Recommended Policies for Public School Facilities, Section 1: Public School Facilities Planning Policies. http://www.21csf.org/csf-home/publications/modelpolicies/PlanningSectionMay2005.pdf (21st Century School Fund, Washington, DC , May 2005) Provides policy guidance and recommendations to officials and administrators at the state, local, and school district level to improve facilities planning in order to support and enhance the delivery of educational programs and services. The document proposes policy reform as one tool for affecting the planning, design, construction, maintenance, and funding practices and processes at the state and local school district levels. However, state level standards and control must be carefully developed and applied, so that creativity, public participation, and local priorities can drive the facility planning and design outcomes. Background and History Civitas: An International Civic Education Exchange Program is a cooperative project of civic education organizations in the United States and emerging and established democracies throughout the world. The Civitas Exchange Program, which began in 1995, is administered by the Center for Civic Education (Center) and funded by the U.S. Department of Education under the Education for Democracy Act approved by the United States Congress. The program is implemented worldwide in cooperation with the U.S. Department of State. Support for the expansion of the program also has been provided by the U.S. Department of State, the U.S. Agency for International Development, and other domestic and international organizations. The Civitas Exchange Program provides leaders in civic education opportunities to learn from and assist each other in improving education for democracy in their nations. The program addresses the full range of civic education activities from the development of educational policy, standards, curricular frameworks, and materials to teacher education, classroom implementation, and research and evaluation.

Community Women's Education Project provides secondary and post-secondary education, educational support systems, and connections to the workplace for low income women and their families in their community. Community Women's Education Project also provides quality early learning education for infants and young children. Since the agency's founding in 1977, more than 13,000 adults and children have benefitted from Community Women's Education Project programs, developing the educational skills they need to move into economic self-sufficiency.
