeder" school districts. By the mid-1980’s, the serious flaws in this delivery system had become obvious. For example:

Overview of Needs Assessments, Goals, Evaluation Plans, and Programs The Delaware Division of Libraries has identified the needs of Delaware libraries that are consistent with the purposes of the Federal LSTA for inclusion in the Delaware LSTA Five Year Plan:
  • Encouraging different types of libraries and libraries in different geographic areas to establish consortia and share resources
  • Establishing and enhancing electronic linkages among or between libraries
  • Targeting library and information services to persons having difficulty using a library and to underserved urban and rural communities, including children (from birth through age 17) from families with incomes below the poverty line.
The needs of Delaware libraries were identified and aligned with the purposes of the Federal LSTA using four current sources:

    The Delaware-Union Educational Service Center
    The Delaware-Union Educational Service Center, under the leadership of Dr. James Crawford provides services to five local school districts in the two county area: Big Walnut, Buckeye Valley, Fairbanks, North Union, and Olentangy, as well as the Delaware City School District, Marysville Exempted Village Schools, and the Delaware Joint Vocational School. In general, the Educational Service Center staff is involved in helping all educational personnel, whether they are teachers and administrators or support staff, in order to provide the best possible learning experience for their students through local school programs. A General Supervisor is appointed to each of the local districts to provide leadership in curriculum development. Special Education Supervisors, school psychologists, speech therapists, occupational and physical therapists and other support staff are also assigned to each local district. The DUESC has a strong teacher recruitment and training program that works to provide highly qualified substitutes to staff classrooms in the absence of regular teachers. Staff members also assist districts in providing a variety of meaningful professional development and organizational development opportunities for their staff and administrators, including training on the Malcolm Baldrige Education Criteria for Performance Excellence. The DUESC Curriculum Department also coordinates the writing, revision, and publication of all courses of study and research and produce grant applications pertinent to local school needs. We are also the site of one of the State of Ohio's Educational Media Centers that provides a library of over 2500 videos and computer software available for loan to school district personnel.
