in San Diego, CA on 18-21 August 2003. BACKGROUND DMSMS problems are an increasing concern as the service lives of DoD weapon systems are extended and the product life cycle for high technology components decrease. The problem is further complicated by a reduction in the industrial base dedicated to production of military equipment. In fact, the DoD now accounts for less than one-half of one percent of total microelectronic component sales. In addition, aging fleets of ships and aircraft have lost their original supplier-base of constituent mechanical, hydraulic, and other component parts. OBJECTIVE The objective of DMSMS 2003 is to focus on the need for proactive DMSMS management to support the warfighter. Our approaches to managing the ever-present obsolescence problem must be examined. As the military seeks a quicker, more lethal warfighting capability, we must also implement business practices that respond to non-availability issues rapidly and efficiently. Exploitation of modern information technology to anticipate problems and share solutions becomes a requirement to support the warfighter.

National Defense Science and Engineering Graduate Fellowship The Department of Defense (DoD) is committed to increasing the number and quality of our nation's scientists and engineers. Toward that end, the DoD annually supports approximately 8,000 graduate students in fields important to national defense needs. The DoD supports graduate students in a number of ways. First and foremost is the support of thousands of graduate students who are members of research teams funded through DoD contracts and grants. The students, selected by the research faculty, engage in fundamental studies under the leadership of a senior researcher and commensurately earn advanced degrees. Usually, these students are supported wholly by the DoD grant or contract. Another mechanism for graduate student support is through portable fellowships, such as those awarded to U.S. citizens or nationals following a competition each year under the National Defense Science and Engineering Graduate (NDSEG) Fellowship Program. These portable fellowships allow the recipients to pursue their graduate studies at whichever U.S. institution they choose to attend. The DoD has awarded approximately 2,200 fellowships since the program's inception 17 years ago.

    Friday, May 9, 2003 Q: What do you think all the conspiritorial talk is? Do you have any notion, in Europe and here? What are people looking at this way? Wolfowitz: I think it's pretty obvious and I think it's pretty disgraceful but all you can do is ignore it and go on and get the job done. Q: What is it? I mean some say anti-Semitism. I guess in Europe that would be Wolfowitz: I just said all I'm going to say about it. Q: Okay. There's a question now as to whether in Iraq itself Wolfowitz: You know it's completely out in the open who holds what views in this Administration. You couldn't be more transparent about what the arguments are. The most significant thing that has produced what is admittedly a fairly significant change in American policy is the events of September 11th which are going to count as one of the If you had to pick the ten most important foreign policy things for the United States over the last 100 years it would surely rank in the top ten if not number one. It's the reason why so much has changed, and people who refuse to look at that, for whatever reason, or are unwilling to face up to the implications of that then go around and look for some nefarious explanation. But it's shameful.
