Help from the Department of Defense
Top-flight officials both in NASA and the Kennedy administration, when they recommended a moon landing program as the focus of America's space effort, saw Apollo as a central element of a broad national space program. The United States needed not only to develop more powerful boosters, to match Russia's, but to plan that development with a minimum of unnecessary duplication among agencies. Early in July 1961, Seamans and John H. Rubel, Assistant Secretary of Defense and Deputy Director of Defense Research and Engineering, agreed on the need for joint NASA-Defense planning. Seamans informed Webb that the two agencies would try to determine what boosters would best meet the requirements of both the Department of Defense (DoD) and NASA. The civilian agency's central concern, of course, was a launch vehicle for Apollo. With the approval of both Defense Secretary Robert S. McNamara and Administrator Webb, Rubel and Seamans set up a DoD-NASA Large Launch Vehicle Planning Group on 20 July. Although Nicholas Golovin, an applied mathematician and Seamans' Technical Assistant, shared the chair with Lawrence Kavanau, a missile expert from the Defense Department, the group soon became known as the Golovin Committee. This committee, like all the others, found that, for Apollo, vehicle selection and mode were inseparable. At first the planners considered only direct ascent and earth-orbital rendezvous, but they soon broadened their study to include other kinds of rendezvous.

When the 25th Infantry Division came ashore to relieve the 10th Mountain Division in Haiti in 1994, the fresh troops knew-they absolutely knew -the ground truth of the situation. There was no learning curve for the replacements, no dangerous transition period when lives might be lost while officers learned information their predecessors already knew.

    U.S. Department of Defense Launches Secure, Reliable Messaging For DOD EMALL Using BEA WebLogic Integration 8.1

    Among the key enhancements in the new DOD EMALL is the use of the Electronic Business using eXtensible Markup Language (ebXML) standard for secure, reliable messaging between trading partners. DOD EMALL is one of the largest on-line operations ever to adopt ebXML, which is designed to allow the Web site to retry actions that are aborted or fail and confirm message receipt to ensure non-repudiation while helping to complete transactions faster. ebXML also helps facilitate the use of digital signatures to verify message authenticity and help to ensure message integrity. In addition, ebXML is protocol independent so that it can be used regardless of the means by which an interaction is taking place (e.g., e-mail, FTP, http, Web services).
    "It is imperative that DOD EMALL users are able to send and receive mission-critical order information among heterogeneous systems securely and reliably," said Gabrielle Zimmerman, systems integration manager for DOD EMALL. Reliability of messaging became a significant concern as DOD EMALL’s transaction volume grew from $13.7 million in 2002 to $188 million in 2003. Orders are expected to approach $300 million in 2005.

Background and Purpose In June 1994, the assistant secretary of defense for command control, communications, and intelligence commissioned a programming language survey of the Department of Defense (DoD).     Army Continues New Humvee Safety Upgrades

    The Army is responding to the warfighter's request for new equipment to enhance combat operations and increase safety, by installing five upgrades to Humvees at forward repair sites in Southwest Asia. Upgrades are: a fire suppression system, improved seat restraints, an intercom system, a gunner's restraint, and single movement door locks for all Humvees in Iraq. The Army also is adapting some of the new equipment to other medium and heavy tactical vehicles. More
    82nd Airborne on Duty Around the Globe

    Paratroopers from the 82nd Airborne Division are staying busy these days. The 82nd has been providing security for the elections in Afghanistan, participating in Exercise Bright Star in Egypt and assisting with rescue, relief and recovery missions in the Gulf Coast region in the aftermath of Hurricane Katrina. In the past, the “All American Division” participated in providing security for elections in Iraq as well.
