Washington, D.C. 20515 Dear Chairman Castle: We are writing to you on behalf of millions of educators, administrators, related service providers, advocacy organizations, parents, and nonprofit organizations. We are writing to express our strong opposition to Section 672(h) and (i) of H.R. 1350, "Improving Education Results for Children with Disabilities Act of 2003." This section addresses grants going to nonprofit organizations that provide training and information to parents of children with disabilities. The language in Paragraph (1) of subsections (h) and (i) not only prohibits federal lobbying activities on the part of centers receiving funding under Section 672, but it also prohibits "federal relations," a term so broad that it could be construed to prohibit grantees from speaking with their project officers at the Department of Education. Paragraph (2) of subsections (h) and (i) prohibits parent centers from including board members who work for organizations that conduct federal lobbying on disability education issues or general "federal relations," whether or not that specific individual is actually involved in those activities. This provision would limit the ability of community leaders to serve on the board of directors of a parent center. For example, a business leader or the staff of the Chamber of Commerce could not serve on the board of a parent center for fear that the "federal relations" of his/her employer would taint the parent center and make it ineligible to receive a federal grant. This is an enormous disservice in providing community services.
