ABOUT US The Delaware Bankers Association is a not-for-profit private trade association that represents dues and tax paying financial institution members at the State and Federal levels. It is comprised of national and state chartered banks, non-depository trust companies and savings banks which may or may not be headquartered or incorporated in the State of Delaware, but have assets in and/or are authorized to accept deposits in the State. The DBA offers a wide variety of member services including educational programs preferred provider companies , communications, and is a sponsor of a variety of business and social events . Furthermore, the DBA serves as he industry's government relations liaison on the State and federal levels monitoring legislation that affects the banking and financial services industries MEMBERSHIP Membership in the Delaware Bankers Association is open to all Delaware State and federally chartered tax paying financial institutions and to vendors serving the banking industry.

For Residents
License requirements and exemptions may be found in the Delaware Code a. Persons 15 years or over and under 65 (15-64 years) to hunt in Delaware.....$12.50.* b. Persons 16 years or over and under 65 (16-64 years) must purchase a license to trap in Delaware.....$3.50. c. Persons 16 years or over and under 65 (16-64 years) must purchase a state stamp to hunt waterfowl in Delaware.....$9.00.* d. Delaware's hunting license year covers the period July 1 through June 30. e. Lost of damaged licenses can be replaced by contacting the Division's Dover Office at (302) 739-4431. *Resident and nonresident hunters born after January 1, 1967, must complete a 10-hour safety course before obtaining a hunting license. *A Federal Migratory Bird Hunting Stamp is required for any person 16 years or older to hunt waterfowl. Stamps are sold at Post Offices. No exceptions are made for persons 65 years or older for purchasing Federal Stamps. *NOTE: License agents may charge a fee: up to $1.50 to issue licenses, in addition to the cost of the license and up to $1.00 to issue a stamp and permits.

Issues and Legislation Sex Education Most parents want help from the schools in teaching their children about sexuality, and believe that this education should include information about methods to prevent unwanted pregnancy and sexually transmitted infections. Only 15% of Americans believe that schools should teach abstinence exclusively, without providing information about obtaining or using contraceptives. * However, our government has spent nearly 1 billion dollars since 1996 ($170 million in 2005 alone) on programs that teach abstinence-only sex education. A recent Congressional study found that these funds have contributed to the dissemination of misinformation, gender stereotypes and scientific errors (Waxman report on The Content of Federally Funded Abstinence-Only Education Programs). Since these programs are prohibited from providing any information about birth control other than failure rates, American adolescents are left ignorant and wholly unprepared as to how to protect themselves. Abstinence-only education has not shown results. Teens who participate in abstinence-only programs do not abstain from intercourse longer than others. When students who received abstinence-only education become sexually active, they are less likely to use protection than those students who received comprehensive sexuality education.

by Susan Boswell ASHA members are hoping to shape the development of regulations for the Individuals with Disabilities Education Improvement Act of 2004 (IDEA '04) by submitting more than 1,600 comment letters and speaking at nearly all regional public hearings hosted by the U.S. Department of Education (ED). The pre-regulatory comment period ended Feb. 28. Regional meetings took place in Delaware, Ohio, Massachusetts, California, Georgia, Wyoming, and the District of Columbia from Jan. 28 through Feb. 24 to gather input and suggestions for developing regulations for IDEA '04. The ED reported that a total of 6,000 written comments were collected and about 450 people testified at the seven regional meetings.

Syllabus 1. Racial discrimination in public education is unconstitutional, 347 U.S. 483 , 497, and all provisions of federal, state or local law requiring or permitting such discrimination must yield to this principle. 2. The judgments below (except that in the Delaware case) are reversed and the cases are remanded to the District Courts to take such proceedings and enter such orders and decrees consistent with this opinion as are necessary and proper to admit the parties to these cases to public schools on a racially nondiscriminatory basis with all deliberate speed. (a) School authorities have the primary responsibility for elucidating, assessing and solving the varied local school problems which may require solution in fully implementing the governing constitutional principles. (b) Courts will have to consider whether the action of school authorities constitutes good faith implementation of the governing constitutional principles.
