Sally H. Higgins was elected to the Board of Trustees in 1971. She is a retired educator and guidance counselor and received both her undergraduate and graduate degrees from the University of Delaware. In 1973, she was named Counselor of the Year by the Delaware Personnel and Guidance Association. She is the former director of guidance at Seaford High School. Mrs. Higgins has served as president of the Delaware School Board Association and the Seaford School Board. In 1988, Mrs. Higgins received the Athena Award for community service from the Greater Seaford Chamber of Commerce and, in 1990 she received the Bernard P. Ireland Award from the College Board in recognition of contributions to the field of counseling. She was a member of the Committee for the Education of Women at the University. Mrs. Higgins was elected Trustee Emerita in 2001.

Athletics Governing Board
The Athletics Governing Board voting membership includes the President of the University, two faculty representatives (one man, one woman), the Director of Intercollegiate Athletics, a representative of the Alumni Association, one at-large representative who serves as an administrator, professional staff or faculty member at the University, a senior woman administrator and two senior student representatives (one man, one woman). The faculty and alumni members are appointed by the Faculty Senate Committee on Committees and the Alumni Association, respectively. The student representatives are the male and female letter winners with the highest cumulative grade point averages after the junior year. The at-large and senior woman administrator representatives are appointed by the President. The Director of Intercollegiate Athletics shall serve as Secretary of the Board. The Chairperson and Vice Chairperson shall be appointed annually by the Chairperson of the Board of Trustees from among the members of the Athletics Governing Board. Non-voting members shall include one male and one female coach representing aid/no-aid and team/individual sport programs, and four junior student-athletes (two female, two male) with the highest index at the end of their sophomore year. At least one of the four students will be a minority.

The most recent being the Dover Youth Lacrosse Club and Booker T. Washington Elementary School Dover Youth Lacrosse Club, April 2001 Help Us Beef Up Our Team Raffle helped to purchase new equipment. Congrats to John Haller who was the top ticket seller and was awarded a lacrosse stick by Head Couch Charlie Smith Student Educational Fun Night at Booker T. Washington Elementary School, March 2001. The students enjoyed all Beef Hot Dogs provided by the Board.

    § 4201. Legislative intent. § 4202. Delaware Center for Educational Technology. (a) There is hereby established the Delaware Center for Educational Technology (Center). The Center shall be a public education agency, created for the purpose of coordinating the use of technology by Delaware's several school districts, the Department of Education and any other organization, public body or other entity specifically designated by the General Assembly for the purpose of carrying out the public education of the citizens of Delaware. The Center shall be established, for budgetary purposes, in Public Education as a separate internal program unit. (b) The Center shall be governed by a Board to consist of 13 voting members as follows: (1) Three persons appointed by the Governor with expertise in the field of computer information systems; (2) Two persons who shall be public school district superintendents; (3) Two persons who shall be public school teachers appointed by the Delaware State Education Association, who are knowledgeable in computer technology and can assist with the practical implementation of telecommunications technology; (4) Two persons who shall be public school district principals, 1 from the elementary level and 1 from the secondary level both appointed by the Delaware Association of School Administrators;

    The issue… States are central players in setting policies and creating conditions necessary for successful leadership, and for preparing future leaders to perform effectively in schools and districts. Yet very few states have a comprehensive plan for improving district and school leadership. Sometimes, state policies may actually limit those efforts. The response… In 2001, The Wallace Foundation announced a three-year, $8.9 million grant to launch the State Action for Education Leadership Project (SAELP), a national consortium led by the Council of Chief State School Officers (CCSSO) and including the National Governors Association, the National Conference of State Legislatures, the National Association of State Boards of Education, and the Education Commission of the States. Working directly with 15 selected states, SAELP will lead a national effort to ensure that laws and policies in all 50 states strengthen the capacity of superintendents and principals to improve student learning. The SAELP states are: Connecticut; Delaware; Georgia; Illinois; Indiana; Iowa; Kentucky; Massachusetts; Missouri; Montana; New Jersey; Oregon; Rhode Island; Vermont, and Virginia.
