Wilmington, Delaware: In a letter to Delaware State Education Association leadership, Vivian Houghton, Green Party candidate for Attorney General, outlined her visions of Delaware Education. The text of the letter follows. VISION OF DELAWARE EDUCATION One may ask why a candidate for Attorney General is addressing the issue of education. One reason is, of course, because our children¹s education is so very important. In addition, the office of attorney general occupies an intersection of law and public policy, where there is much opportunity to have policy impact on state government agencies and the legislature. As Delaware¹s Attorney General, I expect to constantly put forward an agenda that maintains that access to quality education for all Delaware children will make for the development of a stronger, diverse community and generate opportunity for a thriving democracy.

Newsbrief: Delaware General Assembly Calls for Repeal of Higher Education Act Anti-Drug Provision Both houses of the Delaware General Assembly have adopted a nonbinding resolution calling on Congress to repeal the Higher Education Act's (HEA) anti-drug provision. Crafted by Rep. Mark Souder (R-IN) in 1998, the provision denies federal student financial aid to students who have a previous drug conviction, no matter how minor. According to the US Department of Education, some 140,000 college students have lost financial aid under the provision. The resolution had bipartisan sponsorship (four Republicans and three Democrats) in the House, where it passed unanimously on a 40-0 vote with one absence. In the Senate, where the resolution was introduced by three Democrats, it passed by a margin of 17-2. In both chambers, the resolution was supported by leading members. The resolution notes that drug offenses are the only ones for which students lose financial aid, that it doesn't matter how minor the offense was, and that "this federal provision has had the effect of punishing individuals who have already served criminal sentences, paid their fines and are attempting to become productive citizens and taxpayers by obtaining higher education degrees." While the resolution has no legal force, it could put pressure on two Delaware politicians targeted by the Coalition for HEA Reform (

There have been a number of studies done relating the incidence of animal cruelty to interpersonal violence, particularly child and partner abuse. Animal cruelty by children is one of the surest indicators of future violence.
In November of 1999, Delaware Attorney General Jane Brady formed a Task Force to look at the correlation between animal cruelty and violence towards persons. Since that time the Task Force has amended laws and policies, developed a public awareness campaign, and provided training and materials for child protective workers, health care professionals, animal care providers, prosecutors, victim services providers, advocates, and enforcement officers. Additionally, the Task Force sought to develop a foster pet network so victims of domestic violence and child abuse displaced from their homes can assure the safety of their pets.

The College and its campuses are fully accredited by the Commission on Higher Education, Middle States Association of Colleges and Schools. In addition, several curricula have earned program-based accreditation by various professional organizations.
BRIEF HISTORY
The studies and reports of the original board were used to create the Southern Campus which opened in September 1967, near Georgetown in Sussex County, with 367 students enrolled. The name was changed to the Jack F. Owens Campus in May 1995. A temporary Northern Campus opened in New Castle County in 1968. The Northern location was replaced by two campuses Stanton in the fall of 1973 and Wilmington in the spring of 1974. The Terry Campus opened in 1972 north of the City of Dover.
The President's Office, located adjacent to the Terry Campus, functions as a central office by providing a variety of services in support of the campuses. Delaware Tech's enrollment has grown dramatically in recent years. Students of all ages, backgrounds, and walks of life have benefited from the training and education that is provided. It is estimated that one-fourth of Delaware's population has taken courses at Delaware Tech during its short history.
MISSION STATEMENT
The College believes in the practical value of higher education as a means of economic and personal advancement. The College respects and cares for students as individuals and as members of diverse groups, and supports their aspirations for a better life.
