INTRODUCTION The Software Program Managers Network Focus Team Initiative provides experts in technical and management practices for the development of large-scale software. This bulletin summarizes lessons learned from SPMN Focus Team visits with many different software-intensive development programs in all three Services. It describes problems uncovered in the last several months on several DoD software-intensive programs such as: (i) not implementing best practices that have particularly high leverage for a particular project at a particular time in its development; (ii) not properly implementing a best practice; and (iii) following one or more worst practices.
The normal SPMN approach is to identify project-specific changes in practices with the highest leverage for short-term improvements in one or more of the following: user satisfaction, development or maintenance cost quality, time-to-market, cost, and schedule predictability. Focus Team support also includes follow-up assistance to the government project office and the contractor to put in place those changes to practices desired by their program managers.

Defense officials plan to announce six finalists in the Pentagon Memorial competition at a Pentagon press conference Oct. 17, Army Corps of Engineers officials said, recently. The competition jury reviewed 1,126 entries that met competition rules. The jury narrowed the search to six concepts that will be further developed by their originators.

Martin Luther King's death did not slow the Civil Rights Movement. Black and white people continued to fight for freedom and equality. Coretta Scott King is the widow of the civil rights leader. In 1970, she established the Martin Luther King Jr. Memorial Center in Atlanta, Ga. This "living memorial" consists of his boyhood home and the Ebenezer Baptist Church, where King is buried. On Monday, January 20, 1986, in cities and towns across the country people celebrated the first official Martin Luther King Day, the only federal holiday commemorating an African-American. A ceremony which took place at an old railroad depot in Atlanta, Ga., was especially emotional. Hundreds had gathered to sing and to march. Many were the same people who, in 1965, had marched for 50 miles between two cities in the state of Alabama to protest segregation and discrimination of black Americans. All through the 1980's, controversy surrounded the idea of a Martin Luther King Day. Congressmen and citizens had petitioned the President to make Jan. 15, Martin Luther King's birthday, a federal legal holiday. Others wanted to make the holiday on the day he died, while some people did not want to have any holiday at all.

by Doug Bandow Doug Bandow is a senior fellow at the Cato Institute and author of Human Resources and Defense Manpower. While serving as a special assistant to President Reagan, he helped prepare the official report on draft registration for the President's Military Manpower Task Force. Executive Summary President Jimmy Carter reinstituted draft registration to demonstrate "resolve" after the Soviet Union invaded Afghanistan. Today there is no Soviet Union, America's military power is unrivaled, and the all-volunteer force is an undoubted success. Even the Department of Defense acknowledges that registration could be dropped with no effect on military mobilization requirements. Yet draft registration lives on, an example of the difficulty of terminating even the most useless government programs.

SCOPE OF WORK and SPECIFIC TASKS
The Economic Development Alliances of Hawaii (EDAH) shall provide services, materials, facilities, and equipment to support the P-EIC PM in conduct of Technology Transfer of P-EIC projects. This effort supports P-EIC creation of a process for transfer of a demonstrated technology capability with small-scale pilot project.

Following Government approval of this plan, EDAH shall provide these services from date of installation and continuing through the period of performance of this task. Unidentified Flying Objects (UFOs)
This issue is no longer being investigated by the Defense Department. As you may know, the United States Air Force began investigating UFOs in 1948 under a program called Project Sign. Later the program's name was changed to Project Grudge, and in 1953 it was changed again to Project Blue Book. On December 17, 1969, the Secretary of the Air Force announced the termination of Project Blue Book. The decision to discontinue UFO investigations was based on a number of factors, including reports and studies by the University of Colorado and the National Academy of Sciences, as well as past UFO studies and the Air Force's two decades of experience investigating UFO reports. As a result of these investigations, studies, and experience, the conclusions of Project Blue Book were:
  • No UFO reported, investigated, and evaluated by the Air Force has ever given any indication of threat to our national security.
  • There has been no evidence submitted to or discovered by the Air Force that sightings categorized as "unidentified" represent technological developments or principles beyond the range of present-day scientific knowledge.
