One of Carney's goals is to use the forum to foster more cooperation among the state's 19 school districts. KINDERGARTEN COP: A Maryland alliance of state and local government leaders has joined forces with education advocacy and service organizations to guarantee that all children up to age 5 have access to quality early childhood care and education programs. The Leadership in Action Program also wants to ensure that personnel working in these programs are adequately trained and that parents of young children are successful in being their child's first teacher. The goal is that by the 2006-2007 school year, 75 percent of all kindergartners will have developed the learning and social skills to be fully ready for school. General Information Registration Registration Students New to the District Should Register Before the First Day of School
Students who did not attend public schools in the Brandywine School District for the 2004-2005 school year who plan to attend for the 2005-2006 school year are asked to register before school begins on Monday, August 29, 2005. Registration should be completed as soon as possible. Registration before August 29 will permit proper scheduling and class assignment and will avoid the loss of class time while scheduling is being accomplished. Brandywine School District students and their parents should report to the school nearest their home where assistance with registration will be available. The Project is working with disability advocacy groups to ensure that students with disabilities get the benefits of NCLB initiatives to improve student performance. Our work has focused primarily on ensuring that special education teachers know the content area they are teaching, and enhancing inclusive practices.
The State Board is publishing for public comment regulations (Chapter 49) that include teacher certification requirements for special education and other teachers. The Department of Education will also present to the State Board a new version of Chapter 354, which is also relevant to teacher qualifications.

DOE will deliver, through a quality distance-learning provider, high quality and timely professional development programs using the satellite technology. An advisory council comprised of members of the Chief School Officers Association, the Delaware Association of School Administrators and DOE will decide the content of the professional development programs.     Revised IDEA Regulations Promote Student Access to AT
    By Brian J. Hartman, Esquire, Project Director, Disabilities Law Program The special education system has long been a major source of assistive technology (AT) for eligible students. In most cases, students rely on the Individuals with Disabilities Education Act (IDEA) to support AT requests. The Federal Department of Education recently published a comprehensive set of new IDEA regulations that strengthen the role of AT in schools. Buttressed by recent court decisions and agency interpretations, the regulations hold great promise for enhanced student achievement and access to extracurricular activities.
    IEP Development
    A student's instructional plan is generally defined by a single, key document-the individualized education program (IEP). The new IDEA regulations require educators to focus on AT when developing IEPs, determining whether "the child requires assistive technology devices and services" and explicitly identifying any AT supports in the IEP document.

    AQB Appraiser Qualifications A. Certified General Real Property Appraiser - applies to the appraisal of all types of real property 1. Education - 180 cumulative classroom hours which shall include 15 classroom hours of USPAP (prerequisite for taking examination) 2. Experience - 3000 hours of appraisal experience over at least 30 months of which at least 1500 hours must be in non-residential appraisal work. Residential is defined as one to four residential units. 3. Examination - AQB endorsed Uniform State Certified General Real Property Appraiser Examination or its equivalent 4. Continuing education - 28 hours during a 2- year licensure cycle Note: Delaware Regulation 2.3.2 requires that at least four (4) of those hours must relate to USPAP. B.
